SUBJECT: APPLICATION TO CALIFORNIA DEPARTMENT OF BOATING AND
WATERWAYS SMALL CRAFT HARBOR DEVELOPMENT LOAN FOR
THE MARINA PARK PROJECT
3X%L'ilul IZtIIC•lilQ
Adopt Resolution No. requesting a loan from the California Department of Boating
and Waterways Small Craft Harbor Development Loan and authorize the Mayor and
City Clerk to execute the Resolution. Authorize city staff to submit a loan application in
the amount of $8,300,000 as stated in the Resolution and direction from the City
Manager.
DISCUSSION:
It is anticipated that City Council will consider the Re- Circulated Environmental Impact
Report for the Marina Park project in May of this year. The construction of the
development of the Marina Park project is estimated to cost $20 million. This includes the
visiting vessel marina, the community and sailing center buildings and park. The
preliminary construction cost estimate of the visiting vessel marina is $8.3 million. This
includes dredging, seawalls, pilings, utilities, docks, gangways, hardscape and
landscaping costs.
The California Department of Boating and Waterways ( "Department ") mission is to
provide safe and convenient public access to the State's waterways. One of the ways
the Department fulfills this mission is via the Department's Small Craft Harbor Loan
Program ( "Program "). This loan program was established to aid cities, counties, and
other agencies in the development of small craft harbors.
A loan application to participate in the program must be submitted by April 1st of the
year preceding the loan funding year (i.e., received April 1, 2010, to be considered for
funding in the fiscal year 2011 -2012 budget. Per the anticipated project schedule,
construction of the marina could start as early as July 2011, which would be in concert
with the release of funds.

The loan application requires a Resolution of the City Council that includes the purpose
and amount of the loan, justification for the loan; certification of need for the project;
name and location of the project; and designation of a representative authorized to
accept the loan and sign the loan agreement. The attached Resolution satisfies these
requirements, and designates the City Manager as the City's authorized representative.
Approval of this Resolution does not require that the City accept the loan and construct the
project. The City will need to make its best effort in working with the Department to finalize
available funding and loan agreements for the visiting vessel marina component of the
Marina Park Project.
