PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:03 P.M. Item #2 Roll call was taken. Commissioners Brenner, de Boom, Herberts, Konwiser, Springer, Taft and Wolfe were,present. Commissioner Konwiser was,absent (excused). Item #3 Chair Wolfe recommended that in Item #5, Investigation of Shore Conditions at Little Corona Beach, on Page 3, the following words be deleted in the second sentence: "so that the water is confined to a smaller area." Commissioner de Boom moved the minutes be approved as corrected. Seconde by Herberts. Unanimous. Item #4 The agenda was adopted as presented with the addition of Nomination for Community Service Award and Ocean Boulevard Blufftop. II. COMMISSION SPECIAL RECOGNITION - Girls Softball Program Mr. Mark Deven gave a brief review of the girls softball program and announced that the Newport Beach Lightning Bolts representing Andersen and Harbor View Schools, won the Girls "C" Division (3rd -4th grade) intra -city league. They then participated in the County playoffs which they won and advanced to the Southern California Regional Playoffs. In honor of their outstanding sportsmanship and spirit, Mr. Deven and Commissioner Springer presented each of the team members with the Commission's'Special Recognition Award. Chair Wolfe also congratulated each of the players and said the Commission looks forward to seeing them again next year. ACTION ITEMS Item #5 , Encroachment Request, 3713 Ocean Blvd. Encroachment Request Motion x Chair Wolfe reported this item was continued for action from Seconded x the September 2 meeting in order that the landscaping plan Ayes x x x x x 'x be provided and that the sidewalk location be clarified. Ron Whitley reported the Planning Commission placed a condi- tion on the home development that the public access be directly adjacent to the curb, the result of which the present plan would have to be slightly altered. If the property owner on the southerly side moves the pathway, it would tie into the configuration. Since this is City owned property, it would be done at the City's expense and would be contingent on notifying the property owners who would als have the right of appeal. Mr. Whitley explained the encroachment process which is administered by the Public Works Department. Review by this . Commission occurs when the location is a park -like setting. Mr. Whitley added that the proposed plan would eliminate liability, beautify the area and decrease the City's main- tenance responsibility. Commissioner Springer expressed her concern regarding privat owners using public property. After Mr. Whitley answered questions regarding plant material and trimming enforcement, Commissioner Taft moved the encroachment request for 3713 Ocean Blvd. be approved. Seconded by Herberts. Unanimous. Item #6 - Review Proposed Development Adjacent to Theatre Review Pro- posed Arts Center Development Motion x Ron Whitley passed out a report and revised set of plans to Seconded x replace those in the Commission's agenda packet. Mr. Whitle Ayes x x x x x x explained that since this site is adjacent to a public facility and in an area used for passive recreation, the Planning Commission has requested this Commission's review and a report on the proposed development. Mr. Whitley pointed out the Theatre has a potential noise problem due to the activity in the building and intermission . during performances, however, in the past there have been-no complaints. Another potential problem exists concerning automobile traffic. The Theatre seats 90 and there are only 30 parking spaces which result in car overflow into the neighboring streets. These two concerns, i.e., potential noise and traffic /parking problems, should be made known to prospective buyers. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 3 City Council Chambers 7 p.m. INDEX r.. _ _ L_ , Mr. Brion Jeannette, 470 Old Newport Blvd., who is the architect on the project, addressed the Commission. Mr. Jeannette referred to the plan and presented a frame of pictures. He explained the view impacts which will be minimal. He met with the homeowners whose views would be affected'.and they agreed as to height limit, grading, etc. He will be working with the developer so that everyone's view is protected and the public area maximized. Mr. Jeannette then answered questions on site analysis, land- scaping, etc. Mr. Whitley explained that the existing trees scheduled for removal have been on the Department's list for a long time and that they should not have been planted originally. Commissioner de Boom said she felt the parking lot needs to be lit which should also be brought to the attention of the homeowners and any prospective buyer. • Mr. James Slack, President of the:Board of Directors of the Theatre Arts Center, addressed the Commission. He invited any questions and reported that their main concern is that the owners adjacent to the Theatre be put on notice as to the nature and activity that takes place in the building. He referred to not only the normal Theatre use but also the Board meetings, fund raising activities and box office hours. Mr. Slack reported the Board requests this Commission recommend to the Planning Commission that notice be given to prospective buyers that they want to work with everyone purchasing property. Mr. Slack further stated that they are not concerned with noise•problems as much as parking problem that occur when there are performances. Commissioner de Boom suggested new owners be made aware of this although there have been no complaints. Mr. Whitley suggested such a condition could be included as a disclosure in the sales agreement. In addition, notifica- tion should•be made to the.Planning Commission that the view situation does not have a significant impact on the use of the facility. Commissioner de Boom motioned to approve the concept•of the project and to notify prospective buyers of the possibility of the parking, lighting and noise elements that could be • caused by the Theatre Arts Center. Seconded by Brenner.. Unanimous. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX Item #7 - Special Interest Seminars and Professional Special Interest Services Seminars and Motion x Mr..Mark Deven reported the Recreation Subcommittee met re- Professional Seconde x garding the City's, immunity from liability due to the mis- Services Ayes x x x x x x use of City property and staff wrote a report based on input from legal counsel. The City Attorney informed staff •that the City, as an agency, is immune from misrepresenta- tion more than individuals. The Independent Contractors hold•the City harmless and indemnify the City. They -are liable; the City is not. Concerning advertisements, a draft must be approved by the Department prior to their distribution. In addition, all new classes will be reviewed both by the Recreation Sub- committee and the Commission. Mr.'Deven further reported that Oasis wants their services retained at any cost and that there is no City liability. • An Indemnity and Hold Harmless Agreement will be developed for volunteer professional services, i.e., doctors, etc. Mr. Deven then reviewed the Recreation Subcommittee's six recommendations and noted that staff welcomes direction by the subcommittee. Chair Wolfe ,stated that not only should the City and its employees be protected, but that the City's citizens should also be protected. Mr. Deven reported proof of insurance is usually $1,000,000 in general liability which the part -time instructors cannot afford, however, the Department does not want to inhibit services by prohibitive insurance requirements. The sailing-program, which is in a high risk category, is on a contract basis and does have the $1,000,000 liability insurance. Discussion ensued and Mr. Deven noted that new programs will be brought to the Commission for their review at the November 4 meeting. Commissioner Taft moved to adopt the recommendations as presented. Seconded by Springer. Unanimous. • CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX C- k _ Item #8 - Tree Removal Request, 2900 Catalpa Street Tree Removal Motion x Chair Wolfe reviewed the subject request and noted that the Request Seconded x Street Tree Subcommittee voted to retain the tree. The Ayes x x x x x homeowner is now asking the Commission to reconsider this Abstain s deci'si'on. Jack Brooks reported that, although the tree is close to the sewer line -, it does not appear to have done any damage. Commissioner Herberts presented pictures of the tree and said that since the tree is nicely trimmed, is 4+ feet from the sewer line and not causing sidewalk damage, the sub- committee determined that the tree be retained. Commissioner Herberts moved the tree at 2900 Catalpa be retained. Seconded by Taft. Motion passes. Communication will be transmitted to the homeowner regarding the C'ommission's decision and advising that this can be • appealed to the City Council. Item #9 - Public Skateboard Facility Public Skateboard Motion x Ron Whitley briefly reviewed the reasons for a possible Facility Seconded x skateboard facility which Council has asked this Commission Ayes x a x x x x to review. Mr. Whitley also explained that other cities have tried this, however, it is almost impossible to control and the insurance liability is prohibitive. Mark Deven reported the City Ordinance prohibits skate- boarding on certain designated grades and that Councilwoman Hart has suggested the City study the establishment of a modest skateboard facility. Staff has conducted a study of this proposal and has concluded the 1'iability insurance situation prohibits such a facility. Commissioner -de Boom motioned to accept staff's recommenda- tion to discontinue further investigation regarding a skateboard facility-in Newport Beach. Seconded by Springer. Unanimous. Item #10 - Request for City Removal of Parkway Trees Request for City Removal Motion x Ron Whitley summarized the subject request and pointed out of Parkway Seco ded x that if tree removal benefits the property owner, the Trees Ay1 x x x x property owner pays for the cost. Mr. Fullmer is asking Nay x the City to pay for the authorized removal which would be $200 each for a total of $400. The Street Tree Subcommittee had approved the removal of the two trees causing problems. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Mr. Forrest Fullmer, 2801 Clay Street, addressed the Commission. He had written a letter in June requesting the two Ficus Nitida be removed due to their figlet droppings and roots which are causing probl'ems to his landscaping. Mr. Fullmer stated that if these trees are removed, he would replace them at his own expense. He added that his neighbors are in agreement with his tree removal request. Chair Wolfe announced he would not be adverse to the City paying for the removal providing Mr. Fullmer pays for two replacement trees which are acceptable to the City. Commissioner Herberts reviewed the Street Tree Policy and noted that the subcommittee recommended removal of the trees and affirmed the neighbors also agreed with the re- moval. Commissioner Springer voiced her concern over setting a precedent wherein the City'pays. for tree removals. • Following a brief discussion and questions which were answered by Jack Brooks, Commissioner Brenner motioned the Commission approve the requested tree removals under the City's replacement policy. Commissioner Herberts amended the motion to. include "if the trees' are removed at the owner's expense." Seconded by Springer. Motion passes. IV. PUBLIC COMMENTS Mr. T. H. Orlando, 15 Balboa Coves, addressed the Commission and thanked them for their time and effort spent on West Newport Park. Mr. Orlando then referred to West Channel Park which'he feels is too dirty'and under util'ized. He asked that the park be revitalized by cleaning the beach up, adding sand where the beach is'dirty and building a retaining wall. He also suggested providing a unisex rest - room, one-half basketball court and refurbishing the picnic tables and play equipment. Ron Whitley reported that the size of a park dictates the activity at the site, therefore, this 2 acre park is not highly programmed. The equipment rusts easily at this location due to its close proximity to the beach, however, new equipment and refurbishment can be provided through the Capital Improvement Project program. • r- I L CITY OF NEWPORT BEACH Parks, Beaches & Recreation Commission Page 7 City Council Chambers 7 p.m. INDEX Mr. Steve Prince, Vice President of the Newport Island Association, addressed the Commission. He said the City has been good about maintaining Newport Island Park, however, there are certain improvements they would like implemented such as repairing the cracked pavement.and general refurbishment. Chair Wolfe thanked Mr. Prince for appearing before the Commission and asked him to write a letter listing exactly what they would like done. Chair Wblfe then explained the Capital Improvement process and noted that funds would be available next July. V. DISCUSSION ITEMS Item #11 - Beacon Bay Community Association Beacon Bay Community Ron Whitley referred to a letter from the Beacon Bay Associatio Community Association and reported the Association wants the Eucalyptus Trees along Harbor Island Road removed or trimmed. They also want the Carob Trees in the same area pruned. In accordance with policy, the City will maintain the parkway trees and trim'the Carob Trees in coordination with the-Association's efforts to improve the aesthetics of Beacon Bay. Item #l2 - Recreation Program Schedule Recreation Program Mark Deven referred to the report, Program Scheduling Schedule Concerns: Working Parents, included in the agenda packet. He explained that consumer preference is the Department's main concern, however, sub - issues do occur which impact consumer preference, such as facility and instructor availability. Following questions and discussion on weekend /evening classes and School District permits, Chair Wolfe thanked Mr. Deven for his report. Item #13 - Status of Capital Projects 'Mark Deven reported the Community Youth Center plans are being reviewed and plan check is scheduled for October 24. Ron Whitley reported the architects, Eichenberger, Fennell & Associates, are making plan corrections on Bonita Creek Park. The Public Works Department will soon be opening bids for 38th Street Park. INDEX VJIX Item #14 - Commission Subcommittees and Liaison Reports 'Commission Subcommittees Commissioner Springer reported the liability insurance for and Liaison Oasis will remain the same for next year. The 2,981 paid Reports members will have someone handle the office duties since the volunteers are not working out. There will be an Advisory Committee party from 4 -6 P.M. on October 10. Commissioner Springer also informed the Commission she has the August 31 balance sheet and the Board meeting minutes should anyone want to see them. Ron Whitley reported the sign program is coming along. slowly. The work request was submitted to General Services two months ago and transmitted back to this Department with the suggestion that the signs be done by an independent contractor. The request was returned to General Services and Mr. Whitley will follow up on the matter since funds are available in the Park Improvement Fund. Chair Wolfe reported this Commission will be reviewing the bicycle trail on Oceanfront and will then recommend one of the three alternatives. Item #15 - Recreation Division Recreation Division After Mark Deven answered questions on the Recreation Division report, Commissioner de Boom suggested the Cheer - leading Gymnastics class be offered on each side of the Bay. She also asked that fliers be distributed at the middle schools. In addition, Commissioner de Boom reported that she has had complaints concerning the restrooms at the Pier. Ron Whitley advised that the General Services Department maintains these and a decision will be made as to whether they will be conventional or unisex restrooms. An update, will be provided at the next Commission meeting. Item #16 - Park and Street Tree Division Park and Street Tree Jack Brooks reported landscaping has been completed at the Division Police Department. Mr. Brooks also answered questions re- garding replanting costs, etc. Commissioner Herberts commended Mr. Brooks on the beautiful trees along Washington Street. VI. SPECIAL, URGENT OR LAST MINUTE ITEMS Item #17 - Nomination for Community Service Award Nomination for Mark Deven reported that the Newport Beach Aquatics program Community has had,a tremendous growth over the past year under Mr. Service Irwin Gellman's direction. Since Mr. Gellman has donated Award CITY OF NEWPORT BEACH arks, Beaches & .Recreation Commission Page 9 City Council Chambers 7 p.m. 'INDEX many hours of-his time and effort to the group's success, the Commission determined he be honored with a Community Service Award at their next meeting-on November 4, 1986 Item #18 - Ocean Boulevard Blufftop Ocean Blvd. Blufftop Ron Whitley passed out a letter from Mr. Tom Peckenpaugh, 3620 Ocean Blvd., which addresses his concern over the blufftops along Ocean Blvd. Mr. Whitley reported that this area is the most heavily used from a traffic standpoint and that liability and safety problems exist which will be corrected without inhibiting views. Following a brief discussion, Mr. Whitley recommended the Commission tour the area and that a detailed report then be submitted for the Capital- Improvement-process. The tour was then scheduled for October 28 at 4:00 P.M. VII. ADJOURNMENT • There being no further business, the Parks, Beaches and Recreation Commission adjourned at 9:55 P.M. ✓Um�' �L -eiti� Db'ttie Flohr, Secretary • • • Item No. 5 CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department DATE: October 29, 1986 TO: Parks, Beaches and Recreation Commission FROM: Parks, Beaches and Recreation Director SUBJECT: Capital Improvement Proposals FY 1987 -88 The procedures for including proposed projects in the next budget can be timeframed as: November - Solicit input from staff, Commission, Homeowner Groups, interested residents, etc. December - Compilation of list to be reviewed by Commission. January - Approval and prioritization by Commission for budget preparation purposes. The Commi -ssion has reviewed or received requests in the past month, i.e., Channel Place Park, Newport Island Park, Inspiration Point, that will be included in this process. It is helpful if all Commissioners will assess their neighborhood or special interest areas to be included in these con- siderations. If there are any questions, please call. CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department is INSPIRATION POINT,--OCEAN BLVD. BLUFFTOP PROPOSED IMPROVEMENTS After review by staff, local homeowners and the Commission, the following is proposed to be accomplished to improve the subject area: 1. South Slope to Inspiration Point Work to be done by staff with materials coming from the Park Facility Improvement Fund. Walkway to have sloped addition with low railroad tie retainer to provide pedestrian safety. Slope to be pl'anted with appropriate low angle material to provide coverage 'and beautification. 2. Entrance to Lower Inspiration Point Access entrance of concrete and railroad ties to be done by Park crews. Shrub planting of area between access stairs and driveway, to Inspiration Point. 3. Pathways on Ocean Blvd. • All asphalt to be removed and replaced with concrete. Where appropriate low angle railroad tie retainer will be installed. $12,000 is available to initiate this objective from the Public Works Sidewalk Replacement Fund. A cost estimate will be prepared to determine the total cost of thi -s re- placement program. 4. Inspiration Point A cost estimate will be solicited to upgrade all paths, benches and retainers in this area. $70,000 has been appropriated to repair the lower path and slope leading to the main beach area. Public Works has indicated this job may take a year to complete. The proposed work will improve the hardscape in the area to allow a more intensive maintenance and enforcement program to occur. Specifically, the following opera- tional procedures will be adopted: 1. Dog leash and animal pick up signs will be appropriately placed with an increased enforcement program deployed. 2. A'comprehensive -inspection program of height and clearance in approved encroachments to insure views are retained. 3. An increased litter pick up program. 11 • e Item No. 7 October 13, 1986 CITY COUNCIL AGENDA ITEM NO. F -3(e) TO: CITY COUNCIL FROM: Public Works Department SUBJECT: BEACH RESTROOM REPLACEMENT PROGRAM RECOMMENDATIONS: 1. Approve a design services agreement with Boyle Engineering Corporation for new public restroom at Newport Pier and at Fifteenth Street for a fixed fee of $31,700.00. 2. Authorize the Mayor and City Clerk to execute the agreement. DISCUSSION: The 1986 -87 budget contains $615,360 (including carryover of $225,860 from previous years). Top priority is given to replacing restrooms at the Newport Pier and at Fifteenth Street; and to refurbishing the existing restroom at Washington Street. Other locations lower on the priority list include Orange Street, 56th Street and Buck Gully. • On August 25, 1986, the City Council directed the staff to proceed with the hiring of an architect for the redesign of the Fifteenth Street restroom and the design of the Newport Pier restroom. A proposal has been received from Boyle Engineering Corporation to design restrooms at Newport Pier and at Fifteenth Street for a fee of $31,700 and per the following tentative budgets and schedule. BUDGET Construction (two buildings) $ 360,000.00 Fees $ 31,700.00 SCHEDULE 1. Completion of Cannery Village/ November 1, 1986 McFadden'Square Specific Area Conceptual Planning 2. Design of restroom facilities December 1, 1986 3. The Newport Pier restroom will be a conventional restroom having 25% more total floor space than the existing facility, with the increased area being used to increase the size of the women's side. Scheduling is dependent upon Cannery Village /McFadden Square Specific Area conceptual planning. The architect intends to complete the construction • documents at the earliest time. Nolan Public Works Director KLP:jw Item No. 9 CITY OF NEWPORT BEACH • Parks, Beaches and Recreation Department DATE: November 4, 1986 TO: Parks, Beaches and Recreation Commission 'FROM: Parks, Beaches and Recreation Director SUBJECT: STATUS OF CAPITAL PROJECTS Bonita Creek Park Plan check by all Departments has been completed. Consultants are now making corrections with a bid package proposed for December. Community Youth Center Construction documents scheduled to be submitted August 31. Bid package to be completed by end of September. Construction to begin in early January with a construction period of six months. Park Facility Improvement Fund • An on going source for a variety of projects.- West Newport Park Plan has been resubmitted to Coastal Commission for consideration at their December meeting. 38th Street Park Park reconstruction to be done in conjunction with the Balboa Blvd. road widening project. Park will be part of the overall general contract. Cliff Drive Park Bid package prepared and wi•l.1 authorize for bids next Council meeting. Irvine Terrace Park Basically completed except for the planting of slope areas. Ronald A. Whitley Item No. 11 • PARK AND STREET TREE DIVISION OCTOBER, 1986 PROGRESS REPORT Our Park Crews performed the following tasks in addition to normal maintenance during the month of October: Relandscaped front of Police Department. Built retaining railroad tie wall around statue at Irvine Terrace Park. Planted Palms at State Beach. Planted trees in containers at Washington Street. Graded at Irvine Terrace Park. Installed irrigation at Irvine Terrace Park. Our Street Tree Division performed the following: Trimmed 624 trees. Planted 10 trees. Removed 6 trees. Root pruned 13 trees. Completed 7 Work Requests. Area being trimmed this month is Westcliff. • Item No. 12 RECREATION DIVISION • OCTOBER, 1986 PROGRESS REPORT Special Interest Activities Fall activities are continuing at a very fast pace. Over 400 participants are currently enrolled in the tennis program, and most gymnastics, aerobic fitness and specialty classes are experiencing high enrollment. Among the new activities this fall, the Department is offering "Extra Time Classes" in cooperation with Newport Heights Elementary, School and the Parent - Faculty Organization, Over 60 students are enrolled in programs ranging from Computers to Math and Science taught by school faculty and City instructors. Should the program continue successfully at Newport Heights, the Department may expand to other elementary schools. Youth Activities October was a busy month for youth activities. F1'ag Football, Halloween, competitive aquatics and recreation activities at the Community Youth Center rounded out the schedule. Over 100 youth Flag Football players compete on Thursday nights at Grant Howald Park in two age divisions, 3rd -4th grades and 5th -6th grades. In cooperation with Via Lido Village, the Department provided a Halloween activity at Via Lido featuring trick or treating and costumes on October 31. The competitive aquatics program continued its fall schedule and also held'its annual recognition banquet. • After- school programming is continuing at the Community Youth Center and program schedules will be available for holiday activities. Sports and Aquatics Play is continuing in adult softball and basketball leagues. The fall instructional swim program concluded at Newport Harbor High School on October 25. Sailing classes will be entering their second session in two more weeks and will conclude December 14. Seniors Oasis Center experienced a very busy schedule on a number of fronts. In cooperation with the - Friends of Oasis, hours for the game room have been expanded to the weekends allowing participants to conduct weekend tournaments and free play. At the General Membership meeting of October 3, Oasis was the scene for a candidates forum for all 12 candidates running for City Council seats.. The Friends also hosted an Advisory Committee meeting on October 10 featuring County Supervisor Thomas F. Riley as the keynote speaker. Also attending were City Councilwoman Evelyn Hart and Parks, Beaches and Recreation Commission Chairman Sterling Wolfe, Jr., and Commissioners A.Z. Taft, Diana Springer and`Virginia Herberts. Oasis activities were capped by the Halloween Party on October 25 and Barbershop Quartet,on October 19. For instance, the trees and shrubbery at 3709 Ocean Blvd. are terribly overgorwn. Not only are they unsightly and block the ocean view but walking on the path is very dangerous because of the over- growth. It was our understanding that the residents were to maintain a specific height standard but I feel it has been greatly neglected not only by the residents but the Parks, Beaches and Recreation Department. • The entire walking path along Ocean Blvd. needs a bit of sprucing up. As a regular maintance of weeding and triming the pathway would greatly enhance our City of Newport Beach's beauty. We all take pride in our yards and gardens in Corona del Mar and would appreciate it if the City of Newport Beach would take pride in their own public walkways and parks -as well. My husband and I are out of town this week otherwise we would be at the Parks, Beaches and Recreation Commission meeting on November 4:, 1986. The report was prepared by the civil engi- neering firm of Austin -Foust Associates of Santa Ana. A Bicycle Trails Ad Hoc Subcommittee, composed of representatives from the BTCAC and the homeowner asso- ciations on the peninsula worked with the consultant and their comments and comments from Mr. Bill Ficker have been attached to the study. The BTCAC is pleased with the study and makes the following recommen- dation: Approve the Ocean Front Boardwalk Feasibility Study with the following additions: 1. Incorporate a speed study and establish speed limits for the proj- ect. 2. As stated in the study, all new improvements should avoid existing improvements, landscaping and sand dunes where possible. 3. Provide bike parking facilities and a means of incorporating them as access from street ends to the proposed bike trail whenever possible. 4. Use Alternate 3 (separated trail) for segment I (36th Street to 24th Street). 5. Make every effort to coordinate Ocean Front boardwalk wi'th� the MacFadden Square Specific Area Plan. 6. Make every effort to coordinate with the Ocean Front homeowners and associations who may wish to participate in the project finan- cially for landscaping and design modifications. Ray Melissa Chairman, Bicycle Trails Citizens' Advisory Committee 0 SUMMARY OF COMMENTS FRONT BIKE TRAIL AD HOC SUBCOMMITTEE Meeting of September 23, 1986 A meeting of the Ocean Front Ad Hoc Subcommittee was held at the Newport Beach City Hall Fire Department facilities. A number of comments were offered -by mem- bers of the Subcommittee regarding the feasibility report prepared by Austin -Foust Associates_ and about a potential project to improve the existing ocean front facility. They are summarized as follows: COMMENTS: 1. The business owners along the ocean front near the Balboa Pier would like to see the bicycle traffic diverted from the boardwalk out into the parking lot, if possible. Dona Colombero, Balboa Improvement Association 2. The Balboa Peninsula Point Association would like, to see the bikes removed from the ocean front east of the Balboa Pier. If bikes are to remain., they would prefer a double trail system which is not a ribbon of concrete a long way out in the sand like the trail in Playa del Ray. • Dona Colombero, Balboa Peninsula Point Association 3. There should be provisions for ample bicycle parking all along the pro- posed project. The report should address the questions of pedestrian cross traffic and ways of controlling bike speed. 5. The proposed project should preserve the existing pedestrian walks out toward the ocean and should add bicycle parking at the ends. This will provide some security for cyclists who use the beach and will help keep large number of bikes from being locked to the lighting standards or near the ocean front residents' fences. A great deal of thought and planning has gone into a.pr'oposed meandering parallel walk and bicycle path as recommended by Bill Ficker and the Central Newport Beach Community Association. The 15th Street School is in favor of the proposed trail alignment around the playground area as it is proposed. Some consideration during the design stage should be given to a method of preventing bike traffic from using the existing trail between the school facilities and the playground. A single widened trail section is not effective in isolating, bicycle traffic from pedestrian traffic. The following comments are not intended to cover every aspect of the report, but to provide some input# particularly, from a community planning standpointr and hopefullyr will be helpful in committing the residents of the Ocean Front and the community to a mutually beneficial improvement of the "boardwalk "'. 1.1 I was pleased to see that the Ocean Front boardwalk is primarily used by residents of Newport Beach. I believe a lot of us feel that is the main purpose of the boardwalk, and that it should be encouraged for a more casual riding. It is also obvious from Page 7 of the report and from our observations that the bicycle traffic is not a "commuter" type of traffic, and virtually no "professional" cyclists use the path. I think this brings up an important subject in analyzing our final criteria, because this.report only seems to be concerned with "peak" usage. Probably, 300 days out of the year the sidewalk is virtually empty and we should consider whether we wish to design the sidewalk for those particular "peak" Sundays: Normallyr roads in local areas are not designed for peak crowds, such as football games, etc. We merely put up-with some inconvenience and slow our speeder etc* during these peak Saturday or Sunday traffic times. You will recall at an earlier meeting almost a year • agor there was a comment made that the speed must be 20 miles an hour for bicycles. I would strongly suggest that some other speed be considered, design or limitations put on the path that would restrict this speed. That is certainly one way of making the walk safer and smaller. • September 23, 1986 Ocean Front Boardwalk Page Two 2. I hope we don't compare our Ocean E`ront walk with the "strand" at Manhattan Beach or Hermosa Beach. I would not like to see us get into the syndrome of saying, "What is good enough for them, is good enough for us". These are very ugly walks and, bicycle trails. 3. There is one area I think that has been overlooked in the report and we should consider strongly in the design. On weekends when our very heaviest bicycle traffic occurs, there is also extremely heavy pedestrian traffic at street ends and from houses, etc. across the boardwalk. The point is that consideration must be given to everyone, and perhaps, in our earlier meetings and in the report, there seems to be only total consideration given to bicycle traffic. 4. With regard to "Bicycle Trail Standards ", I believe a 10 foot wide or even 8 foot minimum would be adequate and would easily fulfill the requirements. I believe • the original intent of 2 foot shoulders was, in fact, to have a 2 foot clear area, so if you went off of the bicycle trail you would not plow into boulders, concrete buttresses, plants, etc. If you keep considering that 2 foot shoulders are required, there is no limit to the width that will finally occur. In an emergency maneuver,I see people go off into the sand and there doesn't seem to be a problem. I am sure they would go off of the 2 foot shoulder into the sand just as well. I see no requirement in any information I have that says that shoulder must support a bicycle... I also find no justification for the quantitative identity of high volume and a 14 foot width as a minimum. High volume should have something to do with 365 days of the year use, not with an occasional event like a hot Sunday 25 times a year. 5. With regard to the "accident" investigation, I think the occurrence of accidents further supports a trail closer in dimension to that proposed by the Central Newport Beach Community Association. 6. Improvement Alternatives. • I hope we can reach a reasonable conclusion that Will improve both the functional capabilities of the boardwalk for pedestrians and bicycles, and the aesthetic qualities of the Ocean Front as well. 14 • September 23, 1986 Ocean Front Boardwalk Page Three 7. Page 15. Peak vs. Off -Peak Design Option, I think is a very valid consideration. S. Page 16. I think there is a gross error made and there'should be a fourth alternative added to the report. A great deal of thought and planning has gone into the proposed meandering parallel walk and bicycle path recommended by the Central Newport Beach Community Association. I don't believe this should be ignored in an evaluation. 9. Design Standards. Here again, I think there is an opportunity to discuss and analyze these. There are, I believe, opportunities to provide a safe yet reasonable dimensioned walk and . bicycle trail. 10. Recommended Alignments. I would agree that the alignment should not go under the piers and that Ocean Front sand should not be used for bicycle trails, such as near the Newport Pier and areas where the beach is narrow. If these were. "commuter" type trails, then perhaps, in order to avoid interference, that might be a more reasonable alignment. However, I think keeping the bicycle trails close to the users, that is the homes and businesses in Balboa, is valid. People will still want.to use the walks in front of the Balboa Inn# etc. for casual bicycling. I would feel that, perhaps, we are too concerned about the bicycle path in front of the grammar school. I am as much concerned as anyone about the safety of the children crossing the sidewalk at any place along the Peninsula. However► at the highest time of use, the school is locked Saturdays and Sundays and I believe it is fair to say that there is virtually no bicycle on the Ocean Front sidewalk during school hours, perhaps, a few older residents who are bicycling slowly and probably quite carefully. Maybe during school hours or • recess there could even be some type of control, or we could have strong posting and slowing of bicycles in that area, special signing marks on the sidewalk, etc. 9 September 23, 1986 Ocean Front Boardwalk Page Four 10. Conclusion. I hope the above remarks with the very good report prepared for us will help us to reach a reasonable conclusion, and I would also strongly recommend that there are many considerations, such as aesthetics that need not compromise a reasonable design for efficient and safe pedestrian and bicycle use. Every location has special needs, and good planning will provide some compromise for everyone and some opportunities for everyone. 'Problems arise in a community when any segment of the community is ignored or considered superfluous to a decision. Planning must include all of the users, including those who live on the Ocean Front and those whom are physically and visually impacted by the sidewalk and those that merely come to the beach for the day, park at the street end . and cross the bicycle trail. I have attached a copy of the proposed alternative suggested by the Central Newport Beach Community Association and which has received almost unanimous support by the residents. This should not be ignored in our deliberations. It is not considered a "final" plan, but does take into some consideration details and opportunities of planning.
