-was called to order at 7:00 P.M.

Roll call was taken. Commissioners Brenner, Herberts,
Konwiser, Springer, Taft and Wolfe were present. Commissioner
de Boom was absent.

Commissioner Brenner recommended that under Item #10,
Commission Subcommittee Reports, Page 5, the Art in Public
Places report include the following sentence: "The
Commission reiterated that when they approved the concept
of the project, it was with the understanding that other
monies would be used."
Chair Wolfe recommended that Item #14, Basketball Court
-at West Newport Park, Page 7, second paragraph, the first
sentence be changed to read ...... in the Daily Pilot and a
brief synopsis of the Commission's responsibilities be
included in the City water bills.
Commissioner Konwiser moved the minutes of the April 7, 198
meeting be approved as corrected. Seconded by-Herberts.
Unanimous.

trees located at 821 Bellis Street and pointed out that
this matter was reviewed by the Street Tree Committee of
this Commission. The request was denied and, by policy,
the requesting-party can appeal the decision to this
Commission and then to the City Council. 'Mr. and Mrs. Cron d,
the requesting parties, are,present to appeal their request
and answer any questions.
Barbara Crone, 821 BeTlis Street, addressed the Commission.
Mrs. Crone referred to the two liquid amber trees in the
parkway in front of their home causing problems. She
stated they,are causing the sidewalk and yard td•raise up
and the roots are intruding into their garden. Their drive-
way is also cracking and there are sewer /drainage problems.
,Mr. Charles Crone, 821 Bell,is Street, addressed the
Commission and explained their drainage problem. He also
expressed their concern over the safety and liability
hazards caused'by the s'i'dewalk elevation.

-Chair Wolfe then asked each Commission member if he /she

had visited the site and; if .so, asked'for their opinion.
Commissioners Herberts., Brenner, Konwiser, Taft and
Chair Wolfe' all -noted they had visited the site.
Commissioner Herberts, Chair of the Street Tree Committee,
reported the committee inspected th'e-area and that she
herself visited the site three different times in an effort
to-be-fair and objective. She agreed with Street Tree
Supervisor, Robert Bailey; that the damage was minimal
end-the raising of 'the sidewalk was -less then 2" and had
been satisfactorily repaired. The trees'are healthy and
well placed.and it was agreed••they•be retained in accord -
ance-with Council Policy I -9.
Commissioner Konwiser indicated that the damage looked
,
-routine and it has not reached the seriousness other areas
have. Also, considering their landscape value, Commissione
Konwiser felt the trees ,should be retained and an effort
made to - minimize the problems. He-commented that the rose
gardens were 20 -30' away from the tree.
Commissioner Taft, who also saw the trees, concurred with
Commissioner Konwiser and said that the trees were very
beautiful and he felt there was no need'to take them out.

Commissioner Brenner said she visited the site and was
surprised they would want-to take-the trees out because,
in her opinion, they are the most beautiful trees in that
particular area-of the neighborhood. She said she would

vote against the request because there are so many more
trees within -the City that are causing much more severe
damage.
Following a brief discussion, Commissioner Konwiser moved
the two parkway trees at 821 Bellis Street remain in place.
If there are any problems in the Ci -ty parkway area,
efforts should be made by the City to correct them. Second

Jack Brooks reported he will request General Services
Department to repair the sidewalk and correct the drainage
problem.
Chair Wolfe thanked Mr. and Mrs. Crone for attending. the
meeting and asked Mr.,Crone what he thought of the
trees. He replied'he thought they were beautiful trees
and would hate,to see them come out.

During discussion Commissioner Konwiser stated he favors
saving the trees located at the corner of Lindo• and Bay
Front, but not placing them on the list of Preservation
of Special Trees since they do not qualify for special
designation.

Commissioner Brenner asked Mr. Whitley if the trees
would be as protected by this substitute motion as they
would be by inclusion in Council Policy I -9. Mr. Whitley
assured that they would be.

Discussion ensued and Chair-Wolfe strongly recommended a tim
period for removal of-thd sign be-included'in the list of
conditions.
Commissioner Brenner motioned to approve the recommendation
for installation of the sign as presented.subject to the
-condition that-the time limit for the sign removal be one
year-or within one month after the last-unit is sold, which-
ever-comes first. Seconded by Springer. Unanimous.

Subcommittee.
Commissioner Brenner, Chair of--the-Recreation Programs
Subcommittee, pointed outmost of the classes are offered on
-the west side of the�Bay since there is a lack of facilities
in Corona del Mar. She suggested pursuing-us age of Oasis
classrooms in order to offer more youth activities in the
Corona del Mar area.
Mark Deven advised he will pursue the use of specific rooms
at Oasis when they are not being used by seniors and will
inform the Commission of the results. "Mr. Deven also re-
ported that swimming will be offered this summer at Corona
del Mar High School.
Commissioner Springer moved to accept the summer seasonal
program as submitted. Seconded by-Brenner. Unanimous.
Item #9 - Liability Insurance Requirements

Mark Deven reported the liability insurance-recommendations
Requirement
as presented were the result of .an-in -depth review. The
subcommittee established policies and procedures in order
to standardize the-process for determining insurance require-
ments. Each ectivi'ty ,was reviewed by-the subcommittee as to
risk exposure and appropriate -liability -insurance. Mark
Deven will report at the June 2'Commission meeting the results
of his discussion with the Safety and Insurance Administrator
regarding specific liability insurance requirements for

groups and organizations which continually utilize facilitie
or sponsor special events.

many players go after their games. Mr. Patterson has pro-
posed supplying his restaurant letterhead for printing the
sports standings. In addition, Mr. Patterson has offered
to donate $500 towards offsetting the cost of awards.
Mr. Dave Patterson, owner of Sgt. Pepperoni's Pizza Restaur-
ant, addressed the Commission to answer their questions.
During discussion Chair Wolfe pointed out he objects to the
phrase referring to beer on the stationery.
-Commissioner Konwiser motioned to approve the request by
Dave Patterson provided the wording, "Cheap Pitchers for
Teams in Uniforms," be-deleted on the stationery. Seconded

III. PUBLIC COMMENTS
Gail Demmer, 2812 Cliff Drive, addressed the Commission on
behalf of the Newport Heights Community Association. She
passed out copies of a tract map.showing the location of
Lot 919 which is in the middle of Cliff Drive Park and
presently for sale.
Mrs. Demmer is requesting the City consider purchasing this
property which would then connect the entire area. She also
added that property is at a premfum in Newport Beach and
this area is filled with mature trees.
Chair Wolfe advised Mrs. Demmer that the Parks, Beaches and
Recreation budget has already been approved by the City
Manager and prioritized, and that this Commission emphasized
•upgrading the older parks this fiscal year.
Ron Whitley advised the Commission could transmit to Council
that they are considering the issue and will- make a recom-
mendation to add it to the budget.
Commissioner Brenner expressed concern over approving things
in concept until more details are provided. She also noted
that roads, traffic problems, etc., could be-worthy of more
-,consideration than enlarging parks at this time.

Item #11 - Commission Subcommittee Reports
Commissioner Taft, Chair of the Oceanfront and Beach
Committee, reported they did not meet this month. He also
reported the Commission's recommendation on the proposed
bicycle trail was not approved by the City Council. Since
the response was overwhelming in opposition to a separate
trail, Council voted to repair the existing boardwalk.
Commissioner Taft also reported Little Corona looks much
better, however, there is still more work to be done.
Commissioner Konwiser, Chair of the Park Maintenance Committ
reported Bill Singer from Little League, Taylor Grant rbp-
resenting soccer, the School District, Mark Deven and himsel
met. The meeting was successful and they made a check list
for keeping the parks -safe and suitable for sports.
Commissioner Taft, Chair of the Ad Hoc Committee on the
Arches Coast Highway Interchange, reported there was no
meeting this month. He informed the Commission that all
the ramps will have to be re- configured.

Commissioner Springer, Liaison to Oasis, reported the Endow-
ment Committee was formed. The Pancake Breakfast will be
May 9 and the Hawaiian Fiesta will be May 21. Commissioner
Springer also has the balance sheet and participant figures
for the Commission's information.
Item #12 Letter From Newport Theatre Arts Center
Ron Whitley reported the letter in the Commission's packet
was for their information.
Item #13 - Status of Capital Projects
Mark Deven reported plan corrections for the Community
Youth Center have been re- submitted to the Building Depart-
ment. Documents for public bidding are being processed now.
Item #14 - Annual Superstars Event
Ron Whitley reported that the report on Irrelevant Week is
for the Commission's information. This Department has

always been involved with the Superstars, which is a fun
event and uses many volunteers.

Item #19 - Synopsis for Water Bill

Chair Wolfe asked for an• update on the Commission's request

to provide a synopsis on their responsibilities in the City'
water bill. Mark Deven'reported the information has been
drafted and typesetting 'is underway. Mr. Deven will send
a draft to Chair Wolfe when it is completed.
Chair Wolfe asked for a status report on the restrooms at
the next Commission meeting. Ron Whitley replied that this
is not under the auspices of this Department, however, he
will get a report for submittal at the June 2 Commission
meeting.
Commissioner Brenner reported there are not enough trash
bins on the beach. This matter wil'l'be on the agenda for
June 2 and Commissioners Taft and Springer will meet in the
interim.
The Commission will meet June 22 with the City Council and
each Commissioner will give a presentation on his/her,
expertise. The format will be determined at the Commission'
meeting on June 2. -
Commissioner Springer suggested inviting the new General
Services Director, David Niederhaus, to a Commission
meeting.
