PROCEDURAL MATTERS Item #1 - Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:06 P.M. Item #2 Roll Call Roll call was taken. Commissioners Brenner, Grant, Herberts, Konwiser, Springer, Taft and Wolfe, Jr. were present. Item #3 Approval of x Commissioner Wolfe, Jr. moved the minutes of the December 1 Minutes x x K x x x 1987 meeting be approved. Unanimous. Item #4 Adoption of Agenda The agenda was•adopted as presented with the addition of Dedication Request for Cliff Drive Park and Director's Leave•and Surgery. Mark Deven passed out a report, Dedication Request for Cl-iff Drive Park,-which was received after public posting of the agenda for-the Commission's consideration as an Action Item. Mr. Deven reviewed the request from Mrs. Margit Motta requesting a plaque and benches be dedicated in the memory of her father at Cliff Drive Park. Mr. Deven also reviewed the Ralph M. Brown Act in accord- ance with Council Policy A -9, City Council Committees, for the Commission's determination if this item should be considered as an Action Item. x Following discussion on Council. Policy A -9 as it pertains to Mrs. Motta's request, Commissioner Taft moved that this x x x x x x x item be considered as an Action Item at the February 2, 198 meeting. Unanimous. Chair Brenner announced that this item would be addressed following the Commission Special Recognition Awards since Mrs. Motta was present to address the Commission. PRESENTATION'OF SPECIAL RECOGNITION AWARDS Mark Deven reported that the Youth Flag Football team from Mariners School and a team composed of players from Andersen and Harbor View Schools advanced to compete in the Orange County Tournament. The players are being honored for their skill and achievement at this meeting. Jeff Bertonneau, Coach at Andersen School,•and John Perry, Coach at Mariners School, were introduced. Both coaches thanked their players and parents for all their support. Chair Brenner announced each athlete as Commissioner Taft presented the,indivi.dual Special Recognition Awards. Following the presentations, a group picture of each team was taken. III. ACTION ITEMS Item #5 - Commission Community Service Awards Nominations Commission Community Mark Deven gave a brief background of the Commission Service Community Service Awards program and reviewed staff's Award nominations as follows: Dr. Arthur Walton for his contribu Nominations tion to the City's youth track and field meets and creation of the cultural exchange meet with the City's sister city, Okazaki, Japan; Rochelle O'Donnell for her efforts in implementing the special interest and enrichment program at the elementary °schools; and Boyd'Stillings for his many volunteer services, art work and printing talents at Oasis. Mr. Deven asked for additional nominations and Commissioner Grant nominated Bill Singer, who initiated Newport National Little League within the City and who has contributed a tremendous amount of time and effort towards this very successful program. x Commissioner Springer moved thecfour nominations as x x x x x x x submitted be approved. Item #6 - Beach Volleyball Rules and Regulations Beach Volleyball Mark Deven reviewed the background of the Beach Volleyball Rules and Rules and Regulations and summarized staff's and the Regulations General °ServiFes Director''s comments and recommendations. Mr. Deven referred-to Mr. Niederhaus' December 15, 1987 memorandum wherein he stated the volleyball courts at Corona del Mar Beach should remain as they are with the majority parallel to the ocean, for the purpose of easier beach cleaning with their mechanized equipment. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 3 City Council Chambers 7 p.m. INDEX Mr. Deven reviewed the impact of parallel courts which can adversely affect tournament play at Corona del Mar Beach. The City's summer tournament director and the volleyball players prefer a perpendicular set -up at this location for the reasons outlined in the report submitted to the Commission. During discussion of the Resolution, both Commissioners Springer and Taft agreed the court at China Cove is not an approved court, however, there are no problems at this site. In view of this, Commissioner Taft recommended Item 2 of the Resolution read...playing zones "unless reviewed by the Parks, Beaches•and Recreation Commission and authorized as an exception." Commissioner Herberts recommended Item 2 read ... playing zones "unless a'specific request is made to the Commission for special consideration due tounusual circumstances." • Commissioner- Springer suggested Items 6 and 7 read... include.a map and' "proof of attempt to notify neighbors" within two hundred feet... Commissioner Grant recommended Item 10 read... volleyball courts, restrooms, "and the overall needs of the general community and other factors as deemed necessary by the Parks,MBeaches and'Recreation Commission." During discussion of the courts at Corona del Mar State Beach, Commissioner Herberts stated the Commission should consider the issues which best serve the recreational needs of the community. i Commissioner Taft pointed out that the volleyball players do`an excellent job of policing and cleaning the court " areas. The three months during the summer are the only time beach maintenance is a problem in Newport Beach. Motion x Commissioner Springer motioned that Item #2 of the Ayes x x x Resolution be changed to read... "volleyball playing zones Nays x x x established herein unl'ess'authorized by the Parks, Beaches and Recreation Commission as an exception. Volley- ball nets shall be installed perpendicular to the ocean except at-Corona' del: "Mar State Beach which shall have four • (4) parallel courts and two (2) perpendicular courts." Motion carries. Paragraphs ,6 and 7 to read...include a map and "written acknowledgement or proof of attempt to notify by certifed mail from the neighbors within two hundred feet (200') of the line of sight of either side..." Paragraph 9 corrected to read as submitted in the staff report. Paragraph 10 to read... "existing volleyball courts, rest - rooms, and the overall needs of the community, or other considerations as deemed necessary by the Parks, Beaches and'-Recreation Commission." In addition, on the Approved Locations List, the 24th Street location to read "Post for Removal'." • Unanimous. Item. #7 - Capital Improvement Project Priority Recommenda- Capital Improvement tions Project Commissioner Wolfe, Jr. reported the Preliminary Proposals Priority for,FY 198889 as submitted are fisted in tentative Recommenda- priority. Most of the proposed improvements are for tions existing facilities. Following the Commission's recommenda- tions, the list will be submitted to the City Manager. Mark Deven reproted that during the past month it has come to staff's attention that roof replacement /repair is needed at Oasis for approximately $25,000. Commissioner Konwiser recommended the list not be priorit- ized and that the amount for Item #5, Replace Asphalt Pathway at Eastbluff Park, be cut back or the item deleted from the list. Commissioner Grant referred to the above mentioned Item #5 and stated he consulted with the Park and Street Tree Superintendent who said this is an access road and also used by walkers. Hence, it can be left as is. • Commissioner Konwiser suggested that Item #15, Install Tennis Court Lights at San Joaquin Hills Park, be the last item with a zero dollar amount since it will be financed through a reserve fund. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX The Commission reviewed the proposed projects and then determined that the list be considered by the City Manager in no particular priority due to the importance of all the projects. Motion x Commissioner Wolfe, Jr. moved the Commission approve the Ayes x x x x x •x x Capital Improvements list as submitted by the Capital Improvement Committee with the addition of Oasis Roof Replacement /Repair. Unanimous. IV. PUBLIC COMMENTS V. DISCUSSION ITEMS Item #8 - Dedication Request for Cliff Drive Park Dedication Request for Mark Deven reviewed and clarified Mrs. Motta's request for Cliff Drive the proposed benches and plaque to be located in Cliff Park Drive Park in memory of her father who recently passed away inasmuch as Mrs. Motta indicated her desire to address the Commission. Mrs. Motta is asking the Commission's consideration of her request since a memorial service and possible dedication will be held later this month. Mr. Deven passed out pictures of the proposal and explained the locations, dimensions and installation of the benches and plaque. Should the Commission approve her request, one plaque wouldbe installed immediately. Mrs. Motta would reimburse the City for the purchase and installation. Mrs. Margit Motta, 2700 Cliff Drive, addressed the Commission. She explained that due to the Director's illness and holiday.season her' request was delayed and is now being presented to the Commission as an urgent item. She stated her willingness to reimburse the City immediately and her interest in a living memorial to her parents. Mark Deven pointed out that the plaque proposed would not be a maintenance or liability problem to the City. During discussion, Commissioner Springer stated the Commission's policy has been to accept donations such as trees, benches and-drinking fountains, however, the Commission has-been opposed to individuals purchasing plaques and a precedent .established. • Commissioner Konwiser stated he felt a plaque would be justified if an individual had an overwhelming involvement in a specific area. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Commissioner Grant suggested a written policy on this matter be sent-to any applicant requesting a dedicated plaque. He also advised that an acknowledgement in writing could be sent to Mrs. Motta as official recognition of the benches. Chair Brenner then summarized the discussion and reported the Commission will review and take action on Mrs. Motta's request next month. Mrs. Motta can, however, appeal to the City Council. Chair Brenner asked Mr. Deven to formulate in draft form a written policy pertaining to a request for a dedicated plaque which would be placed on the February 2 agenda as an Action Item. Commissioner Grant suggested-the issuance of a Certificate•be included in the draft policy. Item #9 - Newport Aquatic Center Facilities Management Plan Newport Aquatic • Mark Deven reviewed the development, operation•, funding Center and programs of the Newport Aquatic Center. The Facilities Facilities Management Plan is presented to keep the Commission informed Management Plan On January 16, 1988 at 10:00 A.M. the Commissioners are invited to attend the Center's formal dedication. Commissioner Grant suggested a liaison to the Center be appointed. Mark Deven volunteered to communicate the Commission "s interest in this regard and will report back the Center's feelings on this idea. Item #lA - Holiday Craft Fair Holiday Craft Mark Deven referred to the letter from Mrs. L. Forbes in Fair the Commission's packet. He stated the Department has not been able to substantiate all of Mrs. Forbes' concerns. The concept of the Fair was reviewed by the Recreation Program Committee and this Commission, however, it actually resulted in a commercial flavor which some found offensive. If the Fair is conducted next year, a different format will be used-, possibly using the Oasis Center or the Lincoln Gymnasium, and the Fair would display /sell non - commercial items. • Commissioner Springer objected to the heavy traffic con- gestion which occurred and Mr. Deven agreed this was a real �,r problem which will be corrected in the future. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 7 City Council Chambers 7 p.m. INDEX Chair Brenner asked Mr. Deven to address a letter to Mrs. Forbes that this Commission is aware of the problems and shares.her concerns; and that arrangements will be made next year to correct these problems. Item #11 - Citizens Advisory Boards Citizens Advisory Mark Deven stated this report was included in the Commis =-- Boards sion's packet for their information-at the request of the City Manager. Chair Brenner suggested the report be included in the Commission's forthcoming orientation manual and will be disussed more fully at a future meeting. Item #12 - Commission Committee Reports Commission Committee Commissioner Wolfe, Jr. reported Capital Improvements were Reports covered'under Item V. Commissioner Herberts reported the • Street Tree Committee did not meet this month. The side- walk work on Poinsettia is not yet completed. Commissioner Taft reported the Recreation Program Committee did not meet this month. Commissioner Springer reported the Oceanfront and Beach Committee did not meet this month. Commissioner Konwiser stated there was no report on Facility Evaluations this month. Commissioner Konwiser reported the Budget Committee meeting was postponed. Item #13 - Commission Liaison Reports Commission Liaison Commissioner Wolfe, Jr. reported the Friends of Oasis are Reports happy and he would like a report from staff including facts and-figures on-the proposed Human Services Center building. Mark Deven reported job announcements are in the newspapers and state -wide recreation publications for a Recreation Supervisor for Oasis. The closing date is February 12 which will be followed by interviews. Selection should be made by the end of February. Chair Brenner suggested ads be placed in senior publications. Mark Deven advised he will contact the Orange County Senior Citizens Advisory Board. • Commissioner Wolfe, Jr. announced $37,000 was raised.at Oasis' annual funding campaign and $15,000 was received January 4. CITY OF NEWPORT BEACH arks, Beaches .& Recreation Commission City Council Chambers 7 p.m. INDEX Commissioner Grant said he'spoke with Rae Cohen regarding the Theatre Arts Center and was advised that lights are needed. Mark Deven reported the Friends of the Theatre Arts Center rejected Marjorie Reday's request to rename the Theatre in honor.df'her late husband, however, the Friends are considering other areas of recognition for Mr. Reday. Item #14 - Status of Capital Projects Status of Capital Mark Deven referred to and briefly explained the Building Projects Director's memo to the Public Works Director concerning the possible delays at the Corona del Mar Youth Center. Chair Brenner said she talked to Bert Tarayao, who told her data provided by the City was not accurate. He also stated that revisions to.site /grading plans costing $500- $600 have to be prepared. Mark Deven will investigate further and express the Commission's concerns to the • Public Works Director to get the issue resolved. Commissioner Herberts complimented the City crews on the fine job they did at West Jetty Park. Mark-Deven passed out the estimated project time line for the Lincoln-Athletic Facility for the Commission's information. Since the facility is leased to the City by the School District, there may be some delays, however, extra weeks are included in the time line. Item #15 - Recreation Division Recreation Division Mark Deven reported the month of December was extremely busy and the Winter Wonderland program was a great success. The,Via Lido Merchants underwrote the 7 tons of snow for , $400. The Department is researching ways to improve and enhance its programs, particularly the tennis program. Commissioner Grant reported two youth basketball organiza- tions are competing for ,fl'oor space and asked Mr. Deven to research this problem and report back at the February 2 meeting. f. Chair Brenner commended the.driver of the Brown Van (Gene Bethe) at Oasis- °for helping an elderly lady who accidently slipped and fell' near her home. Item #16 - Park and Street Tree Division Park and Street Chair Brenner asked that the tree removal problems at 303 Tree Poinsettia be included as an Action Item-on the February 2 Division agenda. Item #17 - Director's Leave and Surgery Director's Leave and The Commission expressed their concern and best wishes for Surgery Ron Whitl•ey's•surgery scheduled for January 8. VI. Dottie F o r, Secretary Item No. 5 CITY OF NEWPORT BEACH • Parks,,Beaches and Recreation Department DATE: January 26, 1988 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: Tree Removal Request - 303 Poinsettia Recommendation: Retain the parkway trees at 303 Poinsettia and authorize staff to transmit to the property owners: 1. The Commission's final action on this matter. 2. The procedure for appeal to the City Council. Background: The subject trees came to the attention of the Park and Street Tree Committee in August, 1.987, when the committee denied a removal request by the property owners. The entire Commission considered the owners.= . appeal in December and directed staff to root prune each tree to sidewalk level. The Park and Tree Maintenance Superintendent indicated in a report to the Commission that the trees cannot be root pruned and remain in a safe condition. In looking at the trees, it appears that at one time there was a planter around the trees which would cause the roots to be so high. Attei tion: Jack S:r•ooks I just learned that my request earlier this year to have the City remove two problem trees from the parkway in front of my home had been deni ed by the PB &R Commission in August. ?s ?y home is at 303 Poinsettia Ave., Cornna del L�'_a.r. I appeal the decision and ask it be reconsidered or overruled for urgent safety reasons. i:ty wife and I are both senior citizens over 65 and we have visitors who are even older, more frail and Infirm, who must cross this parkway to get into or out of their parked cars. The two trees have grown enormous roots above Uround that are long, twisted andfgnarled that rise 2, 4, '6, ar:d even eight inches above ground lev.1 in different places. They have cauped need to rebuild sidewalk squares twice since 1978 and may well again. They interfere with my desire to lay red brick or blocks in the parkway as nearly All my neighbors have done on my side of the street. I was told these are Brazilian 'fig trees. They shed a lot of leaves and red berries off and on all year round, and they are prolific and they grow hundreds of nevr seedlings easry year that I must cut off - -so that if the City would replace them with young, smaller trees, I 'mould preferEr'atly a different kind of tree. Commission approval will be transmitted to the City Council for further consideration. 1. For the period of April 1 through October 31, 1988. 2. That the Canoe Club strictly observe all Newport Beach Municipal Codes Sections pertaining to dogs, picnics and litter. 3. That no trailer storage be allowed at any time on North Star Beach. • 4. Trailering of Outrigger Canoes to and from North Star Beach is prohibited. before 9:00 A:M. and after 4:00 P.M. 5. That the Canoe Club be prohibited from working out prior to 7:00 A.M. and after 7:00 P.M. 6. All cars are to be parked within the parking lot area and not in the residential community. 7. Canoe storage shall be on the southeast portion of North Star Beach. 8. That the Canoe Club store a maximum of six (6) Outrigger Canoes. 9. That workout attendance and parking use be restricted if necessary due to activity emanating from the Newport Aquatic Center., 10. That the Canoe Club provide•a Certificate of Insurance naming the City of Newport Beach and the Newport Aquatics Center, Inc. as additional insured for comprehensive general liability on amounts established by the Safety and Insurance Administrator., 11. That non - conformance with the above conditions will result in immediate termina- tion of the permit. Discussion: •The attached request is consistent with previous requests and the recommended conditions are consistent with the Newport Aquatic Center Facility.Management Plan,. Last year. no problems were experienced from the Canoe Club's use of North Star Beach. The Imua Outrigger Canoe Club is requesting permission to use North Star Beach during the months of April 1988, through November 1, 1988. We are aware of the rules and regulations in conjunction with the usage of the beach. 1. Strict observance of all Newport Beach Municipal codes pertaining to dogs, picnics and litter. 2. The individual or organization for whom the resource is to be dedicated should have made a significant contribution to the City of Newport Beach and that evidence of such contributions must be presented to the Commission if the dedication request includes the installation and public display of a plaque. 2. Size, species and location of trees and plant materials shall be determined by the Park and Street Tree Superintendent; specifications and location of is benches and picnic tables shall also,be determined by the Park and Tree Maintenance Superintendent. 3. Specifications for playground equipment and community center equipment/ furnishings shall be determined -by the Recreation Superintendent except for donations to Oasis Center which shall be determined jointly with the Friends of Oasis. 4,. All plaques should be kept to a minimum-size not to exceed 36" x 36" and shall be installed flush with the ground or other surface. Background: At the Commission meeting of January 5, 1988, Chair Brenner requested staff to present a recommendation regarding criteria for dedicating park resources. The drafted criteria reflects the Commission's consideration of ,a dedication request and approved criteria presented on April 3, 1984 and reaffirmed by Commission action on January 6, 1987. The criteria attempts to provide a comprehensive approach by including addi- tional kinds of donations under the term, "park resources." Dedicated donations which do not include the installation and public display of a plaque shal'1 also meet the recommended criteria, but should not need to be reviewed by the Parks, Beaches and Recreation Commission. It further is felt that staff and the Commission should encourave other donations, i.e., benches, picnic tables, drinking fountains, outdoor showers, etc. It may be prudent to develop criteria for this. type of donation. Recreation Programs Reports Mark Deven reported the following new programs were discusse for fall, 1987 by the Recreation Programs Subcommittee: Etiquette for Pre - Teens, Cotillion Class_, Potential Coopera- tive Programs with the Orange.County Performing Arts Center, Expansion of Enrichment Classes and Badminton for Youth. Mr. Deven also reported that §ince the Community Youth Center has become a facility where working mothers drop their children off, the facility is now open until 6:00 P.M. durin the week and closed on weekends. The Department is also -considering the possibility, of an extended day care program at the new Community Youth Center and Mariners Park. r�L Item No. 8 CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department DATE: January 26, 1988 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: Additional Restroom - West Newport Park Recommendation: If desired and feasible, approve in concept the use of the concrete pad which forms the existing basketball court at West Newport Park as the location for an upgraded and expanded restroom facility servicing West Newport Park. Background: The preliminary Fiscal 1988 -89 Capital Improvement Budget contains an appropriation to remove the existing basketball court-and construct a new court in the area framed by the handball and tennis courts. In consideration of this project, the existing concrete pad was to be removed and the area would be prepared for turf and irrigation consistent with the existing landscape plan. In cooperation with the West Newport Beach Association, the Public Works Department is considering a number of alternatives to address public restroom deficiencies in the West Newport area. The Association lists four recommendations in correspondence addressed to Councilwoman Plummer-(attached), the first being that the existing facilities at Seashore and 58th 'Street should be upgraded and expanded. Although still in operation, the existing restroom facilities at 58th Street have deteriorated. The Public Works Department has recommended that an upgrade /expansion of the facility include complete removal of the existing building and fixtures. One block to the west, the concrete pad which forms the basketball court would seem to support a larger facility,, and preliminary indications are that the costs would be about the same. Should the Commission approve this recommendation, staff would work closely with the Community Association and nearby residents and report back before developing the project in more detail. In addition to consideration of the 58th Street recommendation, the Public Works Depart- ment requests Commission direction regarding construction of a restroom facility at the Wedge. The Department's completion of landscape improvements at West Jetty Park and the continuing need for beach restrooms beyond Balboa Pier are factors which merit consideration at this location. The Public Works Department will work closely with Peninsula area community associations regarding neighborhood acceptance of a restroom in the area. At the November meeting, their findings were discussed and the Board voted unanimously to communicate the following to,you .on behalf of our memebership. Attachment-1 displays a line /scale drawing showing the location of restrooms available to visitors to the five -mile beach between the Santa Ana River and Peninsula Point. • RECOMMENDATIONS: 1. The existing facilities located in West Newport Park at Seashore and 58th Street should be upgraded and expanded. 2. If funds are available for additional facilities, first priority should be given to building facilities near the intersection of Seashore and 46th Street and second priority to building facilities adjacent to the Santa Ana River. 3. Small discreet signs should be strategically located directing visitors to facilities locations. 4. The possible use of underground facilities should be considered for future construction. DISCUSSION /RATIONALE: 1. The area of maximum visitor use in the entire five - mile stretch is between Newport Pier and 58th Street.. The only existing facilities along the 1.6 miles between these points are at the new park on Balboa Blvd. at 38th Street. This area is also activity intense due to close proximity of 4 tennis courts, 4 racquetball courts, a basketball court, and a parking lot. • 2. The existing facilities at 58th Street are located on a City owned park where the depth of the park (from Seashore sidewalk to Pacific'Coast Highway sidewalk is 160 ft. versus °al a 60 ft, depth of the new park being developed at Seashore and Prospect. With the addition of the new restroom facility currently under construction at Seashore and Orange, the area between 58th Street and Orange will have more restroom facilities per mile than any other area. The maximum distance a visitor might have to walk to facilities is half the distance he might have to walk in the area between 58th and Newport Pier (area of maximum visitor use).. 4. Specifically, the Commission directed staff to work closely with the Friends of Oasis in order to develop the necessary justification required to request funding over a three year period. The staff position that more information should be acquired prior to developing the project from its conceptual stage was reaffirmed at the Friends of Oasis Executive Board meeting of January 11 and Long Range Planning Committee meeting of January 13. Both,groups reaffirmed their support of the staff position. The Long Range Planning Committee determined that the following research should be initiated: 1. Formulate a Needs Assessment Survey administered to the 3,000 members of the Friends of Oasis. 2. Formulate a Needs Assessment Survey administered to a representative sample of 'Newport Beach adults over 55 years of age in each Coun'cilperson's District. 3. Develop a comparison of services provided at other government, public or semi - publ'ic_institutions within a five mile radius of Oasis Center. 4. Develop a priority recommendation of facilities and amenities for the new building. 5. In cooperation with the Public Works Department, provide construction alternatives. The Friends of Oasis expressed their desire to delay further action until the seating of new Board members in March and new Committee assignments .followding•election,'of:-; a new President. Similarly, the continued staff support of this project would be better served if delayed until the appointment of a new Recreation Supervisor. The Commission is invited to comment regarding the Department's administrative policies for youth athletic field assignments divided between five youth sports organizations and two City administered youth sports leagues: Discussion: Approximately 250 youth sports teams are formed yearly among the five youth sports organizations and City youth sports programs. In addition to competing for limited City athletic fields with over 250 adult softball teams registered annually by the •Department, all participants compete with over 150 inter - scholastic teams affiliated with the Newport -Mesa Unified School District for school athletic facilities. Seasonally. scheduling hundreds of teams during peak evening and weekend periods is hampered,by a lack of lighted facilities, access and off street parking and the fact that most City parks are simply too small to accommodate full size soccer, football, baseball or softball fields. In addition, sports such as soccer, softball and base- ball are conducted on a year' -round basis. To address the continued growth of organized youth sports and limited facilities, the Department began a permit /reservation process based on the following criteria: 1. Youth Sports Commissioners are invited to submit field use requests on a bi- annual basis. 2. Fall (August - January) seasonal scheduling priority is provided to American Youth Soccer, Coast Soccer and Junior All- American Football. 3. Spring (February - July) seasonal schedul -ing priority is provided to Newport .National Little League and Harbor Area Baseball. 4. Adult softball programs maximize less developed athletic fields on City and school facilities. These facilities are less desired by the youth sports organizations. The bi- annual scheduling policy is enhanced by coordinating meetings which all •Commissioners attend. Conflicts are discussed and scheduling changes are developed, proposed and agreed to. The continued growth of youth and adult sports programs requires a comprehensive approach to facilities, training and scheduling. The Department will begin programming and scheduling of Bonita Creek Park this spring. 31 n LJ • -2- A refurbished Lincoln Athletic 'Facility should be completed by the spring /summer of 1989. Tentative plans at this time will be to centralize adult sports use at Bonita Creek Park and maximize neighborhood parks and Lincoln Athletic Facility for youth sports organizations. Specifically, Commissioner Grant stated some concerns regarding the possible conflicts between the Boys Club youth basketball program and the youth basketball leagues conducted by the Department. These conflicts could become apparent in terms of participation and facilities. Discussion: The recent history seems to fndfcate that both programs can coexist without conflicts. The Department's program provides supervised practice at neighborhood elementary schools three days per week immediately after school for approximately two hours. The Boys Club program practices at the Eastbluff or Lincoln gymnasiums in the late • afternoon or early evenings. The Department's program conducts weekly games on Saturdays at the Lincoln gymnasium as opposed to the week night game schedule for the Boys Club. The Department's coaches are actually paid recreation leaders trained and certified through the National Youth Sports Coaches Association. The Boys Club utilizes volunteers who are also trained through a Fundamental's Clinic conducted by a college or high school coach. Registration for the Department program is conducted at each elementary school site, while the Boys Club conducts a draft /tryout system. Finally, the Department's program is offered for $20 and includes a jersey and trained supervision. The Boys Club requires membership which is $25 annually and $50 for the program. The Department's youth sports programs are the only activities offered which allow participation despite a lack of funds. Of the 120 participants in this year's program, approximately 5% have applied to have the registration fee waived. Summary: Youth basketbal'1 programs offered through the Department and the Boys Club do not appear to be in conflict from the staff perspective. In fact, approximately 20% of the 80 elementary school -age participants in the Department program play in the Boys Club Teagues. Practice and game schedules, fees and staffing appear to compliment each ,program. The only facilities conflict noted by staff has occurred due to the Department's week day afternoon use of the Lincoln gymnasium for the growing youth gymnastics program. The Commission should also note that the registration fees offset all supply expendi- tures. The only tax - supported expenditure:is the hourly salaries paid to the supervising recreation leaders. This year's expenditures project to $58.00 per '33 participant for the ten week program, or under $6 per child per week. City Yards - Planted trees along fence facing Newport Boulevard for visual screen protection. Our Street Tree Division performed the following: Trimmed 766 trees. Removed 10 trees. Root pruned 9 trees. Completed 11 work requests. Areas being trimmed this month are the Corona del Mar Eucalyptus, Harbor View Hills, and the Ficus on Pacific Coast Highway the last week of the month. �rwwv' r1 L-A • • Item No. 18 RECREATION DIVISION JANUARY, 1988 PROGRESS REPORT Special Interest Activities The winter registration period ended and programs began January 18 with adult fitness and youth gymnastics enrolling over 425 participants in several different classes. The Department also enrolled close to 100 infants and toddlers in special parent /child classes. Golf instruction and ice skating also showed strong enroll- ment. The enrichment program also showed strong enrollment, especially between Harbor View and Andersen School's which enrolled 90 and 85 children, respectively. Tennis registration decreased slightly in comparison with the enrollment period for the 1987 winter program. Youth Activities The youth basketball program began league play on Saturday, January 16rafte' r. weeks of practice,. The "pee wee" division (6 -7 year olds) '.began_ play at 9:00 and elementary age groups play from 10:15 A.A.M., - 4:15 P.M. each Saturday at Lincoln gymnasium. In cooperation with the Youth Council, Department staff developing a high school beach volleyball tournament at Corona del Mar Beach will be scheduled in late May or early June. Staff is also researching the feasibility of a high school age surfing contest for September, 1988. Youth organizations have submitted•their spring /summer facility requests -and staff the process of finalizing scheduling of City athletic facilities for the six period beginning February 1. M. the is which sports is in month Despite the fact that winter is usDa1ly an off period for sailing classes, the Department is encouraged by the acceptance of a new combination sailing,class which offers instruction in four different sailing craft. Two weeks of instruction are combined in an eight week program on Sabots, Lido 14's, Catamarans and Sailboards. Eleven participants have enrolled at a fee of $84. The Department's second winter softball season recorded an increase of fifteen teams to a total of forty over the winter of 1987. Senior Activities The Oasis schedule included a volunteer afternoon tea on January 21. In what should become an annual event, Department staff provided tea, refreshments and coordinated a fashion show for 130 volunteers who attended the 90 minute program. The Department also coordinated a "Custodial Care Ihsurance Policies" lecture at Mariners Park on January 20 and continued the on -going programs, including the Caregivers Support Group and walking classes. Administrative staff is working closely with the Friends of Oasis Executive Board to insure the Friends' participation in the Recreation Supervisor sel•6ction process. Ed Williams and Dr. Jim Delamater, both executive board officers and long time members of the Friends, will serve on the interview panel.
