SUBJECT: ESTABLISHMENT OF TWO CLASSIFICATIONS FOR POSITIONS
VACATED DUE TO THE EARLY RETIREMENT INCENTIVE PROGRAM
Issue:
Should the City Council approve the City Manager's
new classifications from positions that were vacated

Recommendation:
The following actions are recommended:

2) Approve the establishment of a new Administrative Support Services Coordinator
job classification in the Key and Management Unit with a salary range of $4,732 -
$6,658 per month.
Background:
At its December 8, 2009, regular meeting the City Council adopted Resolution No.
2009 -90 authorizing the Early Retirement Incentive Program (ERIP) and the
organizational restructuring that would result from the retirement of staff. Though a total
of fifty -one positions would be vacated as a result of the ERIP, the City would need to
retain a number of positions due to workload demands and for the purpose of ensuring
uninterrupted City services. The Assistant City Manager position in the City Manager's
Office and the Administrative Assistant position in the Administrative Services

Department will be vacated by January 29, 2010, due to the incumbents' retirement.
Based on City needs, both positions were authorized to be filled through the ERIP
organizational restructuring, pending the results of a classification study.
Discussion:
To facilitate the organizational changes that will result from the retirement of a
significant number of staff, some positions within the City require examination for
possible restructuring. The City Manager's Office and Administrative Services
Department have requested Human Resources study their respective positions for
possible reclassification. Human Resources met with staff from both departments to
obtain additional information about the restructuring of the positions, conducted a
thorough classification review, and recommends the following classifications be
established.
Assistant to the City Manager
The Assistant to the City Manager position will function in support of the City Manager
and provide high level analytical, administrative, and project support. The proposed job
classification requires the incumbent to have five years' public sector program
experience; a bachelor's degree in public administration or a related field, and strong
working knowledge of public administration services and programs. It is recommended
the position be placed in the Key & Management Unit and the salary range be set at
$9,018- $10,959 per month.
Administrative Support Services Coordinator
The proposed Administrative Support Services Coordinator will coordinate and
supervise administrative and support services activities for the Administrative Services
Department, perform advanced secretarial financial work, and supervise the activities,
services and staff of the City's mail room and print shop operations, combining a unique
mix of administrative support, fiscal processing, and supervisory responsibilities. It is
recommended the Administrative Support Services Coordinator position also be placed
in the Key & Management Unit and the salary range be set at $4,732 - $6,658 per
month.
Human Resources met with representatives from the City Employees' Association
(CEA) to inform them of the recommendation that the Administrative Support Services
Coordinator be placed in the Key and Management Unit due to the sensitive and
confidential nature of the position. The prior Administrative Assistant position was
covered by CEA and is being eliminated.

The City Manager has reviewed and approved the complete report and recommends
the proposed changes.
Funding Availability:
Both classifications are being established to fill positions that have been included in the
ERIP restructuring that was previously approved by the City Council on December 8,
2009. Costing and funding considerations for restructuring were considered at that
time. As such, no additional funds are required to adopt the proposed changes.
Environmental Review:
No environmental review is required.
