was called to order at 7:04 P.M. by Vice Chairman Konwiser.

Item #5 - China House

Director Whitley referred to a request by Donna Schroeder
that parts of the China House which have been saved be
stored and donated to the City to be used for a gazebo or
monument to China Cove. Mr. Whitley explained that the item
can be accepted and stored, however, there is no location
at this time to build a gazebo or similar structure.

Following a brief discussion, Commissioner Wolfe motioned to

Department. Mr. Whitley addressed and summarized each
Policy.
During discussion of I -4, Vice Chairman Konwiser expressed
his concern over the lack of a system that ensures a home-
owner replaces a tree after remodeling, construction, etc.

Vice Chair Konwiser motioned that staff develop a procedure
for cooperating with other Departments to ensure that trees
lost through remodeling, etc. are replaced prior to final
approval of a project. Seconded by Wolfe.
After Director Whitley advised that the motion pertains to
I -9, Vice Chairman Konwiser withdrew his motion to be
reserved for I -9.
During discussion of I -5, Commissioner Grant voiced his
concern over different groups asking for the same facilities
•
at-the.-same time and how this is handled. Director Whitley
will contact Mark Dever, Recreation Superintendent, who will
report on Commissioner Grant's concern.
During•discussion of I -6, Commissioners Grant and Wolfe
questioned why two special interest groups, namely surfing
and tennis, should be specifically selected concerning
registration fees. Director Whitley answered by explaining
the self - supporting programs and funding for equipment,
courts, etc.
During discussion of I -8, Commissioner Herberts asked if the
trees which have been removed at C1•iff Drive Park will be
replaced. Director Whitley will follow up on this matter.
Director Whitley reported that at the City Council's Study
Session, Council asked this Commission to consider revising
I -9 in terms of deleting the Street Tree Committee from the
Policy. Commissioner Herberts, Chair of the Street Tree
Committee, advised that they met and do not feel the Street
Tree Committee should be eliminated. She then asked the
Commission for'their views. The Commission unanimously
supported the Policy as it exists and strongly recommended
the Street Tree Committee not be eliminated.
Vice Chairman Konwiser asked Director Whitley to transmit
•
to the City Manager that this Commission unanimously support
the present Policy.

Commissioner Wolfe suggested the Street Tree Committee meet
with Council at a Study Session and Director Whitley
pointed out there is a joint meeting scheduled in December.
Discussion ensued concerning tree and sidewalk problems
which are known to be emotional issues and take time to
resolve. Commissioner Herberts presented pictures of Balboa
Blvd. which show trees removed and one year later the
sidewalk still not repaired.

Director Whitley pointed out I -12 is a new Policy adopted
September 14, 1987 which will be mailed to all community
associations.

During discussion of I -14, Commissioner Grant questioned if
Item 6 ( "willingness and ability of local property owners
to accept care and maintenance ") pertains to this Policy.
Vice Chair Konwiser directed staff to research this question
During discussion of I -19, Commissioner Grant asked Mr.
Brooks to update the Policy which was last amended
November 14, 1983. Director Whitley stated staff will
thoroughly review and report back with recommended changes.
Commissioner Herberts presented pictures of the 15 gal. tree
planted on Sandcastle and suggested larger trees be used as
replacements. Mr. Brooks explained that the larger trees
are too costly and the 15 gal. trees grow faster.
During discussion of I -21, Commissioner Grant stated his
problems in the past in trying to obtain a race permit.
He-suggested the Policy be reviewed and expanded and that
such permits be processed through the Parks, Beaches and
Recreation Department and this Commission.
Director Whitley reviewed the permit policy and procedure
and pointed out races belong under the Special Event Policy
which is administered by the License and Permits Division.
It was then decided that Director Whitley and Commissioner
Grant will meet with the License and Permits Division.to
•
discuss and review the process.

Item #7 - Down Coast Park Development

Director Whitley reported the area between Newport Beach
ment
and Laguna Beach is known as the Down Coast Area, all of
which is unincorporated property-owned by the County, State
and The Irvine Company and in the sphere of influence of
Newport Beach.
Chair Brenner had asked that this Commission be brought up
to date on the area since a residential development has been
approved by the-County which will result in a park site.
Mr.,Whitley introduced Pat Temple from the Planning Depart-
ment. Ms. Temple reported the Board of Supervisors approved
an amendment to the Land Use Plan and the project is depicte
on the-graphic which she presented to the Commission.

Ms. Temple explained the history of the proposed - develop=
ment and-the elements resulting in the amendment which would
result in more residences, hotel, rooms, two golf courses and
40% more open space.
Ms. Temple pointed out the original plan provided for a
passive open space area. The Planning Commission objected
to this inasmuch as there was no provision for neighborhood
parks.
Ms. Temple explained the use of parkland credits, ordinances
and,pblicies that work together to implement parks. The
Planning Commission is asking for a total of ten acres in one
area.for public parkland. They would, however, accept two
5 acre sites. The park area as it exists (not shown on the
map) is on a land fill site and the Planning Commission
objects to this location since the purpose of a park(s)
would not be served.
Commissioner Grant stated'he would like to see active access
to passive nature areas and'he also feels there is a need fo
more active park sites. Ms. Temple advised amendments can
be used to transfer parks from passive to active. There wil
be many opportunities to implement the needed park facilitie
and,-hopefully, they will be in the residential development.

Director Whitley pointed-out that this information is for
the Commission's information as to what is proposed and
what could happen.

problems of enforcement and billing still exist.

'Vice Chair Konwiser asked Commissioner Springer to prepare
a list of violators and stated the enforcement issue will
'be discussed at the November 3 meeting•and this item will
be addressed as an action item at the December meeting.
Item #9 - Status of'Capital Projects

Jack Brooks stated 95% of Cliff Drive Park will be completed

-fn a week or two and most of it has already been hydroseeded
Director Whitley reported there is a pre- construction meetin
on West Newport Park on October 12, 1987.
Commissioner Wolfe voiced his concern that the dollar figure
for the Oasis classroom is too high and he volunteered to
help monitor the bidding process. Plans and specifications
are being prepared at the present time.

reported they did not meet, however, he did meet with Mark
Deven to review class enrollments and cancellations.
Commissioner Springer, Chair of the Oceanfront and Beach

Committee, reported-she and Commissioner Taft met and
prepared a report on Volleyball Court Locations and Resolu-
tion 83 -9 which she presented to staff and the Commission.
She reviewed the recommended changes and asked that this
item be placed on the November 3 agenda as an action item.

Commissioner Springer passed out a memorandum from the
Oceanfront and Beach Committee concerning Lifeguard
Staffing at Corona del Mar. Ms. Springer reviewed the
report and recommendations and asked that the Commissioners
read-it thoroughly.
Commissioner'H'erberts, Chair of the Street Tree Committee,
reported proposed sidewalk repair is posted by the General
Services Department. Jack Brooks gave the committee ten
tree locations to review.
Commissioner Herberts, Chair of the Art in Public Places
Committee, reported the Arts Commission is very pleased
with-the agreement for Inspiration Point and they are
working hard-to please those involved.
Commissioner-Wolfe, Chair of the Capital Improvements
Committee,•reported they will meet next month and prepare
•
a tentative'list °for approval in December or January.
They will also ask for public input on capital improvements.
'Vice Chair Konwiser,suggested the restrooms at West Newport
Park- be rebuilt•and•the asphalt replaced. He also recom-
mended curbing and grass be installed on the Jamboree
median strip.
Commissioner Wolfe, Friends of Oasis Liaison, reported
Oasis had a fund raiser and they would like to have a
human.services building. He said he felt everything is
going smoothly among the Fr.i.ends, Department and Commission.
Vice Chair Konwiser, Chair of the Park'Maintenance Committee
passed out a report from his committee. He asked that this
be read and placed as a discussion item on the November 3
agenda.
Vice Chair Konwiser reported the public•telephbne looks
good at Lrvine'Terrace Park and more telephones should be
installed in highly used parks.

Jack Brooks reported that the Park Supervisor retired and
during the budget process an additional Park Supervisor
was approved since the job has outgrown one Supervisor.
The two Park Leadworkers who were promoted to the Super-
visory positions, Randy Kearns and Bob Martinez, were
introduced. Mr. Kearns will be in charge of maintaining
area parks and Mr. Martinez will be in charge of constructio
,
mowing and- irrigation crews.
Jack•Brooks reported the young street tree at Pacific
Coast Highway 'and MacArthur will be removed since a wheel-
chair ramp-is being installed.
Director Whitley reported a list of signs and their sequence
for installation has been transmitted to the Sign Shop.
'I•tem #13 - Leadership'Newport

Newport
Commissioner Wolfe wanted to make fellow Commissioners aware
of a new program in the City called Leadership Newport.
Already held in various cities in the U.S., there are nine
monthly seminars on all facets of City and County Govern-
ment open to 30 participants. Leadership Newport is a
program designed to identify and develop effective leaders
for the'-Newport' Harbor area community. Participants in the
program will be educated about a broad range of community
needs and concerns.

Commissioner Herberts and Director Whitley received a letter

Association. 'Mrs. Pettit asked when the beautification of
Wedge-Park would begin. They would also like the Palms
replaced that were removed from "M" Street Beach.

VI. ADJOURNMENT
There being no further business, Commissioner Taft moved
to adjourn the meeting of the'Parks, Beaches and Recreation
Commission at 9:50 P.M. Seconded by Wolfe. Unanimous.

SUBJECT: JOINT MEETING WITH THE FRIENDS OF OASIS
The following agenda items are requested by the Friends of Oasis with the
Commission for the joint meeting of November 3, 1987:
I. Landscaping Needs
The Friends will present some proposals for landscaping improvements.
Most of the improvements can be undertaken with current maintenance/
operation funds. Additional discussion will include the landscaping
of the north 1.06 acres. The slope area has a drainage area in place;
however, there is no ground cover at the present.
II. Temporary Parking
. The Board has received proposals to include some additional temporary
parking on the north 1.06 acre site closest to the slope area. A partial
reason for this request is the serious, concern regarding traffic through
the 5th and Marguerite intersection.
III. Stop Light - 5th and Marguerite
The continuing concerns regarding the intersection have been presented to
the Board. The Traffic Engineer's office continues to maintain that the
intersection could be made more hazardous if a light was installed.
IV. Capital Improvement Budget
The focus of the Friends of Oasis fund drive is the construction of a new
Human Services wing on the north 1.06 acres. The Friends are requesting
an annual capital improvement budget appropriation of approximately $250,000
for three years to construct the new building. Sketches of the building
and an explanation of its features will be provided at the meeting.
V. Arts and Craft Workshop
This subject is addressed under Item No. 5 of the November 3 agenda.

SUBJECT: Preliminary Plan'- Oasis Addition,
Recommendation:
Approve the Preliminary Plan for the construction of arts and craft addition
to the Oasis Senior Center.
Background:
The Fiscal Year 1987 -88 budget contained a $165,000 appropriation to design
and construct a 1,500 square foot addition to the Oasis Senior Center.
Approximately two months ago, the City executed an agreement with Ron Yeo,
FAIA Architect, Inc., to design the addition. Mr. Yeo has met several times
with a committee appointed'by the Friends of Oasis and has looked at several
. local arts and craft studios. The Preliminary Plan has been reviewed and
approved by the Friend's of Oasis committee and Department staff. Mr. Yeo
will attend th'e Commission meeting of November 3 to present a verbal explana-
tion of the Preliminary Plan which will be displayed for Commission and
public viewing.
The current time schedule has construction documents completed by December 4;
Building Department plan check completed by December 30; City Council bid
authorization by January 11; award of a construction contract by March 14.

On July 30, 1987 a letter addressed to the Mayor and City Council was referred to
the Department regarding the location of a baseball scoreboard at Buffalo Hills
Park. The scoreboard was placed on the left side of the large baseball field
used by the Newport National Little League for major division (ages 11 -12 years)
competition. The letter was submitted by Mr. Brooke Bentley and questioned the
review and approval process which resulted in the scoreboard's installation.
On September 11, 1987, another area resident, Kathy Rosenberger, contacted the
Department by telephone and indicated her concerns regarding the scoreboard's
installation and the fact that it is up all year long.
In response, the Department requested Little League to remove the scoreboard
pending a review of its location with the Harbor View Community Association, the
Commission and the City Council. In addition, Department staff contacted the
Planning Department and requested any applicable regulations or codes for signs
or scoreboards. On October 14, the Board of Directors of the Harbor View Community
Association indicated their support for the scoreboard in its present location.
The City's Current Planning Administrator also advised the Department that there
are no codes which regulate signs on City parks; any regulations or directions
are self- imposed'. Normally park signs such as those for facilities are reviewed
by the Commission.
The installation of the scoreboard by Newport National Little League volunteers
occurred in April, 1987. The Department had discussed the Little League's desire
for a scoreboard but did not provide final authorization prior to its installation.
Due to an internal misunderstanding, the Little League did not remove the score-
board following the Department's written request of August 5, but has indicated
their intention to comply if such a request is authorized by the Commission and
approved by the City Council. The installation of the 5'9" x 910" scoreboard
in its location is believed to be the best possible site for spectator visibility,
player safety and view impact. The scoreboard's total height measures 9 feet,
and the view impact was thought to be minimized by a turf berm immediately
adjacent.

Ladies and Gentlemen:
As a thirteen year resident of Newport Beach, I would
like to voice a concern with regards to Buffalo hills
Park. I have lived in Harbor View Homes for the
entire time and have enjoyed the park. That is,
however, until recently when the Little League
Baseball Team errected a permanent scoreboard which is
approximately 8 feet by 12 feet. I would like to know
if this has been approved by 'City Council or if signs
of this nature can go up "willy - nilly" throughout our
parks.

Dear Bill:
Recently, the Department received some complaints from residents
surrounding Buffalo Hills Park regarding the Little League scoreboard.
Specifically, residents object to the scoreboard's installation, the
apparent lack of review and approval and its location.
In light of the fact that baseball season is over, the'Newport National
Little League is required-to remove the scoreboard no later than
• September 7, 1987. The scoreboard may be reinstalled if approvals
are secured from appropriate Community Associations, the Parks, Beaches
and Recreation Commission and the City Council. Approval conditions
:.may also require that appropriate plans be designed indicating ele-
vations, dimensions, and construction in order to obtain permits from
appropriate City Departments.

We regret if staff members from this Department'implied that.installa-
tion of the scoreboard was previously approved. However, our records
indicate that Newport National Little League did not request installa-
tion of the scoreboard in'a formal manner.. Unlike the thoroughly
detailed review and - approval process established for the Eastbluff
Park improvements, this one has "slipped through the cracks."

At the Commission meeting of September 1, 1987, Resolution 83 -9 was extensively
reviewed and discussed. The Commission determined that final recommendations
for revisions should emanate from the Beach,and Oceanfront Subcommittee. On
October 22, 1987, the subcommittee met with resident Bill Bennett to discuss
specific revisions. In addition, the Beach and Oceanfront Subeommi•ttee toured
the beachfront and reaffirmed recommended actions pertaining to approved volleyball
locations. Subcommittee Chair Springer summarized the recommendations in a report
presented at the Commission's meeting of October 6, 1987.
The draft Resolution addresses the areas outlined in•Commissioner Springer's report
and provides a defined policy which balances the needs of volleyball players and
residents. In addition, the Resolution establishes a method for continuous review
and a formal procedure for removal. It is both comprehensive yet flexible and
should provide a solid working document for the years ahead.

A resolution of the City Council of the City of Newport Beach
establishing regulations controlling the installation and maintenance of
volleyball playing areas on the.public beaches in the City of Newport Beach
and rescinding Resolution N6::83 -9.
WHEREAS, Resolution No. 83 -9, which was adopted on January 10,
1983, sets forth the existing regulations for the installation and maintenance
of volleyball courts on public beaches in-the City; and
WHEREAS, the Newport Beach Parks, Beaches and Recreation Commission
has made certain recommendations that said regulations be revised and updated;
and
WHEREAS,, the City-Council has reviewed the recommendations of the
Parks, Beaches and Recreation Commission and wishes to establish these recommenda-
tions,as the regulations for'the installation and maintenance of volleyball
playing areas on the public beaches in Newport Beach:
SECTION 1. The public ocean front and bay beaches shall be
divided into five volleyball playing zones which are i'demtified as follows:
ZONE ONE shall be the area between the Santa Ana
River and Orange Avenue.
ZONE TWO shall be the area between Orange Avenue
and the Newport Pier.
ZONE THREE shall be the area between the Newport
Pier and the West Jetty.
ZONE FOUR shall be the main beach at Corona del Mar
State Park and City Beach Park.
ZONE FIVE shall be all• the public beaches fronting
on the waters of Newport Bay.
SECTION 2. No volleyball courts shall be installed within
fifty feet (50') of a private property line or sidewalk in any of the five volleyball
playing zones established herein. Volleyball nets shall be installed perpendicular
to the ocean.
SECTION�3. Tandem volleyball courts shall have a minimum of
ten feet (10') of spacing separating the center,post's in all zones.
SECTION 4. A permanent- - tournament location shall.be established
and maintained at Corona del Mar'State Beach. A total of eight (8) permanent
courts shall be maintained at the Corona del Mar site.

SECTION 5. Volleyball courts are authorized at the locations
is described on Exhibit "A" hereto and incorporated herein by reference and said
courts shall be inspected and maintained by the Parks,.Beaches and Recreation
Department. The'Department shall visually inspect all courts each March and
September and report the-.results and any necessary corrective actions to the
Parks, Beaches and'-Recreation Commission.
SECTION 6. Applications for fnstallatiom of additional
permanent courts shall, be °submitted "for review,by the'Parks, Beaches and Recreation
Commission. Application forms are available from the Parks, Beaches.and Recreation
Department and shall include a map-and-petition from-the majority of neighbors
within 200 feet,bf:the�'JU6 of, sight of-either side of the proposed location.
'Line of sight shall be defined.as that view towards the ocean which falls into a
direct line with a.beachfront residence.
SECTION 7. Applications for removal of existing permanent
courts shall be-submitted for review by the'Parks, Beaches and Recreation Commission.
Application forms are available from'the Parks, Beaches and Recreation Department
and shall include a map and petition from the majority of neighbors - within 200 feet
of the line of sight of either side of the existing location. Fol'lowing completion
of the petition and submission to the Parks, Beaches and Recreation Department,
the location will be posted with a notice for the proposed removal.
SECTION 8. Existing courts not included in the list,of
authorized courts will be removed'by the Parks, Beaches and Recreation Department.
Owners will have 30 days to remove a volleyball court following posting of notice
by the Parks, Beaches and Recreation Department. Residents may use the applica-
tion procedure to appeal removal by the Parks, Beaches and-Recreation Department
to the Parks, Beaches and Recreation Commission.
SECTION 9. Maintenance and installation of vol'leyball courts
shall be by the Parks,,Beaches and Recreation Department. Poles shall be either
6', x 6' x 12' or 4` x 41' x 12" wood except at the Corona del Mar tournament location
which shall have metal poles. Non authorized courts shall be posted for 30 days
prior to the scheduled removal by the Parks, Beaches and Recreation Department.

SUBJECT: Procedures for Volleyball Court Installation Approval
The Parks, Beaches and Recreation Department is required to enforce
regulations controlling the installation of volleyball playing areas
on City beaches. The regulations include the following procedures:
1'. The proposed location shall not be within 50' of a private
property line,'sidewalk or lifeguard tower or other permanent
structure.
2. Tandem volleyball courts shall have a minimum 10' of spacing

4. A detailed map of the proposed location indicating the nearest
street end, residence, lifeguard tower or other permanent structure.
5. The Applicant must agree that the City is not responsible for
damage to volleyball nets from beach cleaning equipment or vandalism.
Completed petitions will be reviewed with the General Services Department,
Marine Department and the Parks, Beaches and Recreation Commission. If

PRIVATE ENCROACHMENTS IN PUBLIC RIGHTS -OF -WAY
It is the general policy of the City .that the public rights -of -way are to
be reserved for public use or open space; and that the rights of the
public, present and future, are not to be diminished by the installation of
private improvements within the public rights -of -way.
Categories of private encroachments and improvements are listed below,
together with the permit requirement for each category. Encroachments
listed under Category A (Council approval required) will not be approved
unless individual circumstances indicate that approval will be consistent
with the public interest.
A. Private encroachments requiring prior Council approval and a permit
from the Public Works Department:
1. Structural encroachments not otherwise listed; including, but not
limited to, fences, walls, patios, raised planters, etc., which
encroach in excess of 1 foot into the public right -of -way, or
exceed 3 feet in height, measured from the top of curb
elevation /or from sidewalk elevation where sidewalk exists.
2. Driveway approaches not conforming to Council Policy L -2.
3. Ocean front or Bay street end improvements not conforming to
Council Policies I -12 and I -1, respectively.
4. Ocean front alley improvements not conforming to Council Policy
I -15.
5. Modifications to original design concepts approved by the City.
6. Signs.
7. Lighting.
8. Parkway surfacing other than standard P.C. concrete or brick
installed at grade.
9. Unusual architectural treatment, appendages, or fixtures.
B. Private encroachments requiring a permit from the Parks, Beaches and
Recreation Department:
1. Tree planting and removal.
2. Shrub planting and removal.
3. Ocean front and Bay street end improvements defined in Council

Department:
1. Standard drive approaches.
2. Standard sidewalks.
3. Carriage walks.
4. Standard P.C. concrete or brick parkway surfacing at grade
(subject to Parks, Beaches and Recreation Department review for
tree well location).
• 5. CATV and public utility facilities.
6. Structural encroachments not otherwise listed; including, but not
limited to, fences, walls, patios, raised planters, etc., which
encroach 1 foot or less into the public right -of -way. If,
however, in the opinion of the Public Works Department, the
nature or location of this type of encroachment is such that
Council review is warranted, the Department may forward the item
to the Council for action.
7. Mailboxes, when required by the U.S. Postal Service.
D. Private encroachments requiring the prior approval of the Public Works
Department and subject to the execution of an agreement for
non - standard improvements:
1. Structural encroachments not otherwise listed which do not exceed
3 feet in height, including, but not limited to fences, walls,
and raised planters in public rights -of -way in areas that are
more than 8 feet behind the face of curbs on the following
streets:
a. Santa Ana Avenue from Cliff Drive to Fifteenth Street.
• b. Broad Street from Santa Ana Avenue to Redlands Avenue.
If, in the opinion of the Public Works Department, the nature or location
of this type of encroachment is such that Council review is warranted, the
Department may forward the application to the City Council for original
action.

The City Manager is authorized to execute, on behalf of the City,
agreements for non - standard improvements which are entered into pursuant to
this section.
E. Private encroachments not requiring a permit:
1. Parkway lawn and ground cover.
2. Parkway sprinkling systems.
3. Use of public streets and projections over public property which
are covered by the Uniform Building Code under a valid building
permit issued by the City.
F. Prohibited Encroachments:
1. Parkway surface of loose rock or gravel.
2. Private dwellings and appendages, except as provided for in the
Uniform Building Code.
40 3. Private signs except as provided for in the Uniform Building
Code.
G. Application for any permit as required by this policy shall be filed
with the Public Works Department on a form to be provided by the City
and shall show the proposed planting or work and the nature thereof.
If the application is for a permit required under Section A, it shall
be forwarded to the City Clerk for submission to the City Council. If
the application is for a permit under Section B, it shall be processed
by the Parks, Beaches and Recreation Department. Drawings for
encroachment permits requiring City Council review shall be prepared
to scale. Plan and elevation drawings shall accurately depict
location, height, and extent of the proposed encroachments. No
building permit shall be issued on a parcel whose access requires City
Council review for an encroachment permit on public property, until
said encroachment permit has been issued.

Regarding Issue 1, I am attempting to have horizontal standards
incorporated into the current regulations that cover height standards,
Issue 2 and your suggestion for an Ocean Boulevard study has been
referred to the PB &R Commission. They have already scheduled a review of
• encroachment procedures and problems and should welcome input and
participation by concerned residents of the area.

Our current year budget includes funds to replace macadam with concrete
on the meandering sidewalk from Marguerite to the beach entrance and to
construct,a new sidewalk from that point to Lookout Point. As far as it
is practical, the new sidewalk will meander and follow the bluff line
and not the curb. Additionally, an east - facing concrete pad with room
for two or more benches will be provided near the bluff at the foot of
Iris.

In-late 1984 the Commission and the City Council funded and participated
in a study of the subject element that resulted in the adoption of an
amended Recreation and Open Space Element of the General Plan. The
documents resulting from this study produced a Plan, a Technical_Supple-
ment and, most important;. an Implementation Plan. The Commission should
concentrate on reviewing the Implementation Plan to identify what has
been accomplished from 1985 to present and a listing of priorities that
should be pursued for short range consideration during the next five years.

Center to the Ladislaw Reday Newport Theater Arts Center.
• The establishment of the Theater Arts Center was very
important to Laddie as were the Arts in general in Newport
Beach. As you know, his involvement in the yearly Festival
was strong and he worked diligently for many years to make it
a true community celebration. I can think of nothing which
would have pleased him more than to be permanently connected,
in this way, with the City that he had adopted.

SUBJECT: Planting of Parkway Trees
Commissioner Herberts has requested information on planting of parkway
trees in areas that do not have existing trees. Also, that we formalize
the use of root barriers in the planting of new trees. Council Policy I -19
provides the guidelines for planting new trees on Page 4. The use of
root barriers is addressed on the same page and should be changed to root
barriers will be installed, instead of may be installed if the City feels
it is needed.

MAINTENANCE AND PLANTING OF PARKWAY TREES
The City Council is vitally interested in beautification of City parkways.
Public cooperation in helping to develop and maintain healthy and attractive
trees is encouraged.
MAINTENANCE OF PARKWAY TREES
The Parks, Beaches and Recreation Department will trim the parkway trees
on a rotation schedule. An effort will be made to trim most of .the parkway
trees on a two year cycle. If the rotation trimming is completed in less
than two years, more frequent trimming will be done on certain trees and in
view areas. Public safety such as low branches and heavy foliage will be
given priority over view trimming. An effort will be made to trim parkway
trees on the Peninsula and parts of Corona del Mar during the fall and
winter due to heavy traffic during the summer. Trimming schedule will be
altered to avoid trimming streets with flowering street trees during their
blooming time. This will apply to streets having a large number of flowering
trees, not to one or two trees on a street.
TREE LIST
The Parks, Beaches and Recreation Commission has adopted an official tree
list which will be used by the Parks, Beaches and Recreation Department to
determine species for planning purposes in all new subdivisions and
replacement in established parkways.

STANDARDS & SPECIFICATIONS FOR PLANTING PARKWAY TREES
General Requirements
A. 72 -hour notification shall be given the Parks, Beaches & Recreation
Department prior to the initial installation of parkway trees for
approval of species, material quality and planting supervision.
24 -hour notice shall be given prior to all subsequent inspections
as required. _
B. Relative position of parkway trees is subject to approval by the City,
and any tree not properly placed will be relocated at no cost to the
City. In the interest of public safety, trees shall be kept not less
than:
(a) 25 feet back of beginning of curb returns
at intersections.
(b) 10 feet'from lamp standards.
•(c) 10 feet from fire hydrants.
(d) 10 feet from service walks or driveways.
• (e) 10 feet from meters and sewers. I
(f) 25 feet from stop signs.
C. Trees shall be a minimum container size of fifteen gallons.
1. Condition: Plants shall be symmetrical, typical for variety
and species, healthy, vigorous, free from plant disease,
insect pests and shall have healthy, normal root system free
from being root bound. Trees shall not be pruned or topped
prior to delivery.
2. inspection: All plant material shall be subject to inspection
and approval by the City prior to planting. The City has the
right to reject any item offered.
D. Soil Analysis Requirement for Land Developers
Developer may be required to have a composite soil anal},sis made by
a bona fide soil testing laboratory of soil to receive parkway trees
at no cost to the City. The location and number of soil samples
shall be determined by the City. Analysis shall include fertility
level and organic content of the samples taken. A copy of the test
results shall be forwarded directly to the Parks, Beaches & Recreation
• Department a minimum of 60 days prior to scheduled planting of parkway
trees. J

PARKWAY TREE PLANTING
A. All pits shallbe dug with bottoms level, the width equal to two times
the diameter of the ball, and the bottom two times the depth of the
container from which the tree is planted.
B. Pits shall be backfilled with a thoroughly mixed "prepared soil" to the,
bottom of the tree ball. When planting tablets are required, they shall
be.placed after placing the tree -ball in the pit. Five (21 gram) plant-
ing tablets shall be evenly spaced around perimeter of pit on top of
prepared soil.
Note: Where land developers are required to provide soil analysis, the
prepared soil backfill shall be based on test results.
C. When soil analysis is not a requirement, "prepared soil" mix for backfill
of the pits for 15- gallon trees shall consist of the following:
(a) 60% Fine Sand (128 conrock or equal)
(b) 40% Nitrolized Fir Sawdust

Note: (1) Nitrolized Fir Sawdust shall have a minimum
nitrogen content of .7 %.
(2) Planting tablets, shall be a commercial fertilizer
in tablet form yielding 20% nitrogen, 10% phosphorus
and 5% potash. The tablet shall be compressed and
yield a slow release of nutrient over a 12 -month
period.
D. Set plants in center of pit, in vertical position, so that crown of
ball will be level with finish grade after allowing for watering and
settling and shall bear the same relationship to finish grade that it
did to soil surface in original place of growth.
E. Prepare a depressed water basin capable of holding 10 gallons of water.
Water shall be applied in that quantity at time of planting.
F. If houses are not occupied, trees shall be watered one week later.
Thereafter, watering shall be done at one week intervals by the
developer'fbr a period of one year or until homes are occupied.

G. Each tree must be properly supported by two Lodgepole pine stakes or
other material approved by the City. Stakes shall be a minimum of
eight feet in length. Stake all trees at time of planting by placing
stake.in prepared hole and driving stake a minimum of.30 inches into
soil.
H. All trees shall be secured to stakes with a steel twist brace.
1. 8 penny duplex nails shall be used to secure the brace to
the stakes - two per side.
I. Root barrier may be installed if the City'feels it is needed.
GUARANTEES
A. 15- gallon tree.shall be guaranteed•'as to growth and health for a period
of ninety (90) days after final acceptance by the City.
B. Trees that fail to grow or are injured or damaged during planting opera-
tions shall be replaced within.15 days after notification. Replacement
material shall be guaranteed as specified-as original guaranteed material.
ESTABLISHED PARKWAYS
APPLICANT 1NST:
1. Apply either in person or by telephone for City approval of
parkway tree planting plan. Contact the Parks, Beaches and
Recreation office, 640 -2271, 3300 Newport Boulevard, Newport
Beach.
2. Deposit with the Park Division in advance the required fee
for each tree to be installed. The minimum fee for a 15- gallon
residential or commercial tree is $37.50 installed. An addi-
tional charge of $25.00 will be applied to any installation
requiring concrete cutting. The difference between the fee
and the actual cost of installation is borne by the City of
Newoort Beach in the interest of civic beautification.'
3. Accept responsibility for watering and fertilizing new trees.
CITY OF NEVORT BEACH 14ILL:
1. Approve type, location and spacing of tree planting proposed.
• 2. Furnish, install, stake and initially fertilize new tree.
3. Prune and spray tree as required.

Our Park Crews performed the following tasks in addition to normal maintenance
during the month of October:
Poured 18 yards of concrete for drainage canal located at Cliff Drive Park
below Cliff Drive and Redlands.
Installed irrigation systems:and controller for northwest bank areas at
Cliff Drive Park.
Graded all northwest bank areas for hydroseeding at Cliff Drive Park.
Installed rocks along concrete drainage canal located below Cliff Drive and
Redlands Avenue at Cliff Drive Park.
Removed and graded dirt for-parkway on Riverside Drive next to Cliff Drive Park.
Installed irrigation system for parkway along Riverside Drive next to Cliff
Drive Park.
Our Street Tree Division performed the following:
• Trimmed 1073 trees.
Planted 5 trees.
Removed 7 trees.
Root pruned 27 trees.
Completed 7 work requests.

RECREATION DIVISION
• OCTOBER, 1987 PROGRESS REPORT
Special Interest Activities
Registration in various special interest categories has revealed some surprises
in the fall program. Computer classes have been 'popular enough to require that
a second class be scheduled to accommodate a waiting list. Home Improvement
classes, which include instruction on gardening, wood finishing, tide installa-
tion and painting, drew over 50 participants. Cooking classes have also
attracted over 40 participants. In-the youth area, gymnastics was featured
in the Orange County Register Community Edition and the article helped attract
additional telephone and over - the - counter contacts. The tennis program has
benefited from the completion of resurfacing projects at Las Arenas and'Mariners
Parks. The youth tennis courts at Grant Howald Park will also receive new wind-
screens by the end of November. Department staff is condluding preparation for
the Back Bay 8K Run on November 8. '
Youth Activities
Flag Football continues towards the end of the season playoffs which will be
hosted by the City and scheduled at the Lincoln Athletic Field December 1 -3 for
participating Orange County teams. The annual Halloween special event at Via
Lido Plaza is expected to attract approximately 300 youth for a full afternoon
of costume contests, pu#kan carving and trick or treating. Members of the
• Friends of Oasis will assist Department staff in judging the minners of various
age /costume categories in the costume competition. In an effort to sustain
attendance levels at Mariners Park and provide activities at Grant Howald Parks,
large banners have been posted at each site informing parents and youth of hours
and days.
Sports and Aquatics
The fall softball and basketball programs are continuing for the 93 total teams.
Softball competition should conclude around the Thanksgiving holiday while
basketball will conclude in mid - December. The scheduling flexibility for both
programs has been enhanced by the use of the Lincoln Athletic facility. A close
analysis of sailing registration indicates that a new format will be tried for
the winter and spring programs. Registration in sailing classes is down 50%,
and the new format will condense some classes into a Saturday /Sunday format which
has been popular in the past.
Seniors
The Oasis Center's 10th Anniversary and Birthday Party was the highlight of
the month. The October 17 event attracted over 250 participants and included
Councilmembers Phil Sansone and Mayor Pro Tem Evelyn Hart in an enthusiastic
program. The Hobby Show included over 70 exhibits of hand made displays.
Other programs included a self- defense lecture conducted by Detective LaVonne
Campbell of the Newport Beach Police Department and a Wills and Estate Planning
Workshop which included a panel of attorneys. The Oasis schedule for November
. is attached.
