PROCEDURAL MATTERS Item #1 Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:05 P.M. Item #2 Roll Ca Roll call was taken. Commissioners Brenner, de Boom, Hopkins, Konwiser, Springer and Wolfe were present. Commissioner Taft was absent (excused). Item #3 Approva Minutes Motion was made by Konwiser and seconded by Springer to approve the minutes of the February 4, 1986 meeting. Unanimous. Item #4 Adoptio Agenda The agenda was adopted as presented with the addition of Oasis, Publicity, Begonia Park, Little Corona Study, Street Tree Program, Mariners Multi- Purpose Building, Youth Council Teen Center, and Potential Park Site. II. ACTION ITEMS x Item #5 - Presentation of Preliminary Plan for Community Prelimi x Plan fo Youth Center x x x x x x ommuni Chair Wolfe introduced Mr. Bert Tarayao, project architect fouth C for the Community Youth Center, who will be providing a detailed presentation of the Preliminary Plan. Mr. Deven pointed out that letters were mailed to Corona del Mar residents soliciting their input and notifying them of this presentation. Mr. Tarayao then presented the model and drawings of the project. He stated that after reviewing the programs offered at the site, the Center was designed so that it would be compatible with both the neighborhood and existing 1 of n of nary r ty enter CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 2 City Council Chambers 7 p.m. INDEX features and at the same time be within the allocated budget. Their approach was to change as little as possible and keep the model oriented towards the same design as the present youth center. Mr. Tarayao explained the locations of the baseball field, picnic area, park; tot lot areas and the parking lot, the latter of which will be located at the present Community Youth Center site. The beams around the building and the masonry walls are both cost saving features. The staff office will have both visua and physical contact with the rooms and tot lot areas. Ther will be a small kitchen and the men's and women's restrooms will have both interior and exterior access. The 550 square foot structure will be low in scale with a 20' height which is in keeping with most of the units in old Corona del Mar. The picnic area will be'retained and the hard ball court will be resurfaced with lighting. Mr. Tarayao explained the utilization of the existing grades, water drainage, handicap ramp, metal roof line, cooling elements, flooring, • room partitioning, etc. After Mr. Tarayao answered questions from the Commission, Mr. Whitley explained the fee schedule and reported there undoubtedly will always be a group using the multi - purpose room which will accommodate about 30 people. This is the focal point of the entire facility and, due to the community s interest in activities, other activities can be programmed at the same time. Mr. Whitley explained that this facility will be designed as a major recreation facility for the Corona del Mar area. Although emphasis will be on total recreation, it will have other functions for teen and youth activities in addition to serving the entire community. Discussion followed concerning adopting a policy to the effect that although this is a youth oriented facility, other activities are also encouraged. Mr. Whitley suggested staff research and report back recommending an operations policy. The Commission also discussed names for the facility which will again be discussed at a later date. Springer motioned to approve the Preliminary Plan as presented., Seconded by Brenner. Unanimous. • III. PUBLIC COMMENTS 3 None. DISCUSSION ITEMS Item #6 - Beach Refuse Bins= Beach Refuse Bins Commissioner Springer addressed the overflowing tras.h problems which exist along the beaches. One concern is that residents use the bins for their own use. Jack Brooks pointed out that although this is illegal, it is very difficult to enforce. Mr. Whitley noted that the report in the Commission's packet on this subject does not address the empty and over- flowing trash bins, the latter of which should receive more pick up. Springer then - recommended a feasibility study be done since the problem still exists. Motion x Following a brief discussion, Commissioner Springer motioned Seconded x the Commission direct Maintenance to identify those location • where trash bins are overflowing and then provide more bins and also increase pick up in these areas. Seconded by de Boom. Motion x Commissioner Konwiser amended the motion to read that a Seconded x letter be written to the General Services Director Ayes x x x x x suggesting locations be identified which require more trash Nay x bins and increased pick up, and that these be provided. Seconded by de Boom. Motion passes. Item #7 - 1986 -87 Preliminary Budget Review Preliminary Budget Chair Wolfe reported the budget meeting with the City Review Manager went very smoothly and thanked staff for the fine job they did. Mr. Whitley replied that this was the best budget meeting staff has encountered and that the Department is pleased with the results. He also thanked the Commission for their input for the Department in this regard.; Mr. Whitley answered questions concerning the Preliminary Budget Report and passed out the revised Capital Improvement Proposals list for FY 1986 -87 which was approved by the Capital Improvement Committee. He explained that Cliff Drive Park and the Needs Assessment Study of Seniors were delayed and that the Mariners Park building was deleted. • Bonita Creek Park will be a phased'-project. •Should the Friends of Oasis and /or Commission and Friends of Oasis want to pursue the Needs Assessment Study they can do so. This will be discussed with them at their joint meeting with the Commission on April 1, 1986. Mr. Deven will trans- mit to the Friends that this be included on their agenda and that more information be provided on each agenda item. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX Mr. Brooks explained that his staff will be doing additional work at Cliff Drive Park with Park Facility Improvement Funds, leaving the hardscape for next fiscal year. Item #8 - 1,986 Youth Track and Field Youth Track and Field Mr. Mark Deven reported the Youth Track and Field Meet is an annual event in which over 200 youth are expected to participate on April 12. This event, which is held in cooperation with the Newport - Balboa Rotary Club and vol- unteers, has always been very successful. Staff is capitalizing on this to improve it even more by having a competitive Meet coincide with Newport'Beach's• sister city, Okazaki, Japan. The athletes' times will be compared in meters and the winning team will take possession of a perpetual trophy until next year's competition. Mr. Deven passed out fliers for the Meet and invited the Commissioners to attend and participate in the awards • ceremony. Detailed information will be forthcoming. Item #9 - Commission Recreation Committee Objectives Recreation Committee Mr..Deven announced the Recreation, Division staff met with Commissioner Brenner's Recreation Subcommittee. He reviewed their report included in the agenda packet and their propose Goals and Objectives. The Commission's input, comments and questions are solicited as to the brochure, programs, special events, etc. Chair Wolfe thanked Mr. Deven for the excellent report he submitted. Item #10 - Recreation Division Recreation Division Mr. Deven reviewed the Recreation Division report and ex- plained the 70% -30% fee structure for classes. He pointed out that registration /revenue is,the best way to assess the classes. In addition the contract system provides the best way to keep good classes as well as implement improvements. Mr. Deven handed out the new spring brochure and answered the Commission's questions. The Department is in the process of recruiting a Community Youth Center Coordinator who will work approximately 20 -25 hours per week. In addi- tion, there are vacancies for Recreation Instructors and Recreation Leaders for the upcoming summer. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX Item #11 - Park and Street Tree Division Park and Street Tree Mr. Jack Brooks reported the drain lines to the tot lot Division area at Irvine Terrace Park were broken when play equipment was installed;, therefore, they have removed and reinstalled the drain lines and sand. Mr. Brooks also reported the Street Tree Crews have been salvaging the Palms located on the Costa Mesa Golf Course. They are now in the City Yard and will be planted along the beach near the Newport Pier. Mr. Whitley added that the Palms were purchased from the City of Costa Mesa at a very reduced rate and that the crews did an excellent job. Item #12 - Oasis Oasis Commissioner Springer announced she has the Oasis Balance Sheet should anyone be interested. She mentioned Com- . missioner Taft attended the Long Range Planning meeting and both the General Board she attended and meetings. Commissioner Springer recommended each of the Commissioners periodically attend all the Oasis meetings so they can each get a "flavor" for what is happening. Chair Wolfe asked staff to prepare a list of the dates and times of these meetings. Mr. Deven will provide this information. Commissioner Hopkins suggested a review be held on the items Oasis wants to discuss with the Commission, and that detailed reports be provided by the Friends on these items. Item #13 - Publicity Publicity Springer brought to the Commission's attention that a summary of the Library Board's meeting was included in the water bills and suggested this Commission's input also be provided in this manner. Commissioner Brenner suggested the Commission's meeting dates be included in the brochure along with an invitation encouraging residents to attend the monthly meetings. Item #14 - Begonia Park Begonia Park Mr. Whitley reported the City Council authorized the Depart- ment to write a letter to Mr. Donald Griswold communicating to him the desire to acquire the lot at the corner of Begonia and Pacific in Corona del Mar. The letter has been transmitted and we are waiting for a reply. Mr. Whitley will keep the Commission informed on this matter. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Item #15 - Little Corona Study Little Corona Study Mr. Whitley reported the consultant has completed the pre= liminary work on Little Corona. However, since additional items have been added to the Study, there is a change of scope delaying the project. Public Works Department will - pay for the change of scope and review will occur at a future Commission meeting. Mr. Whitley will keep the Commission informed. Item #16 - Street Tree Program Street Tree Program Chair Wolfe reported the City Manager recommended the Street Tree Committee be involved concerning the concrete repair and tree removal program at Peninsula Point. Commissioner Hopkins recommended increased input from the residents be solicited to include those who,are satisfied with the program. He indicated there is a sizable response at the • Point in favor of the tree program. Item #17 - Mariners Multi- Purpose Room Mariners ,Multi- Purpos Chair Wolfe reviewed the proposed Mariners Park Multi- Room Purpose Building to be funded equally by the Library Board and the Parks, Beaches and Recreation Department. Since the new building has been postponed, the Library has approached City Council asking that aerobic dancing be eliminated on Tuesdays at this location for their own use. Commissioner Wolfe received a call from Councilmember Evelyn Hart asking for more clear.ification on this matter. After Mr. Whitley explained the building is for recreational purposes, Chair Wolfe directed staff to write a letter to Councilmember Hart and also direct a request to the Library Board that they attend a.Commission meeting to discuss the issue. Chair Wolfe will review the letter before it is transmitted. Item #18 - Youth Council /Teen Center Youth Counci Teen Center Chair Wolfe announced his committee has met and they are in the process of forming a non - profit corporation. He ex- plained the election process which will commence in May and that they will be meeting with Council in an advisory role. • They also plan to implement a Student Government Day. Chair Wolfe reported there will be a meeting with The Irvine Company_on March 18 requesting land and a building for the proposed Teen Center. Chair Wolfe asked Mr.'Deven to prepar an information packet on the Youth Council and Teen Center for the Commission's next regularly scheduled meeting April I. Mr. Whitley will confer with the City Attorney regarding ownership of 'the land, etc., and report his findings to the Commission. V. SPECIAL, URGENT OR LAST ,MINUTE ITEMS None. VI. The project is in the proposal and presentation stage with an undeter- mined location. We feel an economic analysis would prove very valuable at this point in time. Many of the details have been carefully considered. With the help of an expert analysis, a • convenient and appropriate location could be determined, as well as necessary size and operating cost factors. It is our under - standing that a pFofessional study of this nature usually costs around $20,000. This sort of assistance from the Commission could help us avoid expensive and time consuming future errors. We appreciate your consideration in this matter. Lgstrom Parental Steering Committee for a Youth '.acility • n U Item No. 8 CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department DATE: March 25, 1986 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: California and Pacific Southwest Recreation and Park Conference As a means of providing the Commission with an overview of the California and Pacific Southwest Recreation and Park Conference, the Recreation Division has compiled a description of workshops and educational sessions attended by four staff members who participated as delegates. The 38th Annual Conference, held in Fresno on March 6 -9, exposed staff to new ideas and information highlighting programs, motivation, marketing, revenue and management. In addition to providing the Commission with an overview, the Conference Summary will also serve as a training document and catalog of current events in the Parks and Recreation field. 1986 CALIFORNIA AND PACIFIC SOUTHWEST RECREATION AND PARK CONFERENCE SUMMARY Pre - Conference Institutes The Management Institute The all day institute focused on leadership styles and how they affect inter- personal relationships which, in turn, affect productivity and the accomplishment of goals and objectives. The institute was directed at management staff and required participants to complete a Motivational Profile Index as a means of determining the management style most likely used. 101 Tips to Turn a Profit on Classes As heavily dependent as the City of Newport Beach is on serf- supporting recreation programs,, this institute should prove invaluable. The workshop's focus included kinds of classes, record keeping, marketing and brochure design. The institute was conducted by the Learning Resource Network, Inc., a consultant group to recreation agencies and community college districts across the nation. Educational Sessions • Business Finance Trends in Private /Public Recreation Ventures The session described current economic conditions which favor risk taking and I focused on some creative examples. Illustrated as case studies were projects including theme parks, R.V. concessions., major event sponsorships and fairs. -2- Park development trends may be financed publicly through redevelopment projects • or privately by building developers who are required to include parks in their project proposals. Most new park development should include facilities capable of continuous revenue generation. Identifying Opportunities for Earning and Raising Money • 0 3 The session was conducted by the Development Officer from the City of Sacramento who has successfully raised funds for arts projects with little or no tax support. Sacramento's approach has included corporate donations, a "gifts catalog" and merchandising products, including the nationally recognized Camelia Poster. The key element in the City's revenue generation strategy is an aggressive marketing approach which can be altered depending upon the audience (corporate sponsor or private citizen). Beyond the Paycheck: Incentives, Parks, Acts of the Heart The session dealt with monetary and non - monetary incentives used by public agencies to motivate their employees. The speakers had a few eye opening ideas. The City of Anaheim is providing employees with interest free loans to purchase an IBM or compatible computer.. They are hoping that this incentive will encourage their employees to acclimate themselves to the City's sytem faster. The City of Laguna Beach has a proposal for approval by the City Council to provide low interest loans to their employees. They hope that this incentive will have employees make their residences in the City. The City of San Francisco offered excursions to Hawaii to those employees who met high standards set by Department Heads. Thinking /Creativity /Attitude The session reviewed why we approach things the way Assistant Professor at California State University we must break to think creatively. Dr. Larry Prochazka, in Northridge, spoke of barriers are, the more creative we become. a positive attitude. The session provided a panel discussion and forum on how women can move ahead without getting discouraged. Five women managers from municipal parks and recreation agencies described strategies which may be employed to confront barriers and improve job skills which may lead to becoming better managers. Cooperation is Good Business Co- sponsorship of major community events is becoming a necessity for both public agencies and private merchants. The session focused on common objectives and benefits which promote cooperation between two otherwise different organizations. Such cooperation is being employed in Newport Beach through such events as the Back Bay IOK, Scenic 5K, Lido Village Christmas Event and the Easter Egg Hunt. Polishing Your Agency's Image Conducted by the President of the National Recreation and Park Association, the session stressed the importance of an agency's image in the community. Continued new landscaping and regraded slope south of entrance at Newport Center Library. Built and installed commemorative plaque for rendezvous ball room at Balboa Pier parking lot. Removed shrubs at City owned house (vacant) on Balboa Boulevard for-traffic visibility. Continued retaining wall on Riverside Avenue. Our Street Tree Division performed the following: Trimmed 632 trees. • Removed 2 trees. Root pruned 22 trees. Completed 5 Work Requests. Areas being trimmed this month are the Palms on the Peninsula and in Corona del Mar between Bayside and Ocean Boulevard. Both the course, securing sponsors The Department is, pleased to announce the hiring of two key part-time leaders who will staff the Community Youth Center effective March 31. Margaret O "Hanlon will assume the position of senior leader and has a background in Child Development. Rick Blankenship will assist four days a week and has a background in Recreation and•Physical Education. Both leaders are very enthusiastic and will prove to be a valuable addition to the Recreation Division. Facili "ties Effective March 1, the City assumed operation of the Lincoln School gymnasium and athletic fields through a ten year lease with the Newport-Mesa Unified School District. The addition of Lincoln provides the Department with a large indoor facility for gymnastics, basketball, volleyball, karate and large group rentals. It also provides two lighted softball diamonds, one lighted baseball field and a large area for soccer practices. In cooperation with the Newport -Mesa and Huntington Beach School Districts., the Department is participating in the "Work Ability" program for on- the -job training. Two high school students, including a Corona del Mar student, provide part -time assistance at Lincoln, Oasis and the Community Youth Center. Sports City youth sports teams have again fared well in championship play. The 3rd -4th grade team from Andersen and the 5th -6th grade team from Harbor View won Orange County championships in their respective divisions during tournament play in Fountain Valley March 15 -16. During the weekend of March 22 -23, the 5th -6th grade team from Harbor View captured the Southern California Championship. Both teams will be invited to the May 6 Commission meeting to receive Special Recognition Awards. Registration for the Youth Track and Field Meet is continuing as the participants begin their final workouts for the All City Meet scheduled April 12. . Seniors New programs continue to attract participants at the Oasis Senior Center. Helen has been in touch with Ron Whitley and other PB &R staff. Yesterday she told me that she and Danny Iwata had worked it out for the Library to have _programs fo n-oil- • dren- in__the Mariner's multi - purpose room Tuesday mornings this summer. This is great news. Danny will'-meet-with Frank Eastman, t e MF — ariner''s Branch supervisor, to set it up. 1 We do have a further request, namely, that the aerobic dance classes be scheduled at another location. The noise these classes generate is not compatible with a library, and our patrons complain. If these particular classes could be scheduled elsewhere, it would be appreciated. A possibility for the future is joint sponsorship of an ongoing family film program. Helen is also discussing with PB &R staff having library programs listed in your brochure. It seems reasonable that all City programs available to Newport Beach residents ,be included. I don't know if you are aware of the many problems at Mariners: leaky roof, ceiling tiles down, termites (two kinds) in the floor and in supports below the roof. There is quite a list. Helen is working with other City Departments to determine necessary repairs. We know the building will be re- roofed. Helen has told Ron the entire building must be tented in order to treat for termites. She will keep him informed of the dates of repair activities so PB &R can plan accordingly.
