Recommendation
To accept one bench donation from Ms. Joanne Reinhard that will be installed
adjacent to the boardwalk at l lth Street and West Ocean Front. Additionally, that
the verbiage and size of the donor plaque conforms to City Council Policy G -5
(Attachment A).
Discussion
Staff received an inquiry from Mr. David Burkland regarding a proposed bench
donation for the boardwalk at I l'b Street and West Ocean Front.
Subsequently, the donor's spouse, Ms. Joanne Reinhard, submitted a letter dated
September 9, 1999 requesting the approval of one bench donation (Attachment B).
The area currently has no bench and this donation would be an improvement to the
area. Ms. Reinhard will pay for a concrete bench pad. Additionally, this will,
complement similar bench donations that were installed at 6`h, and 7`h Streets, and
West Ocean Front.
Ms. Joanne Reinhard, Mr. David Burkland, Mr. Tom Hyans, the President of the
Central Newport Beach Community Association, and nineteen adjacent .property
owners will receive a copy of this report and a notice of the October 5 Parks,
Beaches, and Recreation Commission meeting.

PARK AND STREET IMPROVEMENT DONATIONS
• The City Council recognizes the need to provide residents with the
opportunity to donate trees, benches, drinking fountains or related park and
street improvement items. This policy establishes criteria for donations to
assure attractiveness, usefulness and the capability to be maintained.
Tree Donations
The tree -lined walkway at Oasis Passive Park beginning, at 5th Avenue and
Marguerite in Corona del Mar shall be identified as one area where a tree
with a bronze plaque can be installed. Other trees with plaques can be
donated and installed at locations recommended by the General Services
Director and approved by the Parks, Beaches and Recreation Commission.
Bench Donations
IL shall be the responsibility of the Parks, Beaches and Recreation Commission
to designate the type, style, design, and placement of City -owned benclies on
City properly. Areas of placement may be parks, streets, along the
beachfronl, within villages, commercial districts, and neighborhoods, on a
specific island, etc. Once an area has been designated with a certain style or
type of bench, the Parks, Beaches and Recreation Commission may require
that the designation be changed only by a formal request for a redesignation.
The factors to be addressed in preparing the list of approved benches for the
City as well as the final design for a specific site will include at a minimum:
size, usage, vandalism, traffic, security, view obstructions, location, style
reflective of neighborhood and cost. The Arts Cmnniission will provide
design review assistance as required.
Donation requests will be submitted to the General Services Department and
meet the following requirements.
a. Bench donations along a City street or beach front will require the
approval of the General Services Director and the Traffic Engineer.
b. Bench donations within a commercial district will require nutilicaliuu ul;
and an endorsement from, the focal business association.
c. Bench donations for parks within a residential conununily will require
notification of residents within 300 feet of placement• and an endorsement
• from the homeowners association, when applicable. '

• Park and Street Amenities
Items such as benches, drinking fountains, tables, etc., can be donated to, be
included in the public park system. Recognition on the item shall be a 2" x V
plaque and limited to Donated by (Name) or Donated for (Name) as a means
of identifying the donation.
Donors of major park improvement gifts may elect to provide a dedicatory
plaque not exceeding 5" x 7" with name, date and appropriate text not
exceeding 25 words.
All donations must be approved by the Parks, Beaches and Recreation
Commission. The cost of a donated item, including identification plaque,
shall be borne totally by private funds. The City will assume ownership and
maintenance if accepted and placed in a public park or on a sidewalk unless
other arrangements have been agreed upon. The City will not assume
responsibility for replacement due to vandalism or theft.

Last not there was a break in at 1028 W. Ocean From. The house :is not occupied To me this is one of
the reasons I DO NOT want a bench at 111° Street and Ocean Front If someone wants to study the Ocean
Front and find out who is home and who is not home it would be very easy to do by sitting on a bench at
I P Street They could also discover the age and sex of the residents. The lady on the corner of 11" Street
is a widow and is a senior citizen Them are two unoccupied houses between her house and ours we am
senior citizens also. On the other side of us is another summer home that is very seldom occupied In our
block there at leas four unoccupied houses in the winter tine.
The sidewalk to the beach at I Id Street is very long and is a very popular walk for people who ward to go
to the beach. So the fact that there is a bench there would become known — also weekend ttaffrc on the
ocean front would become aware of the bench.
In addition, if there were to be a bench on the ocean front, I would be concerned with young people
gathering there in the evening and causing a disturbance and making a mess.
1 notice your letter is addressed to people in Chico. I wonder if they might donate a palm tree instead of a
bench.
Please do not put a bench at I1i6 Street and Ocean Front

Re: Bench Donation
Gentlemen:
My family has owned the house located at 11th and Ocean Front since 1960 and we have
enjoyed the benefits of the beach for a long time. However, one of the continual problems
• of being located on the board walk is noise, particularly late at night. For some reason,
people like to "party" at the beach and choose 11th Street. Lastly, a bench would further
increase groups collecting in front of our house.
This proposal would not be a improvement for the neighbors in the vicinity of the end of
the street. Consequently, we are strongly against the installation of this bench.
