SUBJECT: Utilize UASI Funds to Purchase a Multi- Discipline Volunteer
Management/Equipment Mutual Aid Trailer
Accept Urban Area Security Initiative (UASI) grant funds to purchase volunteer mutual aid
trailer and additional equipment for $31,234.52.
Authorize a budget amendment increasing revenue estimates by $31,234.52 in 2356 -4866,
UASI Grant Equipment, and increasing expenditure appropriations by $31,234.52 in 2356-
9031, UASI Grant Equipment.
Approve a sole source contract with JLG Enterprises with an amount not to exceed $25,000
for the trailer. Additional equipment totally $6,234.52 will be purchased separately.
DISCUSSION:
The Urban Area Security Initiative (UASI) grant was established in 2003, by the Department
of Homeland Security (DHS) to provide funding for training and equipment for emergency
personnel. The urban areas are chosen by DHS based on a formula that takes into account
factors such as critical infrastructure, population density, and credible threat information.
Among other densely populated areas, the Cities of Santa Ana and Anaheim were jointly
awarded approximately $13 million dollars in the fiscal year 2008. Both UASI cities and the
County of Orange have teamed up to forge one of the most cohesive, focused, and regional
partnerships anywhere in the nation.
The City of Newport Beach falls within the Santa Ana UASI area, administered by the
City of Santa Ana. The Anaheim /Santa Ana UASI has set aside a total of $124,939 for
the Cities of Newport Beach, Huntington Beach, Irvine and La Palma for reimbursement
of costs associated with the purchase of four Citizen Corps multi - discipline volunteer
management/equipment mutual aid trailers and additional equipment. Each city was
awarded $31,234.52.
The trailer and equipment will be utilized to manage Citizen Corps volunteers at city and
community events, as well as unexpected disasters that might impact Newport Beach.
The funds for the UASI grant will reimburse the City for all costs associated with the
trailer and equipment purchases. No matching funds are required to accept this grant.
If accepted, the City of Newport Beach Citizen Corps multi - discipline volunteer
management/equipment mutual aid trailer will be eligible for additional grant funds in
future years.
