MINUTES
CITY OF NEWPORT BEACH

Regular Meeting
August 5, 2003- 7pm

DIRECTOR'S COMMENTS
Director Knight reminded the Commission that the Grand Opening for the Bonita Canyon
Sports Park is August 24. The Youth Sports Commission Member Organizations are assisting in
• making it a great day. She noted that the following recruitments were ongoing:
Recreation Manager
Recreation Coordinator at OASIS
• Department Assistant at OASIS
Director Niederhaus stated that if any of the Commissioners would like a tour of the Bonita
Canyon Sports Park to contact him. He also reminded the Commission that Castaways with 3
alternatives was scheduled for August 12 and the G -1 Policy on August 26 at the Council Study
Session.
PUBLIC COMMENTS
Jan Vandersloot asked the Commission to reconsider their decision on Castaways Park and
stated that future opportunities could be lost should the City not agree to accept the grant.
He also noted that the Commission has a record of supporting the grant in April 1999
(establishing the Castaways Committee) and in June 2000 (supporting the filing of the
application for the grant). He commented that this did not put the PBEtR Commission or the
City in a very credible position.
Chair Allen thanked Mr. Vandersloot for his comments but reminded him that since it was not
Listed on the agenda that the Commission was unable to comment.
CONSENT CALENDAR
• 1. Minutes of the July 7, 2003 study session and regular meeting. Waive reading of subject
minutes, approve as written and order filed.
2. Park It Tree Division Activity Report. Receive and file monthly Activity Report for activities and
upcoming projects.
3. Recreation ft Senior Services Activity Report. Receive and file monthly Activity Report for
activities and upcoming projects.

Motion by Commissioner Englebrecht to accept items 1 through 3 of the Consent calendar.
Motion carried by acclamation.
OLD BUSINESS
4. Upper Bayview - Program Administrator Dan Trimble reviewed the status of the Upper
Bayview Park as well as the actions of the Coastal Commission.
Discussion ensued regarding:
• irrigation
• need for water conservancy.
• turf and native grass
• mandate for affordable housing
Chair Allen thanks Dan for his time and asked him to keep the Commission informed of
any further actions taken.

5. Committee Appointments
Chair Allen appointed Commissioner Rosansky to Park Development and Rec Et Open
• Space Element Committees.
Finance - Nothing to report.
Park Development - Commissioner Skoro asked staff to contact Public Works Director Badum to if
there was money for design work for Newport Village and if so should they meet on August 19.
Recreation it Open Space Element - Nothing to report.
Recreation Activities- Nothing to report.
Seniors - Director Knight stated that the Council will be appointing an Ad Hoc Committee to work
with staff on a cooperative agreement with the Friends of OASIS, similar to one currently under
consideration with the Friends of the Library and the Library Foundation.
Community Service Award - Superintendent McGuire stated that she would be contacting the
Committee to schedule a meeting for August.
Tree Committee - Chair Allen stated that the Policy was scheduled to appear on the August 26 City
Council Study Session for review.
FUTURE AGENDA ITEMS
• Lot Line Adjustment for Newport Hills Community Association — September
• Limiting of Bench Donations, identify areas where they are needed
• Irvine Terrace Park Encroachment
• Bench Donation — Porterfield - September
• Review of Council Policy G -5 possibly requiring approval of HOA where bench will be installed or
gage number of benches in parks.
