RECOMMENDATION
Direct staff to proceed on a Buffalo Hills — Phase I Playground Replacement Project, which includes
the removal of existing turf to install a swing set and related tot lot.
BACKGROUND
Harbor View Community Association neighborhood representatives are working with staff to redesign
and replace the playground equipment at Buffalo Hills Park — Phase I, located closest to the Harbor
View Pool Complex. This project is part of an ongoing replacement .program to update City of
Newport Beach public tot lots for ADA and federal safety guideline compliance.
• The need for an added swing tot lot is due to the fact that new safety guidelines require more fall zone
space for play equipment. In addition guidelines require that swings must be free standing from other
play units. The undulating landscape and the proximity to the street make it impractical to expand the
existing tot lot to a size large enough to accommodate a play structure and a swing set. Therefore,
staff recommends the installation of a quality replacement structure in the existing tot lot and the
creation of a new swing pit (32' x 36') in an existing turf area. The proposed location (see attached
map) is located on the south side of the walkway that runs between the pool complex and the existing
tot lot.
This site modification would not impact or otherwise alter any park usage and the General Services
Department has indicated that it would not negatively effect irrigation or regular maintenance.
