SUBJECT: COMMISSION SPECIAL RECOGNITION AWARDS
Following the conclusion of the Youth -Flag Football Leagues conducted this
past fall, two teams representing Newport Beach competed in the Orange County
Tournament as League Champions. The Division "B" team from Mariners School
and Division "C" team composed of players from Andersen and Harbor View Schools
both displayed sportsmanship and skill whfl a competing against teams from
Costa Mesa, Buena Park and'Santa Ana. The Mariners team defeated Costa Mesa
in the finals to earn a spot in the Regional Tournament.
In recognition of their achievement and participation in the Youth Football
Program, members and parents-have been invited to the Commission meeting of
January 5 for the presentation of Special'Recogniti'on Awards. Department
staff will recognize each player as a member of the Commission presents sealed
• certificates.

SUBJECT: COMMISSION COMMUNITY SERVICE 'AWARD NOMINATIONS
Recommendation:
If desired, approve staff nominations'for the Parks, Beaches and Recreation
Commission Community Service Awards based on the significant contributions
as summarized below.
Background:
At the meeting of December 2, 1986, the Commission unanimously approved the
Community Service Awards criteria and format. The process requires staff to
submit nominations each January and July for award presentations each February
• and August.
The following nominations are submitted for Commission consideration:
Dr. Arthur Walton
Dr. Walton was the catalyst behind the Newport - Balboa Rotary Club's co- sponsorship
of the City's annual youth track and field meet. In 1980, Dr. Walton worked
closely with Department staff ,and created interest within the Rotary Club to
co- sponsor the event by providing a.cash contribution and event volunteers. In
addition to coordinating the volunteers, Dr. Walton has also provided track and
field clinics and acted as the Head Starter, Timer and Judge at track meets
conducted over the last seven years. At Dr. Walton's insistence, the Rotary Club
has additionally enhanced the event by creating a cultural exchange with the
Rotary Club International affiliate in Okazaki, the Japanese Sister City to Newport
Beach. Results of each City's track meet are compared and commemorative medals
awarded.
�Rochell a .'0' Donnel 1
Mrs. O'Donnell has held various officer and leadership positions within the
Newport Heights Parent_ Faculty Organization in addition to being a-busy mother
of two. Prior to the Fall, 1986 program, Mrs. O'Donnell worked closely with
Department staff in the conceptual development and eventual implementation of
the special interest, education and enrichment program. The first enrichment
classes began in October, 1986 at Newport Heights as a result of Mrs. O'Donnell's
• intense efforts which created parent interest in the program. Since that time
over 250 children have enrolled in programs at Newport Heights, and the program
has been successfully scheduled at three other elementary schools. Mrs.

O'Donnell's commitment is exemplified by her agreement to serve two years,as
• the program's coordinator, a position which most volunteers usually serve for
one year.
Boyd Stillings

Mr. Stillings is an active, energetic, gracious and talented volunteer who has
been involved with senior programs since 1977. His efforts helped develop
Oasis as a community building and Senior Center, and his art work and printing
may be found throughout the'Center. He has served in various Board of Directors
positions, including 1st Vice President, Secretary and Treasurer, and Actfig
President. Mr. Stillings gets personally involved in many of the Center's
programs and has served as Chairman of the Art Media Group. His commitment
to Oasis and other community issues has been felt in terms of programs, services
and general quality of life for Newport Beach's older adults.

SUBJECT: Beach Volleyball Rules and Regulations
Recommendation:
Authorize staff to transmit to the City Council the proposed Resolution establishing
rules and regulations for Beach Volleyball with the following modifications requested
by the General Services Department which will facilitate improved mechanized beach
maintenance.
Paragraph 3 - Tandem volleyball courts shall have a minimum of twelve (12)
feet of spacing separating the center posts in all zones.
Paragraph 9.- -Poles shall' be six (6)' inches by six (6) inches by twelve((1.2)
feet or four (4) inches'by four (4) inches by twelve (12) feet.
A roved Locations List: As desired, either delete entirely or post for
remova the volleybal court at 24th Street due to a lack of sufficient
maneuver space for mechanized beach cleaning equipment.
Background:
Following the Commission's approval of the draft Beach Volleyball Resolution at the
meeting of November 3, the City Attorney's office prepared the Resolution for City
Council consideration,on December 14. In response to the General Services Director's
concerns, which resulted in interdepartmental correspondence, it was determined by
the City Manager that the Resolution needed additional clarification prior to its
presentation to the City*Council. The attached memorandum from the General Services
Director dated December'15, 1987 summarizes that Department's concerns regarding
mechanized beach maintenance.
After considering each-of the items listed on the General Services Director's
memorandum, Department staff feels that modifications to Paragraph 3 and the
Approved Locations List are justified. The modifications to Paragraph 2, however,
will adversely impact tournament play at Corona del Mar Beach. Staff discussed
the continued use of parallel courts at Corona del Mar with Mark.McKenzie, the
City's summer tournament director. Mr. McKenzie indicated that the off -shore
breeze hampers participants and that the late afternoon sun is also a problem.
The perpendicular set up also provides easier coordination of volleyball courts
during a tournament. The attached diagram indicating a perpendicular set up is
recommended by Mr. McKenzie and staff. Last year, five Southern California Beach
Volleyball Association sanctioned tournaments were conducted at Corona del Mar,
Beach involving approximately 200 participants.

RESOLUTION NO. 87-
• A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT'BEACH ESTABLISHING REGULATIONS
CONTROLLING THE INSTALLATION AND MAINTENANCE
OF VOLLEYBALL PLAYING AREAS ON THE PUBLIC
BEACHES IN THE CITY OF NEWPORT BEACH AND
RESCINDING RESOLUTION NO. 83 -9.
WHEREAS, Resolution No. 83 -9, which was adopted on
January 10, 1983, sets forth the existing regulations for the
installation and maintenance of volleyball courts on public
beaches in the City; and
WHEREAS, The Newport Beach Parks, Beaches and Recreation
Commission has made certain recommendations that said regulations
be revised and updated; and
WHEREAS, The City Council has reviewed the
recommendations of the Parks, Beaches and Recreation Commission
• and wishes to establish these recommendations as the regulations
for the installation and maintenance of volleyball playing areas
on the public beaches in Newport Beach.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the following are hereby
established as the regulations for the installation and
maintenance of volleyball playing areas on the public beaches in
the City of Newport Beach:
1. The public ocean Front and bay beaches shall be
divided into five (5) volleyball playing zones which are
identified as follows:
ZONE ONE shall be the area between the Santa Ana River
and Orange Avenue;
ZONE TWO shall be the area between Orange Avenue and the
Newport Pier;
ZONE THREE shall be the area between the Newport Pier
and the West Jetty;
ZONE FOUR shall be the main beach at Corona del Mar
State Park and City Beach Park;
ZONE FIVE shall be all the public beaches fronting on
• the waters of Newport Bay.

2. No volleyball courts shall be installed within
• fifty feet (501) of a private property line or sidewalk in any of
the five (5) volleyball playing zones established herein.
Volleyball nets shall be installed perpendicular to the ocean.
3. Tandem volleyball courts shall have a minimum of
ten feet (10') of spacing separating the center posts in all
zones.

4. A permanent tournament location shall be
established and maintained at Corona del Mar State Beach. A
total of eight (8) permanent courts shall be maintained at the
Corona del Mar site.
5. Volleyball courts are authorized at the locations
described on Exhibit "A" hereto and incorporated herein by
reference and said courts shall be inspected and maintained by
• the Parks, Beaches and Recreation Department. The Department
shall visually inspect all courts each March and September and
report the results and any necessary corrective actions to the
Parks, Beaches and Recreation Commission.
6. Applications for installation of additional
permanent courts shall be submitted for approval by the Parks,
Beaches and Recreation Commission. Application forms are
available from the Parks, Beaches and Recreation Department and
shall include a map and petition from the neighbors within two
hundred feet (2001) of the liueof sight of either side of the
proposed location. Line of sight shall be defined as that view
towards the ocean which falls into a direct line with a
beachfront residence.
• 7. Applications for removal of existing permanent
•
courts shall be submitted for approval by the Parks, Beaches and
Recreation Commission. Application forms are available from the
Parks, Beaches and Recreation Department and shall include a map
and petition from the neighbors within two hundred feet (2001) of
the line of sight of either side of the existing location.

Following completion of the petition and submission to the Parks,
Beaches and Recreation Department, the location will be ,posted
with a notice for the proposed removal.
8. Existing courts not included in the list of
authorized courts will be removed by the Parks, Beaches and
Recreation Department. Owners will have thirty (30) days to
remove a volleyball court following posting of notice by the
Parks, Beaches and Recreation Department. Resi''dents may use the
application procedure to appeal removal by the Parks, Beaches and
Recreation Department to the Parks, Beaches and Recreation
Commission.
9. Maintenance and installation of volleyball courts
shall be by the Parks, Beaches and Recreation Department. Poles
shall be six feet (61) by six feet (61) by twelve feet (121) or
• four feet (4') by four feet (41) by twelve feet (121) wood except
at the Corona del Mar tournament location which shall have metal
poles. Non - authorized courts shall be posted for thirty (30)
days prior to the scheduled removal by the Parks, Beaches and
Recreation Department.
10. Final Parks, Beaches and Recreation Commission
action on installation or removal applications will be based on
factors which may affect the proposed or existing court location,
including parking, beach maintenance, marine safety, proximity to
existing volleyball courts and restrooms or other considerations
as deemed necessary by the Parks, Beaches and Recreation
Commission.
BE IT FURTHER RESOLVED THAT, Resolution 83 -9 is hereby
• rescinded.

SUBJECT: RESOLUTION ESTABLISHING RULES AND REGULATIONS FOR BEACH
VOLLEYBALL
After meeting with three Parks, Beaches, and Recreation Commissioners
on December 10, 1987 to discuss further changes to the resolution to
facilitate beach maintenance, it was determined to delay further
action until this Department could comment. The following
recommendations to the resolution are provided:
Paragraph 2. volleyball nets shall be installed perpendicular to the
ocean except at the Corona del Mar beach where the majority of courts
will remain installed parallel to the ocean.
Paragraph 3. Tandem volleyball courts shall have a minimum of twelve
feet (12') of spacing separating the center posts in all zones,.
Courts shall not be installed in closely spaced consecutive rows so as
to hinder beach maintenance by mechanized beach cleaners. Nets and
rope boundaries should be removed whenever feasible to facilitate
operation of the beach cleaners.
• Paragraph 9. Poles shall be six inches (6 ") by six inches (6 ") by
twelve feet (121) or 4 inches (4 ") by four inches (4 ") by twelve feet
(121) wood.
A tour of the actual beach volleyball court locations resulted in the
following comments:
a. Three additional unauthorized courts were discovered; one
near the wedge and two at "M" Street.
b. It is recommended that the court at 24th Street be moved
to 26th Street due to a lack of sufficient manuever space for beach
tractors between the sidewalk and one of the poles.
Please convey to the PB &R Commission that I appreciate the opportunity
to comment on this resolution. They may be pleased to note that we
are requesting budgeting for additional litter removal crews from the
Orange County Probation Department for summer Sunday assignments.
Since July 1, 1987, this Department has removed 4,485 tons of litter
and debris from the beach, an increase of almost 1,000 tons more than
the previous year to date total.

SUBJECT: Newport Aquatic Center Facilities Management Plan
Discussion:
On January 16, 1988, the Newport Aquatic Center will be formally opened and
dedicated. The development and construction of the privately financed facility
on North Star Beach culminates a six year project. Over $400,000 in.construction
costs were donated, including three separate-donations of approximately $100,000
each. Prior to the initiation of construction, the Aquatic Center supporters
were required to have the project reviewed by the City Planning Commission and
State Coastal Commission among a total of 19 separate Federal, State and local
permit applications.
Background:
As a result of 62 separate conditions required by the Planning Commission and
additional requirements by the Coastal Commission, the Aquatic Center must abide
by various rules and regulations designed to promote use without compromising the
quality of life in the Dover Shores area. .Many of the conditions pertain to
design and construction; however, a.significant amount pertain to the facility's
general operation in the present and future.
Therefore, the Parks, Beaches and Recreation Department has developed the attached
Facilities Management Plan as a means of insuring that the operation of the
Aquatic Center meets specific conditions required during the project approval
process. In addition, the Facilities Management Plan addresses other issues which
are expected to enhance public use; safety and maintenance of the Aquatic Center
and North Star Beach. The Commission is invited to ask questions and /or comment
on the document and the anticipated Aquatic-Center programs.

SUBJECT: Request to Rename the Newport Theatre Arts Center
At the Commission meeting of November 3, 1987, a letter from Marjorie
Reday requesting that the Newport Theatre Arts,Center be-renamed in
honor of her late-husband was referred for comment to the Friends of
the Theatre Arts Center Board. At the Board meeting of December 9,
the Theatre Arts Center Board unanimously rejected the request based
om the present name recognition and identification of the Theatre.
Other ideas of honoring Mr. Reday will be discussed at the Theatre Arts
Center Board meeting of January 13; 1988. These ideas will be.presented
for Commission consideration and suggested to Mrs. Reday.

TO: Public Works Director
FROM: Building Director.
SUBJECT: Compliance of City Projects with Building Code Requirements
DA TE: December 14, 1987
I am requesting that you personally get involved with the issue of the
Corona Del Mar Youth Center which seems to be dragging on without a
resolution in sight.
As you know, Beechwood Development is constructing the Community
Youth Center under Contract #2511 under,a revised set of plans which
have not been approved by the Architect of record. On November 13,
1987, Plan Check Engineer Mike Jorgensen reviewed the revised plans
for this project and issued the following three corrections:
1. Bert Tarayao-must sign the revised plans.
2. Corrected civil /grading and site plans must be submitted by
Duca -McCoy and Bert Tarayao. These plans must be reviewed
and approved by Rick Higley.
3. Retaining walls are structurally OK pending grade and elevations
with the revised grading details.
On October 30, 1987 Ken Perry wrote a letter to Bert Tarayao stating
that the location of the Youth Center building had to be modified and
requested that the original grading and civil drawings be changed to
reflect this. Since that time, 45 days have passed and in spite of stat-
ing that time is of the essence, nothing has been received by our office.
In a situation like this, we always issue a Stop Work Order until the ap-
proved plans match the field work. Fortunately, Beechwood Development
is a very conscientious and competent contractor and we are letting them
proceed with the project and Les Clemmer is making inspections; however,
to proceed much longer would increase City liability beyond a point which
I can accept. i am therefore setting January 15th as the deadline by
which we must have an approved modified set of plans or it will be nec-
essary to stop the project until this happens. At that time, it will have
been 75 days that Mr. -Tarayao had a chance to bring plans in compliance
with Building Code requirements.
it appears that a similar process took place when the new park at River-
side and Cliff Drive was constructed. This project was originally plan

checked by the Building Department in March of 1987. A review of the
grading and building plans required corrections. To the best of our
knowledge, these corrections were never made, a contract was let and
the park was built without issuance of a grading or building permit and
was inspected by Pat Dunigan and Gary Berger. As a result, we have
a new park today which does not comply with handrail and retaining
wall requirements. The Building Department in turn has no option but
to file the permit application with a note stating that the park was built
without proper approval and inspection and appears not to comply with
City standards.
While I

the Corona Del Mar Community
Youth Center built
under a simi-
lar set
of circumstances.

• DECEMBER, 1987 PROGRESS REPORT
Special Interest Activities
The busy fall quarter concluded this month with excellent figures for registration,
participation and revenue. Special instructional classes continued at a strong
pace with fitness, gymnastics and dance classes enrolling over 50% of the
participants. Tennis classes also registered a large number of participants.
Many classes, however, were adversely affected by foul weather necessitating re-
scheduling of classes into December. ,Staff is currently evaluating the
instructional format which may result in classes shortened from eight to six
weeks and maximum enrollment lowered from eight participants to six. Other
,.highlights for the month include the Rent -A -Santa program which enhanced the
holiday season for 54 Newport Beach families up to Christmas Eve. The final
report for the fall enrichment classes indicated that 110 elementary age children
participated in classes scheduled at four City schools.
Youth Activities
The Department sponsorship of the Orange County Flag Football playoffs showcased
many fine football teams at Lincoln Athletic Center and Grant Howald Park on
December 1 -3. The "B" Division team from Mariners defeated a team from Costa
Mesa to earn a spot in the Southern California Regional Tournament. Youth
basketball registration began as the football season concluded; practices will
is begin on Monday, January 4, at five elementary school playgrounds. On Saturday,
December 19, the Department and the Via Lido Merchants Association sponsored
the 3rd Annual Winter Wonderland. This year's event included 7 tons of snow
(shaved ice) and the enthusiastic participation of 300 adults and children.
Also included were crafts, cookie decorating and a visit from Santa who arrived
via a Police escort. The Fritz•Dudak Management Company paid the entire cost
of the snow.
Adult Sports /Aquatics
Fall adult sports leagues concluded between mi.d- November and mid - December; however,
staff was kept busy conducting winter basketball registration. A total of 42 teams
will begin play January 4, with.12 additional teams sponsor-ed•by Ford Aerospace
beginning play in March. The section's other major annual event, the Rose Parade -
excursion, will depart from Mariners Park with 128 participants at 7:00 A.M. on
January 1.
Senior Activities
The Friends of Oasis reported that their annual fund drive which culminates with
the Christmas Party was highly successful. On December 19, over 350 Friends,
members and special guests received the results, indicating that $37,000 had
been raised. Other Friends' activities included the Toys for Tots program and
a "Welcome New Members" party. The special staff project for the month, "Covering
Wings," distributed 25 blankets and collected donations to purchase blankets.
. The donations were turned over to a non - profit organization which helps the
homeless and needy in Orange County. The City is currently recruiting for the

position of Recreation Supervisor - Senior Citizens to fill the vacancy .
created by the retirement of Judy O'Shaughnessy. Notices have been sent
• throughout Southern California and have appeared in the Orange County
Register,and Los Angeles Times. An announcement will also appear in the
California Parks and Recreation Society Newsletter.

PARK AND STREET TREE DIVISION
DECEMBER, 1987 PROGRESS REPORT,
Our Park Crews performed the following tasks in addition to normal maintenance
during the month,-.of December:
Balboa Peninsula Wedge Park - General clean up and rough grading
work done for park areas. Performed preparation work for the
installment of concrete driveway and sidewalks. Poured a total
of 68 yards of concrete. Installed top soil and grading areas
for turf. Installed new automatic irrigation systems with
controller. Installed 12,000 sq. ft. of sod.
Summit and Seashore - Installed irrigation system with manual
valve for preparation of landscape.
San Joaquin Median - Installed drains for six raised planters
between Marguerite and Spyglass Hills Road.
Newport Boulevard - Installed irrigation drip system for
Junipers along yard fence.
• Our Street Tree Division performed the following:
Trimmed 476 trees.
Planted 1 tree.
Removed 58 trees.
Root pruned 46 trees.
Completed 19 work requests.
•
Areas being trimmed this month are 4th Avenue in Corona del Mar, Spyglass Hills
Road, 6n&; Harb& View.
41 of the 58 trees removed were due to storm damage.
