HomeMy WebLinkAbout07 - CdM Centennial Foundation Request - dolphin sculpture @ Inspiration Point(Item 7) January 6, 2004 RECREATION & SENIOR SERVICES DEPARTMENT • TO: Parks, Beaches and Recreation Commission FROM: Marie Knight, Director Recreation and Senior Services Department SUBJECT: Corona del Mar Centennial Foundation Request INTRODUCTION The Corona del Mar Centennial Foundation (Foundation) has asked the Parks, Beaches and Recreation Commission to approve, in concept, the use of a portion of "Inspiration Point" as the site of a time capsule monument that includes a twelve foot high "dolphin sculpture." The Foundation request includes authorization to install bronze nameplates — purchased as a part of the fundraising effort - near the monument. POSSIBLE ACTIONS 1. Approve in concept the use of Inspiration Point as an appropriate site for the time capsule, sculpture and /or bronze nameplates. or 2. Deny the Foundation's request. or 3. Postpone decision pending receipt of more detailed information from the Foundation. DISCUSSION The Foundation has submitted a request to use a portion of Inspiration Point to install a time capsule monument that includes a 12 foot high "dolphin sculpture. The Foundation is also asking to use the site to install bronze nameplates purchased by donors as part of the effort to raise funds for the CCDM Centennial celebration. Staff has attached a copy of the Foundation's request, a conceptual site plan prepared by Ron Yeo, a conceptual drawing of the "dolphin structure" and an aerial photo of Inspiration Point. According to the Foundation, they considered several locations for this time capsule monument and chose Inspiration Point because of the public's ability to view the monument and their belief that the site is appropriate for the installation. The Foundation has conducted several meetings with the residents living around Inspiration Point to garner input and feedback on the project. Staff has distributed written notice of the Foundation's request and this hearing to all residents on Ocean Boulevard living within three blocks of the site. Staff has not evaluated the request in terms of the benefits or disadvantages to residents or members of the public. Attached: 1. CENTENNIAL MONUMENT AND COMMUNITY ENHANCEMENT PLAN: To commemorate the Centennial Celebration, the proposed community enhancement plan will include a time capsule and Centennial monument. The time capsule monument Witt include the unveiling of a twelve -foot dolphin sculpture, titled "Crown Dolphins of the Sea" by world - renowned local artist, Wyland. The Centennial Foundation's primary objective will be to generate revenue sources and sponsorship to support the community enhancement plan, Centennial time capsule monument at Inspiration Point and various special event celebrations. This community funded Centennial Celebration will include corporate donations and a private fundraising campaign, offering residents the opportunity to purchase bronze nameplates, which will be placed near the monument. Each nameplate will be avaitable for individuals, families, and organizations to purchase for a specified amount. The purchased nameplate wilt include the designated name(s) of the - purchaser. A commemorative Wytand art piece wilt atso be available for large donations. THE CDM CENTENNIAL FOUNDATION: The CdM Centennial Foundation is a 501 (c) 3 non - profit organization established to fund the Corona del Mar Centennial Celebration and thereafter, to further the physical enhancement of Corona del Mar. It consists of nine voting Board Members (three resident representatives, four CdM BID representatives, and two Chamber representatives), one Executive Director, a City Advisor, CFO, Legal Advisor and various Advisory Board Members. There is also an executive working committee to lead and execute the Centennial Celebration with a volunteer committee of over 200 resident and community leaders. To bring together the entire community in a citywide celebration to honor the 100 -year birthday of Corona del Mar as a prelude to the Centennial for Newport Beach in 2006. Along with special event celebrations, history, educational programs and community involvement, The CdM Centennial Foundation will launch a fundraising campaign to support a community enhancement project and Centennial monument for future generations to enjoy. This is an exceptional honor for me, and particularly gratifying to know that the city is taking an interest in showcasing the beauty of the marine world through public art. For years, the fragile eco- systems of the sea were as far removed from the art world as anything you could imagine. Fortunately for us that has changed. I, for one, couldn't imagine a world without the beauty of a giant manta gliding under shafts of afternoon sunlight, or an ancient sea turtle roaming through a coral reef. Yes, there are some big problems we have to resolve: the impacts of pollution, overfishing, and coastal development on marine eco- systems may not be known for years. Yet, the willingness to improve the state of this situation seems on the rise. I am proud — and deeply humbled — to say that people from around the world have made pilgrimages to view my public art projects, and have gained new knowledge from the Wyland Foundation's educational outreach. The life -size bronze sculpture I create for the Centennial Time Capsule Monument is modeled directly upon the Pacific bottlenose dolphins that live off the coast of Corona del Mar. As the inaugural piece in my next project to create 100 life -size marine life bronze sculptures around the world, I intend to create a sculpture that will serve as an ever - present reminder of the wonderful undersea frontier that makes our planet truly special. Your support of this project is sincerely appreciated, Most sincerely, Wade Roberts Gardens Director • F January 23, 2004 • Dear Mayor Ridgeway, Late last year Peggy Fort offered me an opportunity to serve on the CdM Centennial Celebration Committee. As a local artist with a strong sense of community pride, I was honored to help, especially in ways that pertain to art. As you know, the centennial committee's proposal to erect a time capsule monument at the site of Inspiration Point has been met with an overwhelming majority of public support through the committees outreach campaign. There has, however, also been some criticism that the process used to select an artist for the monument, the size of the monument, and its aesthetic nature did not follow an appropriate democratic process. In response to these concerns it should be noted that significant efforts were made by the centennial committee for the public to partake in open sessions at the early planning stages prior to having selected an artist for the monument. Due to the time sensitivity of the project, the committee made a proactive decision to offer to the community a design by a world -class artist in an appropriate location. The committee feels very fortunate to have the support of an artist of Wyland's reknown. After Wyland's preliminary design was revealed, every effort was made to acquire acceptance from the community from the committee's outreach campaign. I can understand how some may perceive the design as a "one-option-take-it-or leave-it" presentation but that inappropriately discredits the very honorable efforts made by a volunteer committee to field public • input and choose the best option for the success of the centennial celebration while considering the time constraints involved. As a member of the centennial committee and as a concerned local artist, I feel I understand both sides of the issue. Clearly local artists should have the opportunity to participate in the celebration. In fact, that is my charter within the committee. Art exhibitions open to local artists will figure prominently in at least two centennial events that I am helping to organize. I want to urge the City Council to support the Centennial Committee's efforts so we might continue with the momentum established. Allowing the planning to stall at this critical time could be devastating to the commitment of volunteers and ultimately the success of the celebration. In 1999,1 worked alongside the Secretary of State's Office and the California State Parks in putting together an art program to celebrate California s 150th anniversary. Much to my chagrin, bureaucratic malaise and political back stabbing completely unraveled the State's sesquicentennial celebrations. The real losers were not those of us involved in its planning but the people of California. I believe that if we as a community do not rally around what is currently on the table a similar fate may befall us in failing to seize a unique historic opportunity of civic pride. You dealt with this sensitive topic in a graceful manner, under the circumstances of limited time. I had hoped I and others could have provided some reinforcement testimony. Since that was not possible at the time, I have personally chosen to communicate with each of you via this email. I hope you do not mind so here goes: As most of you are aware, I have invested almost twelve years of personal volunteer time on quality endeavors for Corona del Mar via the Chamber of Commerce, Business Improvement District and a small business enterprise on East Coast Highway. My volunteer involvement is ongoing through various planning endeavors for the incredible CdM One Hundred Year Centennial Celebration. I am doing what I can to help as much as possible. It is obvious to most, the Centennial Planning Leaders have brought forward a world class idea for a world class community at a word class site...: Inspiration Point. Also, Wyland for sure is a world class Ocean Artist having proven his worth all around our globe. We are very fortunate to • have him excited about working on this incredible monument for our community. This is a "big deal." No other possible idea could "top" this one as a "forever" memorial to Corona del Mar's Centennial Birthday Celebration. This Time Capsule and Dolphins Sculpture is a world class everlasting idea perfectly suited for our world class community. Inspiration Point is the only appropriate location for this special Time Capsule and Dolphins Sculpture along with the "bricks" underwritten by residents and famlies of our community. This site is begging for this refreshing idea to take place. This site will be greatly enhanced with this proposal. Inspiration Point has most of the public infrastructure required already in place. It has walking access to and from Big Corona State Beach. It is located centrally along the walkway between each end of this existing park. Curbside parking already exists. It will not obstruct views from local residential homes. In summary, Inspiration Point will be enhanced tremendously with this special addition as will the neighborhood and our community. It is rare in one's lifetime that leaders like us can participate in the planning and decision making process of something as everlasting as this Centennial Monument idea. This Time Capsule and Dolphins Sculpture will be there long after we, and our surviving families are gone. It will be there many hundreds of years later for those living here to enjoy and take pride in. The "marriage" of Inspiration Point and this Centennial Monument is a natural one. We all need to seize this amazing opportunity to cause this special inspiration Point enhancement proposal to happen for our community. Thank you for reading this communication and listening to me regarding this important subject. n u Donald Glasgow, Volunteer CdM Centennial Executive Planning Committee Thursday, January 15, 2004 America Online: PeggyFort Wednesday, January 14, 2004 Dear Mayor Ridgeway, I am taking this means to respond, as we were unable to in 'public comments' for the council study session of January 13, 2004. It is perfectly understandable and appropriate to stay on time during your meeting but I wish to have input. While my musings may not be unique, they are salient to the issue of an artistic monument at Inspiration Point. My wife and I are members of the Centennial Celebration organization. I am a member of the community outreach committee, which is ably chaired by B.J. Johnson. Since we live on Ocean Blvd. In Corona del Mar, we volunteered to have an outreach meeting at our home in early December 2003. We had absolutely no opposition from anyone on the placement location of the monument or it's design at that meeting, which you may recall was after multiple notifications to the community (by our committee and the city) including door -to -door knocking with an invitation to attend. It was very well attended both statistically and in body count. At that meeting,: dialogue about the placement of a celebratory monument occurred and it was thoroughly discussed. Other locations were dismissed for various reasons. Primarily the median center of South Coast Highway was thought to be foolish for several reasons including the sensitivity nature of Newport Beach and Caltrans negotiations but primarily it would be dangerous to view in the median of an extremely busy thoroughfare. Other locations similarly had drawbacks due to accessibility to the public Our fundamental point is; we do not view an artistic sculpture by a world- renowned artist as a view impediment rather it is view enhancement. The rendering clearly shows that it is not a `structure' rather it is a graceful open rendering representing a symbol of our wonderful area of our great city. Several points here beg to be considered. 1. A graceful open design by an accomplished and recognized artist is not a blemish but rather a treasure. The acquisition of the treasure is at no cost to the City or it's taxpayers. Its public placement is crucial to the fund raising effort. It will be an enhancement to the community and accessible to the public at a location that exemplifies Corona del Mar. 2. The angle of incidence of view plane of (from even the one house directly across the street) is so inconsequential that it will not be an obstruction, especially since the dolphin rendering is open and not a solid edifice. It should be noted that this is not a tree that would grow and need maintenance as it has been compared to by the opposition. 3. For a Parks and Recreation member to do a poll of unknown people and report as all negative reactions to any council member, begs several questions. Was the poll biased thereby eliciting the desired answer? Was the report though our Honorable District 6 Councilman 'hearsay'? The statement U 11 U that one hundred percent of the poll (inadequate sampling for those that know statistics) was against the location, is specious and should be discounted. . 4. 1 was unable to attend the subject PB &R meeting due to meeting. I am a Reserve Lieutenant with the Orange County Sheriff Department Aero Squadron and security went 'Orange' during that time. My wife Linda however did attend and she is a very accurate and valid history recorder of what happened. Apparently the same gentleman you let speak for the opposition at the January 13, 2004 did so at the subject PB &R meeting also. Another person who stated that he did not live in Newport Beach but was in opposition as a 'walker - jogger' felt that it would block his view of the Ocean. My response upon hearing this hollow utterance was "why not take one step either right or left and regain the view if you do not like fine art". 5. It was inappropriate for the PB &R committee to concern itself with the cost of the sculpture and the choice of artist. Some went far past of their obligations as appointees with questioning. The public need not tolerate the officious manner of some of those appointed members. 6. The fallacious argument that the placement of a sculpture at Inspiration Point might cause land movement is certainly unfounded and an attempt to obfuscate the issue. 7. The project size has already been scaled down from the original proposal. To have an artistic impact however it must have some substance or presence. . Again a stylish graceful creation that this appears to be is an enhancement to the community. If the monument's presence precludes the use of the area as a 'free wedding venue' many residents would celebrate. 8. Access down a steep grade or up a 'grassy knoll' or in a major highway median simply does not make good sense. Inspiration Point is the most appropriate and fitting location for this prideful event. Many of us felt pleased that generally the council members and especially the Mayor were sensitive to both sides but realize that this is a once in our lifetime affair for our committee. It also will serve as a precursor (or precedent) for Balboa Island next year and the City of Newport Beach the following year. There are other nuances to this discussion that may not be appropriate in this forum that I would be glad to discuss with you on a personal basis. There is no hidden agenda from the Centennial Board or its committees. We view Corona del Mar as a treasure and only wish to honor it. This upcoming celebration is having an extremely positive effect on the preponderant majority of residents. A City Council study session led by Ed Selich and the CdM BID took place on August 12 regarding the issue. It is likely that the PCH relinquishment item will be discussed at a City Council meeting in September. The Caltrans offer is to cover the maintenance of the three - mile piece of highway over the next several years. However, it is questionable whether the $3.5 million will be enough to actually encom- pass all the costs involved in keeping up a public road. The CdM "Vision Plan" originally had an anticipated completion date of 2004 to coincide with the Corona del Mar Centennial Celebration, but most likely we will not see the totality of its projected results until after 2004. The majority of the "Vision Plan" is focused on pedestrian safety and visual improvements to the streetscape and business district. Included in the proposed "Vision Plan for Corona del Mar" are the following physical improve- ments: Crosswalk improve- ments, median landscaping, outside dining, and various lights and decorations. The proposed plan also includes flashing lights that will be installed into the pavement to mark crosswalks at certain intersections similar to those in Laguna Beach. New plants and decorative landscaping on the medians and sidewalks, new street lights with attach- ments for banners, water fountains with special sections for dogs, new entryway signs, and a clock tower with a community message board may also be in the works for the CdM "Vision Plan." However, the "Vision Plan for Corona del Mar" will be very difficult to complete if Caltrans does not relinquish ownership of the stretch of Coast Highway in the CdM village. Permits and other such authorizations may come at a delayed pace, or may not come at all if the City of Newport Beach does not take possession of PCH. We need your representation, so please watch for future City Council meeting notices regarding the status of the "Vision Plan for Corona del Mat." The CdM BID encour- ages residents and business owners to come out and support the "Vision Plan" for Corona del Mar.
