Home My WebLink About08 - OASIS Senior Center - Outdoor FurnitureCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 8 January 12, 2010 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Peter Tauscher 949 -644 -3316 or pauscher @newportbeachca.gov SUBJECT: APPROVAL OF SOLE SOURCE PURCHASE FOR OUTDOOR FURNITURE AT THE OASIS SENIOR CENTER RECOMMENDATION: Approve a sole source purchase from Outdoor Design Studio to supply the newly constructed OASIS Senior Center with outdoor furniture in an amount not to exceed $76,174.00. DISCUSSION: The construction of the new OASIS Senior Center building is approximately 50 percent complete and staff is now beginning the phase of the project that includes the purchase of furniture, fixtures, and equipment (FF &E). The approved design of the building and FF &E budget included outdoor furniture. The project architect, Robert Coffee, and staff have considered and evaluated several styles that might fit into the theme of the new building while also considering how the furniture will withstand the coastal elements and heavy use. Staff in now recommending a sole source purchase of the planned outdoor furniture from "Outdoor Design Studio" located in Murrieta, California. The project architect, Robert Coffee, has worked with Outdoor Design Studio on other projects and recommends this company for several reasons: 1. Outdoor Design is a known vendor which has been in business for 15 years. 2. The materials and craftsmanship warranties are 20 and 5 years, respectively. 3. Hoag Hospital has recently purchased and placed this product at their facility. The cities of Mission Viejo and Laguna Beach have also experienced long term use of this product at their respective senior centers. 4. All of the furniture is custom made and extremely high quality when compared to off - the -shelf furniture. 5. Outdoor Design Studio has demonstrated a willingness to work with the City in making customized adjustments to their furniture in addition to extra design efforts to match the furniture design to the building design. They have done so without increasing their cost proposal. Approval of Sole Source Purchase of Outdoor Furniture for the OASIS Senior Center January 12, 2009 Page 2 6. All of the furniture is made from recycled plastic, therefore addressing the sustainability issues and supporting the LEED certification the City would like to achieve for the building. They are listed as an approved vendor by the California Department of Conservation, Division of Recycling and State Recycling Content Products Directory. 7. Their client list and reference checks verify that their products are heavily used by states, cities, country clubs, resorts and private companies due to of the durability, comfort and aesthetic quality. Staff also believes using furniture from recycled plastic material rather then metal or wood is a good idea in this application. Staff requested a furniture sample from Outdoor Design Studio, which they provided at the temporary OASIS complex. Comments were solicited from the OASIS seniors and staff with an overall positive rating. Staff provided comments on the sample design, which were incorporated into the prototype now on display in the Council Chamber's lobby and will be incorporated into the furniture manufactured for the OASIS. Environmental Review: On December 9, 2009, the City Council approved Mitigated Negative Declaration ND2008- 002 for the new OASIS Senior Center facility.
