Re: Mariners Park Field Light Installation Request
RECOMMENDATION
To support the request of the Newport Harbor Baseball Association (NHBA) and Region 97 American
Youth Soccer Association (AYSO) installing field lights at Mariners Park and to direct staff to request
Capital Improvement Funds for the project. The requested amount would be combined with donated
funds from the Newport Harbor Baseball Association and Region 97 American Youth Soccer
Association. If the project is approved a light use policy similar to Lincoln Athletic Center should be
utilized.
BACKGROUND
The'NHBA and Region 97 AYSO are requesting that-the City of Newport Beach install field lights at
Mariners Park. These two co-sponsored youth groups, have submitted a lighting system proposal that
would provide sufficient lighting to illuminate a large size soccer field and a baseball field. This
system would be installed for use on Mariners Park field No. 1, on the Irvine Avenue side of the park,
• and would not,be on the adjacent School District property. This Musco Lighting proposal is identical
to the state of the art system that has been approved for the Grant Howald Park renovation project.
The project has been estimated at $70,000; the youth groups plan to donate $20,000 to $30,000
towards the cost of the project.
Staff agrees that this park is a prime location for the installation of field lights. These two youth sport
groups, which service over 1•,500 Newport Beach children, are based entirely on the -west side of the
back bay and currently have no access to fully lighted fields. The City of Newport Beach currently has
three•sites, each on the east side of the back bay, that provide lighted fields. When the Arroyo Park is
completed it will also provide a lighted field on the east side of the City.
Staff is sensitive to the effect this proposal will have on the neighboring residents. Presently the park
does have night lighting fortwo tennis courts and a limited system that lights up a small portion of the
grass area for soccer. This and the fact that it is clear that the Musco equipment will provide a very
efficient low glare lighting system will significantly lessen the presence of a new comprehensive
system. Staff does suggest that a card key system be utilized and that light use should not be allowed
on Fridays or weekend nights unless previously approved by the Parks, Beaches & Recreation
Commission.
Requests for FY 1999/00 Capital Improvement Funds, are due into the Public Works Department by
January 15, 1999.

Thank you for you and your staff's assistance in the past. As we have been discussing
on and off these past few years; we are completely out of Meld, space. In particular, the
larger fields for our older children.
Newport Harbor Baseball Association In conjunction with Region 97 AYSO soccer are
asking the City of Newport Beach to install ilghts at Mariners field. Between the two
organizations, we provide youth sports to over 1600 Newport Beach children and we are
the only Newport Beach youth sports organizations without a lighted field to use. This
has negatively impacted.both of our programs.
NHBA has undergone rapid growth from children living In the city of Newport Beach.
We do not want to turn away a single child, but our fields are.completely at capacity for
the older children! We need help from the city,.and we are willing to match some of
the money the Installation requires. Although these dollars take away from our ongoing
budgets, we are willing to make those financial sacrifices for the gain of lighted fields,
• After meeting with the lighting company, Musco Lighting, there Is away to Install one
set of lights which can illuminate both a full size soccer field and a baseball field. The
addition of lights will add over 1,200 additional hours of recreation time to our
schedules. This represents an unbelievable amount of field time to our organization
without the financial and emotional burden of building additional fields in the city.
Mariners is the most natural field to light of the two city fields we occupy. The park
hosts one of our larger playing fields as well as already has lights installed for tennis.
NHBA wants to be good "neighbors" and not encroach upon the surrounding community
some are trying to light the field which least impacts the community (creating a "win -
win" situation).
We at NHBA look forward'to working with your staff on this proposal for Installation for
the 1999 -2000 fiscal year. Thank you, again. Please, call if you have any questions.

Sir:
I am writing this letter on behalf of Region 97 AYSO of Newport Beach and Bastside Costa
Mesa. Together with the NHBA, we support the lighting ofa soccer and baseball field at
Mariner's Park.
Region 97 has nearly 1900 children on 160 teams. Youth soccer has nearly doubled in size in the
past six years, with no increase in available fields. It has taken a tremendous effort by our
volunteer parents to dole out sufficient practice sites for our teams. 'There are simply not enough
daylight hours during the majority of our season for practice.
We have sought'lighied practice fields for years without success. We are the only Region in our
Area (Corona del Mar, Tustin, Costa Mesa, North and South Irvine, and Newport -Mesa) that
does not have a lighted field suitable for evening games. Without land for additional fields, the
only answer to soccer's growing pains is more practice time at existing fields, The first step
would be the lighting of Mariner's Park. One fit Geld would' provide ten additional practice times,
assuming a 7:30pin shut -of an 9:30pm lights out would,provide twenty additional dates.,
T strongly support our youth sport partners, the NHBA, in our request. With so many young
athletes participating in both programs, it is to our mutual benefit that field lighting be achieved. I
believe that both organizations can work together with the city and arrive at a plan which will
have a great impact owour programs, and be acceptable to the surrounding community.

implementation of the Mariner's lighting plan.
