Item #1 - Call to Order Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:03 P.M. Item #2 —Roll Call Roll Call Roll call was taken. Commissioners Brenner, Grant, • Herberts, Konwiser, Springer, Taft and Vandervort were present. Item #3 - Approval of Minutes Approval of Minutes Motion x Commissioner Herberts moved the minutes of the October 4, Ayes x x x x x x x 1988 meeting be approved. Unanimous. Item #4 - Adoption of Agenda Adoption of Agenda The agenda was adopted as presented with the addition of Mariners Point Project, Park Place Property, Cliff Drive Park and Recognition of Newport Area Olympians. II. ACTION ITEMS Item #5 - Volleyball and Miscellaneous Oceanfront Equipment Volleyball and Miscel- Applications laneous Commissioner Taft, Chair of the Oceanfront and Beach Oceanfront Committee, announced he would give a brief review of re- _ Equipment quests to the Committee and their subsequent recommendations Applicatior which would be followed by public testimony and discussion by the Commission. The first item was Play Equipment on Public Beaches. Commissioner Taft explained that homeowner associations were contacted for their response and the only one received was from the Balboa Peninsula Point Association requesting that no play equipment be installed. Therefore, this was 3 the Committee's recommendation. Commissioner Taft pointed CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 2 City Council Chambers 7 p.m. INDEX out that if, in the future, Associations desire an instal- lation, the Committee would be glad to consider them unless the Commission votes to ban playground installation on City beaches. Mr. Matt Regan, 194 W. Oceanfront, addressed the Commission ' and asked for a definition of pl'ayground equipment. Commissioner Taft replied this would include slides, swings, trampolines, etc. for children. Commissioner Brenner suggested the subject be kept open for future action since it was not discussed by the Corona del Mar Residents Association where she resides. Motion x Commissioner Springer moved to adopt the Committee's Ayes x x x x x recommendation that no playground equipment be installed at the present time. Unanimous. • Commissioner Taft referred to the playground equipment at 620 W. Oceanfront. Staff recommends removal since it doesn't comply with established rules and regulations. The petitioner, Dorothy Beek, has indicated it will be removed by November 18 and the Committee agreed with staff's recommendation. Mr. F. Richard Jones, 616 W. Oceanfront, addressed the Commission. He reported that since children use this equip -' ment, it would be acceptable to him to keep it. Mr. Mike Carden, 614 W. Oceanfront, addressed the Commission and agreed with-Mr. Jones. He said that since the equipment is used, is not hazardous, and is maintained, he has no objection to its retention. Director Whitley reported that.this play equipment was not installed by the City, however, the City has liability should there be an accident. He also advised there are specific standards for play equipment in City parks and those on the beach probably wouldn't pass. He pointed out, however, if the homeowners associations are agreeable, the City could budget for equipment, install it, and assume responsibility for it. Commissioner'Vandervort said she has no objection to any of • the equipment with the exception of the trampoline. Chair Konwiser and Commissioner Springer both agreed the City has an obligation to comply with established standards. y 'CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 3 City Council Chambers 7 p.m. INDEX Commissioner Grant concurred.and explained that there are approved manufacturers of play equipment to minimize the City's liability and, as such, equipment not manufactured by those approved should be removed for safety purposes. Commissioner Herberts suggested notifying the homeowners associations that private equipment will be removed. Chair Konwiser advised that if ,a reasonable amount of people and /or homeowner associations address the Commission on this issue, it will be reconsidered. Motion x Commissioner Brenner moved to instruct Dorothy Beek to re- Ayes x x x x x move the play equipment due to liability and advise her she can address the Commission with a specific request for replacement if there is'community support. Unanimous. Commissioner Taft reported the Committee recommends removal • of the play equipment at 1213 E. Balboa. Commissioner Grant suggested staff contact Mr. Sindoni advising him that if enough people in the area want play equipment, they should address this Commission. Motion x Commissioner Brenner moved that the play equipment at 1213 Ayes x x x x x x x E. Balboa be removed and advise Mr. Sindoni he can address this Commission with a specific request pertaining to installation of new equipment. Unanimous. Commissioner Taft reported the volleyball facility at 1123 -1129 E. Balboa requires further investigation since some of the poles are on private property and may contain toxic substance. He suggested these factors be determined and the subject be brought before the Commission at their December meeting. Motion x Commissioner Springer moved this item be continued. Ayes x x x x x x x Unanimous. Commissioner Taft referred to the volleyball court at 814 W. Oceanfront. The Committee determined that since the court is well placed and causes no problems that it be placed on the approved-list. Commissioner Vandervort questioned the size of the poles and Commissioner Taft informed her that official poles can be installed. 5 Mr. Matt Regan, 194 W. Oceanfront, addressed the Commission CITY OF NEWPORT BEACH arks, Beaches .& Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX and asked that these poles, although not in conformance, be retained since there is a special crank attached for the net which provides a great convenience for them. Motion x Commissioner Vandervort moved to accept the Committee's Ayes x x x x x x x recommendation that the existing court be retained and painted blue to signify the City's approval. Unanimous. Commissioner Taft reported the Committee recommended the court at 924 W. Oceanfront be placed on the approved list. Motion x Commissioner Springer moved to accept the Committee's' Ayes x x x x x x x recommendation. Unanimous. Commissioner Taft reported the Committee recommends that the volleyball court in front of 616 W. Oceanfront be placed on the approved list provided regulation poles are used and the court is installed with poles perpendicular to the • property line and at a distance of '50' from the property line. The courts do not comply with these three.require- ments at the present time. Motion x Commissioner Brenner moved to accept the Committee's Ayes x x x x x x x recommendation. Unanimous. Commissioner Taft referred to the vol'Teyball court at 216 E. Oceanfront and reported the Committee recommends that this court-at the end of Coronado Street on the Ocean- front be placed on the approved list as is. Mr. Chris Keyes, 304 E. Bay, addressed the Commission and asked if the City would replace the poles and paint them blue. The Commission concurred'and Chair Konwiser pointed out that the City will be responsible for this court. Motion x Commissioner Vandervort moved to adopt the Committee's Ayes x x x x x x x recommendation. Unanimous. Commissioner Taft reported there are two volleyball courts at 710 W. Oceanfront and ne'i'ther one conforms to regulation. The Committee recommends that one volleyball court in front of 710 W. Oceanfront be removed and that the other be installed with regulation poles, perpendicular to and at least 50' from the .property line in order to be placed on • the approved list. Motion x Commissioner Brenner moved to adopt the Committee's Ayes x x x x x x recommendation. Unanimous. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX Commissioner Taft referred to the volleyball court at 400 E. Oceanfront and reported a request had been received for removal due to noise and nuisance. The'Committee reviewed this request and found that the existing court was at least 100 feet from the property line and well situated. There- fore, they are not recommending ifts removal. Mary Jones, 410 E. Oceanfront, addressed the Commission. 'She objected to the court located near her home since noise originally from the parking lot and fire pits is now magnified by the volleyball court. She added there are problems with the-volleyball players" bicycles and also their profane language. She said she felt there are enough volleyball courts but, if necessary, one could be moved to the other side of the firepits:. The resident at 400 E. Oceanfront addressed the Commission. He stated he felt that the problems connected with the players in the past have been cleared up, and that noise from the firepits and parking lot have nothing to do with the volleyball courts. Jim Rinaldi, 402 E. Oceanfront,, addressed the Commission. He stated the players became aware of the problems last August and they have backed off; they have not heard any complaints sincd that time. Due to community benefit from the courts, he asked that the courts be retained in their current locations. Commissioner Grant suggested installing a concrete pad to alleviate the bicycle problem. Mr. Dave Krisell, 412 E. Oceanfront, addressed the Commissio . He stated the subject court is 165' from the property line and the sand level from this distance is inaudible. He also feels the players' behavior i's under control. Mr. Rex Hoover, 402 E. Oceanfront, addressed'the Commission. He feels there is no problem with the court since it is 165' out; they do not use radios; they don't drink; and they leave the area clean. He added they have a pride in their neighborhood and they also ask others not to drink and to help clean up. • Mr. Wilson, who lives on Adam Street around the corner from the volleyball court, addressed the Commission. He felt the court presents no problems and that a cement slab would be a waste of time and money. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Mr. Orville Sernbourne, who previously lived at 408 E. Oceanfront, addressed the Commission. He stated the court area is kept clean and sees no problem. Mr. Robert Foster, 404 E. Oceanfront, addressed the Commission. -He spoke of the abuse and use of the court closest to the sidewalk during the summer months, i.e., drinking, noise, profanity, etc. He suggested concern be directed to the Police Department reports of offensive behavior at this site and that the court closest to the sidewalk be removed since it is an attractive nuisance and invites liability. Mr. Bill' Blaine, 310 E. Bay, addressed the Commission. He stated he felt the court closest to the firepits is the most hazardous and that a concrete slab would not be a worth investment since the bicycles are a minor problem. He referred to the two peti.tions submitted, one from home- owners and,one from'renters, pointing out that renters have equal rights as tenants. Mr. Leonard Jones, 410 E. Oceanfront, addressed the Commission. He suggested a compromise of leaving the volleyball court up and removing the firepits. Motion x Commissioner Springer moved both'courts be approved, but Ayes x x k x x that the court closest to the residences be signed and on a trial basis to be reviewed in one year. Unanimous. Commissioner Taft advised those present that they should contact Mark Deven or himself regarding comments on relocatin the court closest to the firepits. Commissioner Taft reported the Committee recommends the volleyball court in front of 1013 E. Balboa be placed on the approved list provided that regulation poles are installed perpendicular to and at least 50' from the property line since it doesn't conform at the present time. Motion x Commissioner Vandervort moved to approve the Committee's Ayes x x x x x x x recommendation. Unanimous. Commissioner Taft thanked everyone for attending and making • orthwhile presentations. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 7 City Council Chambers 7 p.m. INDEX Commissioner Brenner questioned who determines the location of firepits and Director Whitley stated the Marine Depart- ment administers them. This Commission, however, has the 'responsibility to review and recommend to the Marine Department. It was determined that the Beach and Oceanfront Committee will consider removal of some of the fi'repits at 400 E. Oceanfront upon'input from residents and staff. Maria Gomez, 316 E. Oceanfront, addressed the Commission. She stated she would like the firepits retained but requests enforcement after midnight. Item #6 - Tree Removal Request Approval Tree Removal. Director Whitley reported the applicant's request for tree Request removal at 1500 Sylvia Lane has been processed in accord- Approval ance-with Policy I -9. The Street Tree Committee denied his request and he is appealing their decision to the Commission Further appeal would be directed to City Council. Mr. Dennis Whelan, 1500 Sylvia Lane, addressed the Commissio . He presented 13 photos illustrating the problems he feels 'are caused by the tree's root system. He referred to the Ash at 2021 Deborah Lane which was replaced with a smaller tree due to the same problems. He feels the continual growth of the Ash at his residence is doing irreparable ,dam- age to subsurface and surface areas causing difficulty and expense for him to put in a new lawn and sprinkler system. Commissioner Herberts stated she did not see that much of a problem with the roots. She stated this is an attractive large tree and suggested the Ivy be removed and the tree be root pruned. Commissioner Springer concurred with Commissioner Herberts. She added that since the tree is not dangerous, should its removal be approved, the owner should pay for this expense. Mr. Whelan stated he would be agreeable to this recommenda- tion. Mrs. Joan Whelan, 1500 Sylvia Lane, addressed the Commission' and said the roots go out, not down. She stated the City was to take out the Ivy, however, Jack Brooks informed her the property owner is responsible for the Ivy after the tree • is planted. He advised the Ash, although not on the original approved list, was installed by the Developer and sub- sequently approved by the City. a CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission City Council Chambers 7 p.m. INDEX Motion K Commissioner Taft motioned the City remove the tree at City Ayes x x x x x x expense and that two new trees be installed at Mr. Whelan's Abstain x expense within 90 days. Motion passes. Item #7 - "China House "' Donation of Parts "China House" Director Whitley reported a communication was directed to Donation of Commissioner Brenner from Mr. Ernest Schroeder for sugges- Parts tions to preserve the memory of the "China House" by using presently stored materials. Director Whitley advised,that, after review, it was deemed there are no present locations or projects for its use at this time. Commissioner Grant suggested the matter could be referred to the homeowners association, the Arts Commission or those originally interested in the project. An x Following a brief discussion, Commissioner'Brenner moved to Ayes x x x x x x > continue the item one month and meanwhile contact interested parties, including the Arts Commission. Should there be no interest or input, the Commission should decline the request. Unanimous. Commissioner Grant suggested that when soliciting input, dimensions and identification of the objects be included and that Council be advised. Item #8 - West Newport Park Basketball Court West Newport Park Basket - Director Whitley reviewed the removal of the subject court ball Court at 59th and Seashore due to complaints. 'Recommendation was made to install a half court further down at a new location. ThislA nstallatiorr will take place when the restroom is constructed. Motion x Commissioner Taft moved to so inform Ninfa O'Brien, President Ayes x x x x x x x of the Newport Shores Community Association; on November 8. Shoul& the installation not be satisfactory, consideration of their request will be addressed. Unanimous. Item #9 - Joint Meeting With City Council Study Session Joint Meeting With • Director Whitley reported the Commission meets semi - annually City Council with the City Council and their next scheduled meeting is Study Sessioi November 28, 1988 at 2:00 P.M. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 9 City Council Chambers 7 p.m. INDEX Chair Konwiser reported a meeting to determine the agenda will be held November 18 to be attended by Director Whitley, Commissioners Taft and Vandervort and himself. 'He suggested they think about what the Commission would like to accomplish and become involved with in the community during the next year. III. PUBLIC COMMENTS Director Whitley reported the Mariners Point Project at Cliff Drive Park has received approvals by the Planning Commission and City Council. The landscaping plan is now before this Commission for their review as they previously requested. The Commission's comments will be incorporated into the project as they relate to the park site. Mr. Hal Wood, Developer of the project at 3505 Cadillac, Costa Mesa, addressed the Commission. He reviewed the elevations, their impact on the park, the 30' right -of -way, • undulating /meandering sidewalk and tree relocations at the site. He pointed out that $5,000 has been donated for tree relocations to be determined by the 'Parks, Beaches and Recreation Department. Commissioner Grant questioned if there was a topo showing all the trees; Mr. Wood replied there was not, however, he would be willing to walk the site and so designate them. Dr. Jan Vandersloot, 2220 16th Street, addressed the Commission. He stated that Conditions for the site plan review included approval of the landscaping by the Parks Department. He referred to the $5,000 donation and pointed out that during relocation there will be a loss of 22 trees which could be saved and planted in the public parkway. He also referred to past public testimony opposing removal of so many trees. He added that there-is evidence that the trees are not being properly watered at the present time. Gail Demmer, 281-2 Cliff Drive, addressed the Commission and stated she appreciated being called to understand the plan. She said she felt the architect is doing an outstanding job and voiced her interest over the value of the trees and park property. She said she'was unsure about the sidewalk • from the home site and the concrete in the park. Mr. Hal Wood addressed the Commission again to explain the public sidewalk which has been approved. He also stated the trees have been watered and that many of them designated �1 for removal include very small ones. CITY OF NEWPORT BEACH arks, Beaches .& Recreation Commission Page 10 City Council Chambers 7 p.m. INDEX , Commissioner Springer voiced her concern over the fact that this Commission was supposed to review the landscaping plans and did not do so. Commissioner Herberts concurred with Commissioner Springer that this Commission should review and approve-the plan since it connects to a City park. Commissioner Vandervort felt the Commission should review/ approve the 30' easement.. Director Whitley explained the Conditions called for Department review only. Chair Konwiser noted the Commissio never had the authority to deny or approve the landscape plan. In addition, this item is under Public Comments and the sole purpose at this meeting is to hear comments•- not to review and /or approve. Gail Demmer, 2812 Cliff Drive, addressed the Commission and stated she felt this Commission should have the Condi- tions before them and that this subject should be an agenda item. Jean Galt, 406 San Bernardino, addressed the Commission and .stated the residents are most concerned about the trees and their relocation. She asked that this,be put on the 'Commission's agenda. Dr. Jan Vandersloot, 2220 16th Street, addressed the Commission and read Condition #10 that the 6' wide meandering sidewalk and landscaping are to be approved by the Public Works Department and the Parks, Beaches and Recreation Department. He supports putting this on the agenda to get more public input. Chair Konwiser recommended staff look at the Conditions to determine to what extent this Commission should be in- volved and that this be addressed at their December meeting. Commissioner Herberts suggested staff, this Commission and interested residents walk the property with the architect to decide what trees could be added to the park. Mr. Woods • agreed to do so. IV. DISCUSSION ITEMS Director Whitley reviewed the proposed change to Chapter 7 �� of the Municipal Code which would not allow dogs in CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 11 City Council Chambers 7 p.m. INDEX City parks. This was a result of complaints that children play where there are dog droppings and mowing through them is also a problem. He asked the Commission to schedule a public hearing on this matter and make a decision at their December meeting. Commissioner Grant questioned which category birds fall unde and recommended this be clarified by inclusion or exclusion. Commissioner Herberts stated she felt dog nuisances are usually caused by those not on leashes. She prefers dogs be allowed on a'.leash on park sidewalks and on the ocean- front with enforcement by ticketing for those who don't comply. Commissioner Grant suggested other City Ordinances be researched which Director Whitley will do. • It was then determined that this matter will be an action item at the December 6, 1988 meeting. The Commission "s decision will be transmitted by the Police Department to the City Council. Item #11 - Commission Committee Reports Commission Committee (a) Capital Improvements - No report from Chair Konwiser. Reports Chair Konwiser reported he attended the California League of Cities in San Diego and found'it to be very enlightening. They had excellent speakers showing the complexity of running a City and the changes taking place in public life. He found it very worthwhile and appreciated the opportunity to attend. Mark Deven reported the City Council will authorize public bids for Lincoln on November 14. Construction will be 60 days late. Fields should be available this summer. (b) Street Tree - Chair Herberts reported the committee' reviewed 12 street trees. She also reported the October 25 meeting at CY.0 concerning the trees in Corona del Mar and on Poppy Street was well attended. The meeting was sponsored by the Parks, Beaches'and . Recreation Department, the Corona del Mar Residents Association and this Commission, chaired by Mr. John Konwiser. She read Commissioner Brenner's report on the meeting which concluded that the residents do not want �3 CITY OF NEWPORT BEACH arks, Beaches .& Recreation Commission Page 12 City Council Chambers 7 p.m. INDEX to lose the trees. Suggestions for solutions to the problems were also forthcoming. (c) Recreation Program - Report received and filed. (d) Oceanfront and Beach - No report from Chair Taft. (e) Facility Evaluation - Chair'Grant reported a book has been compiled to keep track of problem areas. Evalua- tion forms will also be made and mailed. (f) Budget- Chair Konwiser reported they will meet November 18. Commissioner Springer asked about the other side of Cliff Drive Park and Director Whitley advised this is delayed until the residential' development is completed. Commissioner Grant reviewed his analysis of what has been spent and where, which may be helpful when • addressing capital projects and requested staff to review and correct any mistakes and distribute to the Commission. (g) Ad Hoc Bond Issue - No report from Chair Grant, however, he stated he'would like direction from staff and this Commission. Director Whitley advised action be delayed until after the elections. (h) Chair's Report - No report. Item #12 - Commission Liaison Reports Commission Liaison (a) Friends of Oasis - Commissioner Brenner will attend the Reports general membership meeting on November 4. (b) Friends of the Theatre Arts Center - Commissioner Herberts went to the Board meeting and urged the Commissioners to see the new play, "Night Watch." She voiced her concern on behalf of those residents where elevation of homes has blocked their views. (c) CYC Booster Club - No report from Commissioner Brenner. • item #13 - Park and Street Tree Division Park and Street Report received and filed. Tree Division Jack Brooks reported grass will be put in at CYC after the parking lot is completed. They will refurbish the basketball court. Item #14 - Recreation Division Report received and filed. V. SPECIAL, URGENT OR LAST MINUTE ITEMS Director Whitley reported the Mayor will be presenting 'Procl•amatibns-to those Olympians who have lived, or do live, or'have trained in Newport'Beach. There are a total of 29 participants which includes the water polo team and those who trained at the Aquatic Center. There will be a reception at the Balboa Bay Club from 5:00 - 7:00 P.M. on November 28 to which the•Commissioners are invited. Following the reception the Mayor will present the Proclama- tions at the Council'Chambers. Chair Konwiser reported the Commission's Annual Christmas Dinner will be held at the Five Crowns Restaurant on December 13. Director Whitley reported there will be a ribbon cutting ceremony at West Newport Park on November 4. VI. ADJOURNMENT There being no further business, the Parks, Beaches and Recreation Commission adjourned at 11:05 P.M. Dear Clyda: I apologize for the delay in getting you this letter. As we had previously discussed, Jim Beauchamp and I,.at an additional cost, had the roof tile, decorative corbels, and roof beacon removed by hand. These materials have been preserved and stored in a warehouse in Costa Mesa by John Hamilton, a long -time resident of China Cove. Through the approval stage of building our new homes, there were over seventy articles written about the "China House" in the L.A. Times, Register, and Daily Pilot.. Some inquiries have indicated that it's title may be cleared by a quitclaim deed or a quiet title action. No one currently pays taxes on this property. Since Cal Trans, the County of Orange, Mobil/ Anderson, and Signal Landmark are the only possible claimants, maybe they would be wi.iling to sign a quitclaim deed, to the city of Newport Beach? Perhaps a request from our city attorney, along with a prepared quitclaim deed might be the least expensive way to get this project underway. We can provide you with documents which could save many hours of research for the title company. We have checked into obtaining a title report and found that a preliminary report will usually cost about $250 however, due to. the nature of this property it could run as much as $1,000- per Transamerica Title Ins. NOVEMBER, 1988 PROGRESS REPORT Our Park Crews performed the following tasks in addition to normal-maintenance during the month of November: Balboa Library 1. 1. Installed new irrigation system in front area of Library. 4. Performed preparation work in front area for installation of turf. Rhine Wharf Park 1. Installed concrete plaque. 2. Installed a bicentennial plaque at the base of Pine-Tree in lawn area. Peninsula Park 1. Concreted in the soccer goals in lawn area Other Areas Repaired and installed "Welcome to Newport Beabh" sign.located at Irvine Avenue median. Installed park signs at Grant Howald Park and Bonita Creek Park. Removed and disposed of two large bleachers and installed new bleachers at Community Youth Center baseball diamond area,. Preparation work was performed for the planting of Coral Trees on the arterial area between Industrial Avenue and Hospital Road on Newport Boulevard. -p- Our Street Tree Division performed the following: • Trimmed 817 trees. Planted 53 trees. Removed 4 trees. Root pruned 58 trees. Completed 14 Work Requests. • • Area being trimmed this month is Westcliff. Trees were removed at the following locations: Balboa Library Re- landscape 1 Olive 1011 Marian Lane Sewer 1 Eucalyptus 1609 Anita Sewer 1 Ficus Nitida 1601 Santiago Commission 1 Coral Trees were planted at the following locations: Balboa Library 14 Palms 615 Larkspur 1 Melaleuca Newport Boulevard 38 Corals w0 oo Item No. 15 RECREATION DIVISION • NOVEMBER,, 1988 PROGRESS REPORT Special Interest Activities As the fall season ends, classes in fitness, gymnastics, culinary arts and visual arts are winding down, with most classes ending the weeks of November 28 and December 12. Final enrollment figures indicate an increase over last year. During the weekend of November 12 -13, the Department sponsored the Holiday Arts and Craft Show at Mariners Park. Over 74 artisans and crafts makers participated and attendance was high during both days; Saturday's attendance was boosted by the presence of parents who attend youth soccer games, and the show was a welcome addition and diversion from soccer activities. Local community organizations, including a Brownie Troop from Corona del Mar, participated by selling refresh- ments. The winter, 1989 brochure, featuring,a cover highlighting the Theatre Arts Center, will be mailed the week of December 5. Youth Activities The addition of the playground equipment at the Grant Howal.d Park Community Youth Center has generated extra excitement among the Center's youthful participants. Approximately 75 chi9'dren take part in organized programming, with many more dropping by to use billards equipment, carrom games and board games. The Center has also arranged to start a movie program utilizing video cassettes rented from a local outlet. The Flag Football program finished its regular season during • the month with three teams advancing to the County playoffs, the "C" Division Andersen team, "B" Division Harbor View team, and "A" Division Newport Elementary team. The City is hosting the County Flag Football' playoffs November 29 - December 1. In cooperation with the Newport -Mesa Unified School District, 32 children were selected to attend a gala event celebrating Mickey Mouse's 60th Birthday at Disneyland on November 17. Adult Sports /Aquatics As the fall season winds down, evaluation of the sailing program reveals a sub- stantial increase over the fall of 1987, with, 143 participants enrolled' this year. compared to 40 a year ago. On November 5,, the•Department conducted an excursion to the USC vs. Cal football game .followed by a Beach Boys concert attended by 90 people. During the month, league play ended for 158 softball and basketball teams. The Department is conducting registration for the winter leagues which will begin January 4, 1989. In cooperation with Davey's Locker, a sport and fishing fair is in the conceptual-planning stage as a possible new program for spring -, which would require review by the Recreation Program Committee. Older Adults Services November was an exceptionally busy month at both Oasis and the West Newport Community Center. At Oasis, the Arts /Crafts Show involved 50 volunteers and 22 booths featuring unique handcrafted items produced by Oasis participants. Over 600 people of all ages stopped by to peruse and purchase many of the items. The • Friends of Oasis raised $3,700 which will be spent on Arts and Crafts equipment for the new building. On November 19, the flu shot clinic vaccinated 600 people, age 55 or older. The vaccines were provided by the Orange County Health Depart- ment and administered by seven volunteer nurses. In cooperation with the Friends of Oasis, staff is conducting a survey mailed out to over 3,000 members as part of a comprehensive needs assessment required to determine the necessary levels -2- and varieties of programming. In-a related development, the Friends have • contracted with a consultant to Master Plan the facility, including the addi- tional 1.06 acres in the northern portion of the property.
