WELCOME /INTRODUCTION OF RECREATION It SENIOR SERVICES DIRECTOR - MARIE KNIGHT
Director Knight stated that she was looking forward with great anticipation to working with
the Commission on future projects and to continue the excellent programs with the
Recreation and Senior Services staff. She noted that she had worked for the City of Garden
Grove, and had been the Director of Senior Services for 6 years before moving on for the last
21/2 years with the Boys Et Girls Club.
• APPROVAL OF MINUTES
Motion by Commissioner Englebrecht to approve the minutes of October 1, 2002. Motion
carried by acclamation.

Commissioner Englebrecht stated that it appeared from the communications from the
Singletons, Tom Stefl, and the O'Connell's regarding the removal of 3 River She Oak
• trees on the West side of the 300th Block of Larkspur in Corona del Mar that the
residents had not been made aware of the G -1 Policy and that proper procedures had
not been followed before the removal; specifically that the signatures and addresses
were not verified on the petitions filed.
Director Niederhaus stated that the residents were confusing tree removal from
reforestation. He also stated that staff is very cognizant of the importance of confirming

signatures and addresses on petitions; he stated that even though the policy states that
trees will be replaced with a 36" box tree, that it is not always feasible as some of the
designated street trees are difficult to find at that size and staff is only able to procure
a 24" box tree.
Discussion ensued regarding the accuracy of petitions and the Commission stressed the
importance of staff confirming the validity of the names and owners listed on the petition.
Commissioner Skoro stated that it was important that all trees be replaced with a 36"
box and that if staff is unable to procure one at that size that he would like the
Commission to be notified before the tree is removed.
Commissioner Beek stated that the way the G -1 Policy currently reads, it is easier to
remove a tree by reforestation than by an actual request to remove a tree as long as
they follow the checklist.
Commissioner Englebrecht asked staff to be clear that the petition signers are the actual
owners of the residence.
• Marla Smith, 506 Clubhouse stated that she does not understand the G -1 Policy and
would like to see a more clear and concise policy.
Director Niederhaus stated that he would like to add the discussion of the G -1 Policy to
a future agenda and that he would be happy to spend some time with Ms. Smith
discussing and clarifying the G -1 Policy.
Linda Grant, 310 Fernando, stated that she wanted to apologize on the record to Director
Niederhaus for her outburst at the last meeting. Director Niederhaus accepted her apology.
Regarding the correspondence from Gina Frye recommending that the future park site at
Jamboree and PCH be dedicated and named for Rosalind Williams. Commissioner Skoro
commented that his personal opinion was that public parks should not be named after people.
Commissioner Beek agreed and asked staff to add the Park Naming Policy to the agenda
for December.
5. Tree Donation - Commissioner Beek asked if the request to accept a Coast Live Oak tree
from Ms. Barbosa to be planted at Castaways Park was part of the Castaways Park
planting process.
Director Niederhaus stated that the Coast Live Oak tree would be planted with the other
Live Oak trees near the old restaurant site and that it would not be in the section of
• Phase 4 (native plantings) of Castaways Park. Additionally he noted that the Committee
had been sunsetted following the successful completion of obtaining grant funding.
Commissioner Beek stated that she was unaware that the Castaways Park Committee had
been disbanded as she had attended every meeting. She noted her concern of the timeline
of the planting and would encourage the public to continue donations for the Park.

Discussion ensued regarding the Castaways Park Committee.
Motion by Commissioner Enelebrecht to accept items 1- 5 of the Consent Calendar. Motion
carried by acclamation.
DISCUSSION ITEMS
6. Information Update —
Visioning Summit - Director Knight stated that the Summit was scheduled for November
16 at the OASIS Senior Center and hoped that some could attend.
• Commissioner Workshop - Director Knight stated that Commissioners Allen, Garrett, and
Skoro were scheduled to attend and to meet with Superintendent McGuire after the
meeting if they were interested in car pooling.
7. Cliff Drive Park
Superintendent McGuire updated the Commission on the status of the Park and noted:
• Some of the planned improvements will need to be done in phases or postponed until
funds are available.
• That staff hope to use FY 2003/04 CIP funds to replace the concrete driveway in the
park.
• . By regrading, it should reroute some of the traffic that is now going through the
playground.
• The existing palm tree is projected to be relocated.
8. Committee Appointments and Reports
Liaison to Youth Sports Commission - Vice Chair Tobin appointed Commissioner Beek
to attend the December 5 meeting if she was available, otherwise he would attend.
Park Development - Commissioner Skoro stated that he had talked to Mike Sinacori
from Public Works and that he had been told that money was going to be an obstacle
for Newport Village to go forward and would like a Park Development Committee
meeting to be scheduled as soon as possible with Steve Badum in attendance.
Recreation It Open Space Element - nothing new to report.
