The series of summer camps were very popular with 280 children in Beach Camp; 350 in Sports Camp; and 90 in Tennis and Sailing Camp. Surfing was once again a big summer success with 270 registrants. The new fall Newport Navigator will reach residents by Wednesday, August 28. Fall classes begin the week of September 23. Aquatics - Swimming went well this year, with the weather cooperating very nicely. There,were 1,075 children that went throughthe program this year with over $40,060 in revenue. The summer • season officially concludes August 31, but the always popular lap swimming program at Corona del Mar High School will continue throughout the year. Balboa Music n Arts Festival -The 5th annual festival held at Peninsula Park is September 21. So far registration has brought in 35 vendors. The goal is to reach 65 vendors. Live entertainment along with food.booths are part of the day's activities. Adult Sports - Fall registration brought in record numbers. Over 20 teams have been tamed away for the Adult Softball Leagues, despite the fact that staff scheduled.a 130 coed and men's teams. This is the most ever for a fall season and took quite a bit of staff ingenuity to accomplish this task. The ever present shortage of fields is amplified due to the increased soccer and off - season baseball usage. Our slogan is "NO RAIN!" Adult basketball will have 65 teams, which is six more than last fall. All leagues will start September 9. With a one week break between seasons, the West Newport gym floor will get sanded, partially painted and recoated the week of September 2. Surf Contest - The City of Newport Beach Rusty Pro -Am Surf Championships will take place from Friday, September 27, to Sunday, September 29, at, 54th Street. This annual event will offer competition for both the young- amateur surfers from our community and some of the best professional surfers in the world. This contest has developed a tradition of fine competition and offers a unique opportunity to the youth of Newport Beach to ride the same waves as the idols they read about in surfing magazines. The -contest features the fast two rounds of the • professional/amateur division on Friday. The amateur -only divisions begin on Saturday. Finals in all divisions will take place on Sunday. is Recreation Division • Monthly Commission Report Page 2 Youth Flag Football - Concurring with the start of the school year, the Recreation Division's youth flag football program will be conducted at all six elementary schools. The youth coaches will attend the National Youth Sports Coaches Association training program before the season starts, as well as a SCMAF coaches training seminar in Cerritos on September 21. Games will be played Thursday evening at Grant Howald Park beginning September 26. The Community Services Department will also be 'conducting the first annual Youth Flag Football Pee Wee Instructional Clinic for lst and 2nd graders at the Community Youth Center in Corona del Mar. The clinic will run for 5 weeks on Fridays from 4:30 -5:30 p.m. beginning September 27. Facility Reservations - The Recware Facility Reservation computer program has been running since February 1,996 (with a slight crash in March)! Since its inception 6 months ago, the Community Services Department has processed 328 permits, 262 (fee based) receipts and has brought in $31,977 in fees. The average monthly volume is 55 permits, 44 receipts and $5,330 per month in revenue. Ng,Wort Boulevard/PCH Arches Interchange Improvement Program - The Public Works Department is developing the plans for the improvements of the Arches Interchange (Newport Boulevard and Pacific Coast Highway). A meeting was held on July 24 regarding the aesthetic treatment for the products, including recommendations on landscaping, trees, benches, etc. A • representative from the City Arts Commission was asked to attend. The next meeting is scheduled for Wednesday, September 4, 1996, 7:30 P.M. in the City Council Conference Room. Although this will not be a park, because of the various items for discussion, the Commission may wish to ask someone to attend the meeting. The Project Manager is Lloyd Dalton, Public Works Department. Co- Sponsored Procedures for Adult Sports - In response to Commissioner Dunn's,inquiry, the only "co- sponsored" adult programs conducted by the Recreation Division are the volleyball and flag football leagues and tournaments. When staff determines that there is a need for a program and facilities are available, a qualified person is retained by contract to conduct the activity. This person is required to sign a contract (entitled "Independent Instructor Agreement") and to supply the City with a certificate of insurance. City and instructor are entering into this Agreement in reliance on Instructor acting as an independent contractor with sole legal responsibility to remit federal and state taxes to provide for his /her own worker's compensation, unemployment insurance,, social security, and comply with all other legal ditties of an independent contractor. City agrees to pay Instructor 10 % of registration fees, with payments to Instructor on a pro -rated basis determined by the number of classes scheduled and completed by Instructor. Instructor agrees to: Maintain accurate attendance records; procure a substitute instructor who is approved by City to avoid cancellation of a scheduled class; notify City at least twelve (12) hours prior to the scheduled class of a cancellation and assist in notifying students of such cancellation; supply his /her own instruction materials; prevent avoidable injury to students and property; request special _publicity when needed. Instructor agrees that no advertisements, letters, flyers, brochures, or information of any kind pertaining to any of the services conducted pursuant to this Agreement or indicating any association with or employment by the City will be distributed, mailed, posted or displayed unless prior written consent has been secured from the City to do otherwise. Instructor agrees to defend, indemnify and hold City and its employees and agents harmless from and against any and all loss, damage, injury, ebaim, demand, liability and cause of action, including reasonable attorneys' fees, arising from or 'in any, manner connected, to the performance of services conducted pursuant to this Agreement. City has the option, at its sole discretion and without cause, of terminating this Agreement by giving ten (10) days prior written notice to the Instructor. The Senior Division has spent the last year researching possible sources of funding for an additional vehicle. Hoag Community Benefits Department became the solution. Through a Hoag Health Partnership Grant, an additional van and driver have been provided five days a week. The van and driver are on contract with Western Transit Systems, but the coordination of the service remains • with the Manager of OASIS. The expansion of this service will increase the number of clients that we are able to service by one third. • �,1 Casino Night, which was held on August 10th, was attended by two hundred participants. This fund raising event,which offered casino tables, silent auctions, food, music, raffles and much more,raised $3900. Staff and volunteers worked very hard in creating a spectacular evening despite the two hour black -out. Half of the money raised will be used to finish outfitting the Computer Lab. The Computer Lab has been busy with participants from the classes and people practicing. The lab is set up with Internet through Compu -serve on a donated basis. Coastline College classes will be starting up again in early September. Registration is currently taking place. One of the new classes, a business class on how to make investments, seems to be very popular. As usual, Line Dancing, World Geography and exercise are filling up quickly. OASIS is holding the annual Rummage Sale on, September 28 and 29.
