The meeting of the Parks, Beaches and Recreation Commission
was caTled'to order at 7 :02 P.M.
Item #2
Roll tall-was taken. Commissioners Brenner, de Boom,
Herberts; Konwiser, Springer and Wolfe were present.
Commissioner Taft was absent (excused).'
Item #3
Commissioner Konwiser.moved the minutes of the August 5,
1986 meeting be' approved. Seconded'by Herberts. 'Unanimous,

The agenda was adopted.as presented with the addition of
Size of Park and Teen Center.
II. PUBLIC HEARING
Ron Whitley briefly reviewed the history and present status
of Little Corona Beach. He then introduced John Wolter of
the Public Works'Department who administered the study in
cooperation with the "ConsuTtant. Mr. Whitley passed out a
packet of material to which Mr. Wolter would be referring
which included recommendations' for the Commission's
consideration.
Mr. John Wolter addressed the Commission and reported that,
at the request of City Counci'1 and this Commission, the
Public Works Department.hired Moffatt & Nichols Engineers of
Long Beach to,be a Consultant on the project and prepare a
report on the shore conditions at"Little Corona Beach. Mr.
Craig,Everts,, who is present to' represent the Engineers, ha:
specialized in sand movement and sediment deposit at coastal
areas world -wide.

Mr. Wolter explained the history of the problems at Little
Corona, noting that in 1,963'the, homeowners first brought '
attentioh to the erosion problems taking place in Buck
Gully. "He refenred•to t the p•ictu.res attached to the packet
which was distributed showing the beach through the years
and explained'the-concrete'control structure built by the
City to -help alleviate the:pro,blems.. The major concern is
--that erosion'has: been undermining the hillside creating a
`largeh ponding..area. '•The structure is-now overgrown with
"'reeds and,is considered a wetland habitat area by the
Coastal Commission.
'Mr. Wolter then introduced.Mr.,Craig Everts of Moffatt &
Nichol'Engineers., :Mr: Everts described their five ob-
jectives and the results'of their diving surveys. He
specifi.cal'ly' pointed but,that the result is a net dynamic
equal 'ibri.uro in that sand is not moving out of'the Little
Corona area': •He -explained °hove the' amount of sand coming
out of Buck Gully equals the Aount of•sehd lost from
L9'ttle Corona Beach. D,ue to'•tides and storms, during the
winter "the sands move'off shore and in the spring and
summer the:sand comes'badi to steepen it.
Mr.. Everts, discussed, the de'sign'and, objectives of the
-control s•fruc'ture °and the results of,-its construction. The
structure' doe's'not.'have'a, negative impact on 'the beach,
however, there.is'a visual impact which.could be decreased.
He 'also explained that since development, people have been
nurturing'Buck`Gully 'by watering and ferfilizing'which
cause reeds to grow at that location..
-Mr. Everts then referred to, Judge- Robert Gardner's letter
addressed to Mr. Wh,itley',dated August 26 wherein he feels
the -beach',has experienced a 'significant'Ioss of sand
vertically. Mr. Everts explained that from 9978 to 1984
the beach experienced its stormiest years. The result was
that sand "was'taken out to'deeper, water and hasn't had a
chance to return.' In general, if a beach moves back and
forth, so does its profile. Elevation remains the same.
Following.discussion; Mr+.Everts answered the Commission's
questions. He agai,n'rev'iewed'design objectives and their
recommendations and emphasiied'that'the control structure
does not decrease the volume of the sand, but causes it to
end there.

Chair Wolfe thanked Mr. Everts for his presentation and John
'Wolter again addressed the Commission. He•recommended there
be more maintenance at the beach.and that in the winter when
.
there Is more erosion that the City remove the smaller rocks
so that the-water is confined to a smaller area. He also
said there is some'benefit to having the reeds in that they
-serve as a filtering device.
Ron Whitley reported•that although the tidepools,at Little
Corona are -Famous, there has been an expansion at the Main
Beach to encourage people to use thi's area. Commissioner
Brenner expressed concern over the health hazard of the
"nuisance water" although a sign is posted to this effect.
Commissioner Korwiser, reported -he felt the Consultant did an
excellent job. He then moved the Commission accept the five
recommendations as presented for Little Corona Beach.
Seconded•by•Springer. 'Unanimous. Mr. Whitley reported the
Commission "s recommendation wi•11' be transmitted to the City

tant for the Commissioners to visit the subject site as it is

a unique area with regard to the front yard.
,Mr. Whitley explained the variety of encroachments approved
in the area over the years-and that this request -is not in-
consistent with the others. This is the only residence from
Poppy Avenue'to Inspiration•Point under a new set of rules,
'i.e., that the roof line'cannot exceed the height of the curb.
Mr. Jay Evarts, 28161afayette Avenue, who is the architect
for the project,•addressed the Commission. Mr. Evarts ex-
plained the sidewalk as'proposed and noted that, due to the
house being so low,, they will have to put the patio on City
property.,•Mr. Evarts referred.to the site plan and ex-
plained the construction of .the driveway, courtyard, sidewalk
and steps thereto.

Commissioner Konwiser recommended pursuing the idea of the
City building a the Mr.
continuous sidewalk along curb.
Whitley reported he would like to see some kind of public
access from Inspiration Point to Poppy Avenue so people
do not have to walk in the street. He also advised the
Planning Commission wants a sidewalk along the street.

It was then decided that Mr. Whitley would,contact the.Publi
'Works Department in order to pursue Commissioner Konwiser's
suggestion of the•City constructing a sidewalk.
Mr. Whitley suggested approving the plan with the condition
that staff pur•sue•landscaping and extending the public side-
walk into the next property. If this is not possible in
accordance with Public Works and the-property owner, then
the new - sidewalk would'-be eliminated.
Following discussion concerning encroachment permits and
landscaping on - public right of way, the Commission agreed
to approve•use-of the park way but voiced objections to the
landscaping and that the sidewalk is'not continuous.
Mr. Russ - Fluter, Contractor, 510 30th Street, addressed the
Commi5si'on. 'He -feels the house a's 'planned blends in

with the area.

addressed•the Commission. He said he is•trying to protect
the entryway from the public while,-enhancing the entire
area by-landscaping.
.Commissioner Konwiser moved to postpone action on this item
until• the- next meeting; during which time Public Works and/or
Planning are consulted.'to resolve the sidewalk alignment
issue and more detailed landscaping and „irrigation plans are
submitted. 'Seconded by Herberts: Motion passes.

Mark Deven outlined the project's major elements which
include'basic site improvements, landscaping, redesigning

the athletic fields, refurbishing the gymnasium, restrooms
and locker room. Other considerations are a double sand
volleyball court and marked perimeter jogging trail. This
is being•brought to the-Commission for their approval in

concept and authorization to apply for a state grant to
fund the improvements.

Ron Whitley then explained the five year Evergreen Lease
which renews annually each year with the School District :,
The City has the first right of refusal since the site is on
public land. Even if the facility shoul'd return to the
,School District,'all the improvements would continue to be
availabl'e.to the community.
Commissioner de Boom moved to accept the concept of the
improvements to Lincoln-School as,presented. Seconded by
Brenner. •Unanimous.

Mark Deven reported concern,has been-expressed regarding the

City's' "liability for specific program areas. Information

and attachments were provided for the Commission's informa-

tioh. Staff will' contact the City Attorney's office,
Services
Safety and,Insurance Administrator and Advisory Groups for
their . input on liability and, legal, issues. In addition,
the Recreation Subcommittee wi,ll,meet in October and their
report on this.matter will be mailed to the Commissioners
for their review. A complete presentation will be made at
the,Commission's meeting on November 4..

Chair Wolfe reported that in the past the'Parks, Beaches and'
Cities Con
Recreation Chair has attended the League of " California
ference
Cities Conference which he has found very interesting.' Sinc
the conference will be held in Los Angeles this year; all
the Commissioners are invited to attend. -Full participation
is encouraged and Mr. Whitley should be notified by
September 5 as to who will be registering.
Commissioner Springer left the meeting at 9:30 P.M.

Mark Deven reported a videotape of the-Department's programs

Cable. Mr. Deven presented the 7 - "l /2 minute film and in-
formed the Commission that it will'be aired intermittently
on Channel 10.

Ron Whitley-reported that 75 parking spaces were tentatively
approved•by the Coastal Commission staff for West Newport
Park. The'a'rehitect is- preparing an alternative preliminary
plan incorporating'the 75 spaces on site which will be sub-
mitted to the homeowners association for approval. After
their approval the plan will be resubmitted to the Coastal
Commission:

Chair Wolfe reported he received 'a letter from the Orange

Commissioner de Boom .reported the Theatre Arts Center Board
will meet.September 10 and'that "The'Mikado" opens

September 5. Mr. Deven reported painting and general improv

ments have been completed'at the Theatre.
0ommissioner.Konwiser asked that notification -be transmitted
io'the Sign Shop to.start construction and implement the
signage program: He,will.'give the'Park Subcommittee report
'at the next meeting on October 7.
Commissioner Herberts reported the Street Tree Committee met
and made recommendations on 13 requests. -Staff and the
committee reviewed policies and decided that if a tree is
- within 5' of a sewer line and causing problems that staff
can remove-the tree. When the City removes the concrete
and staff feels,thetree'is unsafe, they can also remove it.
The committe6�wil'l continue to meet once a month. Jack
Brooks then answered questions concerning tree problems at
specific sites.
Mark Deven reported the insurance issue at-Oasis has been
resolved. They are waiting for more information on fund
raising'and'Mr'. Deven will keep the 'Commission informed.on
the park.

Commissioner Brenner asked that girls softball be given
Special Recognition and Mark Oeven advised this will be done
at the October 7 meeting.
-VI. SPECIAL, URGENT OR LAST MINUTE ITEMS
Commissioner de,Boom asked the size of the park in the Back
Bay. Ron Whitley replied this is a J.M. Peters development
and the 2 -1/.2 ache park 'has been approved by the County.
Chair Wolfe reported on the status of the Teen Center. The
Irvine Company has approved donating property and a building
subject to the City .passing,,the General Plan Amendment. Mar
Deven reported The Irvine Company has provided a proposal
but•negotiations'have yet to be finalized. Mr. Deven also '
reported the Youth Council has met twice and they are.
planning activities such as a- Harbor Cruise. They are also
electing officers-and advising the City Council on various
issues such as skateboarding.
