HomeMy WebLinkAbout09/02/2003 - PB&R CommissionSEPTEMBER 2, 2003 APPROVED PB &R COMMISSION MINUTES MW '' CITY OF NEWPORT BEACH • Parks, Beaches Et Recreation Commission Regular Meeting September 2, 2003- 7pm Convened 7pm ROLL CALL Present: Debra Allen Roy Englebrecht Bill Garrett Steve Rosansky Greg Ruzicka Val Skoro Tom Tobin Staff: Marie Knight, Recreation Et Senior Services Director Marcelino Lomeli, Parks 8t Tree Superintendent Andrea McGuire, Recreation Superintendent Teri Craig, Administrative Assistant DIRECTOR'S COMMENTS Director Knight commented that the grand opening of the Bonita Canyon Sports Park was a great day and announced that its open, kids are playing, and the grass has held up. She also • stated staff would like to make it an annual event with a concert. She updated the Commission on recruitments as follows: • Park Patrol - has closed and staff received about 60 applications • Transportation Coordinator and Recreation Manager - closed August 29 • OASIS Department Assistant has been filled and new staff member will begin September 18. Superintendent Lomeli reminded the Commission the G- 1Policy would be reviewed again at the City Council Study Session on September 9 at 4pm and Castaways at the regular meeting at 7pm. He urged them to attend. PUBLIC COMMENTS None CONSENT CALENDAR 1. Minutes of the August 5, 2003 study session and regular meeting. Waive reading of subject minutes, approve as written and order filed. 2. Park Et Tree Division Activity Report. Receive and file monthly Activity Report for activities and upcoming projects. 3. Commissioner Skoro stated that it was refreshing to see so many people at the BCSP opening and that the consensus was that it was a world class facility. He also noted that the reason that this park opening was such a positive event was because of all the public hearings and discussions with no outside group involvement. • Parks, Beaches & Recreation Commission Regular Meeting September 2, 2003 Page 2 4. Facility Inspections. Superintendent McGuire stated this was an annual process and to gain entrance into community centers it would be advisable to let staff know in advance to be able to get a key or she would also be available to meet them. She also offered her assistance and would be glad to accompany them to any of the sites. Superintendent Lomeli suggested that the Commissioners look at the definition of terms and if anything required immediate attention to please call and staff would take care of it right away. 4A. Community Service Award. Superintendent McGuire stated that the Ad Hoc Committee had met to finalize the procedures and support the idea that nominations will be semi- annually in September and March. Staff will solicit for nomination the web site, the Navigator and the Daily Pilot with awards given in October/ November and April /May. Motion by Commissioner Englebrecht to accept items 1 through 4A of the Consent calendar. Motion carried by acclamation. NEW BUSINESS 5. Encroachment Request - Director Knight gave a brief overview of a request by the • Newport Hills Community Association for encroachment into Buffalo Hills Park in order to add landscape around the perimeter of their pool are as well realign an existing sidewalk. The request states that Newport Hills Community Association will be responsible for all costs associated with the improvements as well as the costs for the ongoing maintenance of landscape improvements as well. Director Knight stated that the proposed plan calls for an expanded clubhouse, but preserves the existing pool facilities. In addition to the improvements in the immediate pool area, the Association is requesting an encroachment into the adjacent park area in order to accomplish the following park /land improvements: 1. Demolish and replace the existing sidewalk in the front of the clubhouse providing a more cohesive entrance into the newly remodeled facility. 2. Demolish, realign and replace sidewalk along the east side of the property line of the clubhouse and pool area. As shown in the pictures, this sidewalk currently curves around the existing block wall and then follows along the pool gate. The Association feels that there is a line of site hazard for persons on bikes, scooters etc... and is proposing to straighten out the sidewalk to eliminate the hazard. In addition, the sidewalk is distressed in a few areas and in need of repair. 3. Encroachment into the Park on the north side of the pool area in order to install a new pool entrance at the north east corner of the pool deck to allow pool users easier access to the park. 4. Encroachment into the Park on the north side of the pool area to enhance the perimeter landscaping and provide more screening between the pool activities and • the Park. Discussion ensued regarding materials provided and indemnification of the City if encroachment was approved. Parks, Beaches 8 Recreation Commission Regular Meeting September 2, 2003 Page 3 Correspondence from Tamara Greenlee, September 2, 2003 was added as letter of support for the encroachment request. Chair Allen opened the public discussion Peter Deforge, Port Claridge Place stated that this request was really a win win situation as City property will be improved but some of the landscape and maintenance of that area will be taken over by the Association. Mr. Deforge reviewed the request with the Commission and urged their approval of the encroachment and to forward to City Council. Chair Allen reminded Mr. Deforge that if approved, it in no way would set a precedent where they might want to come back in the future to ask for more property should they decide that the project should be enlarged. Mr. Deforege stated that he understood that, and that this was the project that they were going for as the other one that was previously presented to the Commission would be too costly. Commissioner Skoro asked about landscaping and stated that it should be first class. • Mr. Deforge stated that they would be using the same landscaping as the first phase had used such as palm trees, etc. Chair Allen closed the public discussion Motion by Commissioner Enelebrecht to forward encroachment request by Newport Hills Community Association to City Council for their approval. Motion carried by acclamation. CONTINUED BUSINESS 6. Committee Appointments Finance - Nothing to report. Park Development - Commissioner Skoro stated that it was nice to get information via the newspaper regarding Upper Bayview but would be helpful if they were getting the information also. Director Knight stated that as soon as information is made available that it will be passed along but that staff is going to the Coastal Commission in November with a smaller housing package. Recreation It Open Space Element - Nothing to report. Recreation Activities - Nothing to report. Superintendent McGuire asked that the Committee meet in the next week or so to discuss a request regarding volleyball on the beach. Commissioner Englebrecht asked that she contact him with meeting dates. Seniors - Director Knight stated that the Council appointed an Ad Hoc Committee to work • with staff on policy and procedure housekeeping issues along with a cooperative agreement with the Friends of OASIS and that a meeting would be scheduled soon. Community Service Award - Discussed above. Tree Committee - Chair Allen stated that the Policy had been discussed at the August 26 City Council Study Session and was continued to September 9. Discussion ensued regarding the comments made at the Study Session by Council. Director Knight stated that she '49M• • Parks, Beaches & Recreation Commission Regular Meeting September 2, 2003 Page 4 believed that there were several reasons for not completing the discussion of the G -1 Policy of several factors: - Comments were not limited to 3 minutes Council wanted to make sure that everyone had a chance to speak - Council had to end the Study Session early to go into Closed Session Superintendent Lomeli distributed a memo from the Community Conservancy International regarding a public workshop on the Big Canyon Creek Park Restoration Project scheduled for September 4 at St. Andrews Presbyterian Church.
