Staff present: LaDonna Kienitz, Community Services Director David E. Niederhaus, General Services Director Marcelino Lomeli, Park and Tree Maintenance, Superintendent Steve Hunt, Senior Recreation Manager Evelyn Simpson, Executive Secretary ORDER AND,ROLL CALL The Parks, Beaches and Recreation Commission was called to order at 7:00 P.M. Roll call was taken. Commissioners Beek, Dunn, Glasgow, Pfaff, Schonlau, and Skoro were present. Commissioner Phillips was absent. II. APPROVAL OF MINUTES • Commissioner Glasgow moved that the minutes of the November 4, 1997 be approved. The motion carried by the following vote: Ayes: Beek, Dunn, Glasgow, Pfaff, Schonlau, and Skoro III. PUBLIC COMMENTS None. IV. CONSENT CALENDAR Item #1 - Park and Tree Division Report Report of Park and Tree Division activities during November and upcoming projects in December. Item #2 - Removed from Consent Calendar Item #3 - Removed from Consent Calendar Item #4 - Removed from Consent Calendar • Parks, Beaches and Recreation Commission December 2, 1997 Page 2 • Item #5 - Bench Donation Report Accept one concrete bench donation from Ethel M. Meyers that will be installed along the bluffs on Ocean Boulevard at Lookout Point. Item #6 - Bench Donation Report Accept one bench donation from Karen Carlson that will be installed at the lower observation area of Inspiration Point. ITEMS REMOVED FROM CONSENT CALENDAR Item #2 - Recreation and Senior Services Report LaDonna Kienitz reported that the City Council will be meeting with all City Commissions and Committees on December 15, 1997. Item #3 - Application for Listing of the Property at 700 E. Bay Avenue and 701 Edgewater in the City's Register of Historical Property • Director Kienitz informed the Commission that Mr. John Douglas of the Planning Department and Mr. Curtis Herberts, the applicant, were available to answer any questions relative to the application. Curtis Herberts recommended that his property at 700 E. Bay and 701 Edgewater be placed on the City's Register of Historical Property. Commissioner Beek requested that more information needed to be made available before a decision could made on the historical significance of the property. Commissioner Dunn made a motion to accept the 'staff report. Following discussion, Commissioner Beek made a substitute motion to postpone the matter to the January meeting. Motion carried by the following vote: Ayes: Beek, Dunn, Glasgow, Pfaff, Schonlau, and Skoro Item #4 - Tree Donation Accept one Flowering Plum Tree donation and plaque from Morgan C. Ringwald that will be planted in Begonia Park. n U Parks, Beaches and Recreation Commission December 2, 1997 Page 3 • Director Niederhaus stated that to date 74 trees have been removed throughout the City and 71 replacement trees have been,planted. Additionally, the,current donation and three previous tree donations will bring the total to 75 trees that will be planted so far this year. Commissioner Skoro moved to approve, Items 2, 3, and 4. The motion carried by the following vote: Ayes: Beek, Dunn, Glasgow, Pfaff, Schonlau, Skoro 'V. DISCUSSION ITEMS Item #7 - Recreation and Open Space Element Steve Hunt gave a verbal report and reviewed the maps of the draft Open Space Element. Item 8 - Potential Annexations Verbal report by Director Kienitz on potential annexation of Newport Coast and Bonita Canyon. • Item #9 — Removed from Agenda at the .request of the Appellant Item #10 - Request of FY 1998 -99 Capital Improvement Projects Director Kienitz presented a preliminary request for FY 1998 -1999 Capital Improvements Projects submitted by the Community Services Department. Director Niederhaus also presented a final proposal of Capital Improvement Projects. He stated that he had contacted the Chief of Police regarding the proposed restrooms at West Jetty View Park as directed by the Commissioners at the November meeting and that the Chief did not oppose the construction of same. Chair Schonlau opened the meeting to public hearing. Mary Moyer, 2157 Miramar Dr., President of the Balboa Peninsula Point Homeowners Association, opposed the building of the new restroom at West Jetty View Park due to potential problems with traffic, a potential hazard of attracting small children to the Wedge, and the close proximity of the restroomto nearby residences. Director Niederhaus explained the restroom would be built away from the jetty and homes and that new technology in restroom fixtures and',paint would reduce any vandalism. Parks, Beaches and Recreation Commission December 2, 1,997 Page 4 • Maryann Nethercutt, 2118 E. Ocean Blvd., opposes the restroom due to the close proximity to the nearby homes and possible obstruction of view. Virginia Herberts, 2290 Channel. Road, opposes therestrooms at this location. There being no further testimony, Chair Schonlau closed the meeting to public hearing. Commissioner Beek feels we need to obtain funding for the restroom first and then develop the details of siting and construction when the project is approved. Commissioner Dunn made a motion to accept all Capital Improvement Projects submitted by staff with the exception of the West Jetty View Park restrooms. Motion failed by the following vote: Ayes: Dunn, Pfaff Noes:'Beek, Glasgow, Schonlau, Skoro Following discussion, Commissioner Beek motioned that all Capital Improvement Projects be approved as submitted by staff. Motion carried by the following vote: • Ayes: Beek, Glasgow, Schonlau, Skoro Noes: Dunn, Pfaff Item 11 - City Council G -1 Policy. Additions to Preservation of Special Trees List Review request by SPON to add all trees located in the California native planting area at Cliff Drive Park to the G -1 Policy "Preservation of Special Trees" list. Add two Quercus Agrifolia (Coast Live Oak) trees to the Dedicated Trees section of the policy. Director Niederhaus gave an update on the amendments directed by the City Council to the G -1 Policy regarding reforestation. He stated that the revisions will be accomplished in an administrative manner. Director Niederhaus commented that it is appropriate to add the 2 Coast Live Oak trees to the Dedicated List of Trees, but staff does not recommend adding the over 200 trees requested by SPON to the Preservation of Trees List. Chair Schonlau opened the meeting to public hearing. Dr. Jan Vandersloot, 2221 E. 16th Street, requested that all of the trees be added to the Special Tree list because the City did a poor job of trimming 4 trees in this area ofthe park. L Parks, Beaches and Recreation Commission December 2, 1997 Page 5 He stated that all the trees in this area should be on the "Preservation of Special Trees" list for protection from severe trimming or removal. There being no further testimony, Chair Schonlau closed the meeting to public hearing. Commissioner Beek moved to add two Coast Live Oak trees to the Dedicated Trees section of the G -1 Policy. Ayes: Beek, Dunn, Glasgow, Pfaff, Schonlau, Skoro Item 12 - Marion Bergeson Aquatic Center Review request from Eastbluff Homeowners Association regarding policies and procedures. Steve Hunt reviewed staff's recommendation regarding the Marian Bergeson Aquatic Center . Chair Schonlau opened the meeting to public hearing. R. H. Babbe, President of Eastbluff Homeowners Community Association, 2339 Aralia Street, reviewed the comments of his letter and feels that parking problems can be worked . out. There should be a limit of 3 consecutive days and only one weekend day. Would like to have center activities limited from 9:00 AM to 5:00 PM. Russell Hardt, 1943 Port Albams, stated that there should be no changes to the current policies and procedures. Brad Gentry, 1954 Port Edward Place, stated that there should be no changes to the current policies and procedures. Steve Sandland, 2049 Port Bristol, stated that there should be no changes to the current policies and procedures. Don Slaughter, 220 Aralia, feels that the main problem is the water polo whistles and he agrees with the staff recommendations. William Blair, 2725 Alta Vista Drive, supports staffs recommendations. Bert Tarayao, 542 Vista Grande, states that the excellent facility generates use and concurs that there should be no changes to the current policies and procedures. There being no further testimony, Chair Schonlau closed the meeting to public hearing. Parks, Beaches and Recreation Commission December 2, 1997 Page 6 is Commissioner Dunn moved to accept staff recommendation as written with the exception clause that events be completed by 5 PM. Motion fails by the following vote: Ayes: Dunn, Skoro Noes: Beek, Glasgow, Pfaff, Schonlau Commissioner Glasgow moved to maintain existing policies and procedures.
