Subject: Inspiration Point Walkway Handrail
Informational Report
Staff has received many comments and concerns from the public regarding the
safety of pedestrians using the walkway at Inspiration Point. Specifically, the
complaints have been that the concrete walkway connecting the upper
observation area to the beach is very steep, usually has sand on it, and does
not have a handrail.
A project to install a handrail based on the safety concerns expressed was
submitted as a Capital Improvement Project in January 1997 and
subsequently was not approved by Council due to lack of funds. Recently
funds have been made available from the savings of contracting the mowing of
• City parks and facilities.
The improvement project would include the installation of 350 feet of bronze
and aluminum handrailing that would match the existing handrail at the lower
observation area of Inspiration Point. The total cost of the handrail and the
installation is estimated at $12,000. Staff will provide photographs of this
area at the Parks, Beaches and Recreation Commission meeting.

This will confirm my visit of August 7, 1997, The purpose of that visit was to update our
information as it pertslns to the captioned insurance policy, and to assist you in your loss control
• eROrts.
As a result of this survey, the following items were noted, and are being submitted for your
review and handling. Items marked as PRIORI deserve your Immediate consideration.
97 -8 -1 The walkway leading to ins iratlbn Point is very steep and usually has sand on it. This
mixture could easily cause user p —to sit" and pss)b1y sustain iqury, Because this ramp is steep it
could also pose, a problem for persons with Heart or Respiratory conditions. Consideration
should be given to providing a handrail on both sides of the ramp and the posting of signage
warning users of the steep grade, slippery conditions and advising use of the hand rail.
Consideration should also be given to signaginot recommending this ramp for use, by wheelchairs
or persons with Heart and Respiratory conditions
97 -8 -2 Persons sitting in the bleachers.at the Softball Fields In Bonita Crack Park are exposed to
errant bells from persons warming up behind them in the walkway. Consideration should be given
to renewing the lettering on signage prohibiting practice on the walkway, establishment of
practice/wa mp, areas at the field level and placement of heavy objects such as planters and
benches at random points to help discourage use of this area for watrnup or practice.
