DISCUSSION:
Background
At the regular meeting of the City Council held on April 27, 2010 the Mayor appointed
Mayor Pro Tern Michael Henn and Council Members Nancy Gardner and Edward Selich
to serve on an ad -hoc Appointments Committee to review applications and make
recommendations to the full Council for the Board and Commission vacancies
scheduled to occur on June 30, 2010.
At the conclusion of the application period (May 13, 2010) the committee reviewed the
applications on file and conducted interviews with selected applicants on Thursday,
May 27, 2010, and Thursday, June 3, 2010.
The appointments to fill these vacancies are scheduled for Tuesday, June 22, 2010. All
new terms will be effective July 1, 2010, with an expiration date of June 30, 2014.

I am a highly trained leader and I can make a siginificant difference in the City of
Newport Beach with my skills, knowledge, and training. I have worked in communities
my entire career as a superintendent, principal, and teacher. Serving in this capacity,
I learned important skills and acquired experience at facilitating and planning both
district and community meetings, serving often as a chairperson of important community
and district level boards and committees. As a superintendent, I lead the school board,
developed the agenda, trained school board members in governance, policies, regulations,
and personnel. I clearly understand the role and responsibility of city leadership.
I was trained at the University of LaVerne in Leadership Today's world calls for
leaders who understand that building strong communities requires leaders who are
believers in community input, support, and value the use of human resources. Building
strong coalitions and connectins in communities is key to improving the quality of
life provided for all citizens, both in city government and our educational system.

We need and must cultivate leaders who are comfortable with a shared leadership model and
implement change strategies that include a variety of city leaders, citizens, and adjunct groups
who represent the city and its concerns. I am a trained decision -maker and understand the
importance of not only how decisions should be made, but also the far - reaching impact that
decisions can have on a community both positively and negatively, depending on the quality -
kind of the decision.
Leaders need to be able to, facilitate people and processes in order to provide the best leadership
possible. Good leadership involves both supportive and directive behaviors from leaders. A
strong ethical basis is critical for elected and appointed leaders at all levels of a community.
Good leadership encourages input from all levels and treats people and their ideas with respect
and dignity. As a member of this community for over thirty years, I ask you to consider my

Jerry A King comes to Michael Brandman Associates with more than 25 years of broad -based experience as a
senior planner and strategic advisor on many major projects, including projects in the land development
infrastructure and water sectors (e.g. 60 million square feet of retail and commercial development, 35,000
residential units, and many projects involving water supply and quality). Mr. King provides services in
governmental relations, predevelopment planning and entitlement, project management, regulatory and
compliance assistance. He brings particular expertise in the areas of environmental permitting, water districts,
public utilities, land use analysis and planning, water quality and storm water, and wetlands.
Mr. King has served in a leadership capacity on many boards and agencies responsible for California's water
resources, including: the Santa Ana Regional Water Quality Control Board (past chair), the Metropolitan Water
District of Southern California (past board member), the Santa Ana Watershed Project Authority (past chair),
the Orange County Water District (past chair), the Orange County Harbors, Beaches and Parks Commission
(past chair), and various municipal committees (e.g., the City of Newport Beach). More recently, Mr. King
assumed the Vice Chairman position for The Urban Land Institute, Inland Empire - Orange County Infrastructure
Council and he also serves on the ULI National Executive Committee.

Best Buy, Inc.: Assisted in locating potential store sites; provided planning and entitlement strategy for
location permitting; developed positions to define conditions for approval; and assisted in responses to
exaction requirements.
BKK Corporation, Development Plan, West Covina, CA: Provided planning services for the development of
landfill closure plan and entitlement services for a future golf course.
Chapman College, Learning Center, Orange, CA: Prepared the Campus Master Plan and provided planning
entitlement services for the learning center facility.

Beach in developing alternative land use proposals in support of a regional airport and supporting facilities.

development of entitlement conditions and implementation of development requirements; provided strategic
guidelines for addressing problem areas related to circulation of site criteria; and worked with entitling
jurisdiction to achieve compliance with development conditions.
Lldo Medical Center, Newport Beach, CA: Provided entitlement and planning services for redevelopment of
the existing facility as well as a 220,000 square foot expansion for medical offices and a diagnostic center.

Poseidon Resources: Acted as a consultant for ocean water desalination project and regulatory compliance.

Basin Management Plan in adjudicated groundwater basin. Services included groundwater degradation, future

I have enjoyed living in Newport Beach for the past 37 years. My wife and I raised three daughters in this city, taking advantage of the
excellent education, recreation, and community programs offered by the City. As a regional manager for the IBM Corporation, it was my
responsibility to adjudicate both internal and external misunderstandings. By implementing two key principles, I feel that any dispute
can be resolved. Respect for the individual and an emphasis on quality of service allow any organization to function at its most effective.
I believe that being part of a community means contributing to its future. The past four years on the Civil Service Board, along with my

Civic Leaders and Residents to keep our Harbor and surrounding community s Safe, Clean, and Friendly. l have good relationships with
State and local Government Agencies, boat owners, yacht clubs, businesses, and waterfront home owners. I work and play on the harbor
and feel I have a good understanding of the needs and values needed to be open minded and responsible to make the right decisions for

My recreational boating background and fourdecades as a member of the Newport Beach marine business community give me a unique
perspective on harbor issues. I currently have a U.S. Coast Guard 100 -ton masters (captains) license with sailing and towing
endorsements. I conducted one unsuccessful city council campaign before serving two years on the city's environmental affairs
committee. While a local boat dealer I founded the boat shows at Lido that have run successfully for the past 37 years. In order to
produce these events I've had to deal with numerous departments and agencies at every level Including the city, county, the California
Coastal Commission and Army Corps of Engineers. That process has been an evolving one, giving me much insight into how so many
departments and levels of government can be involved in one single body of water. I'm active in the Newport Sea Scout Base and
received their highest honor, the Good Sea Scout Award earning my very own day in a resolution from Mayor Steve Rosansky in 2007. I'm
the publisher ofa number of titles including Sea Magazine, the 101 year old journal of western boating; Boating World, the nation's trailer
boating magazine, The Log and Fish Rap, Southern California's boating and fishing newspapers; and the nation's oldest trade magazine
and voice of the newspaper industry — Editor & Publisher. From the day I was president of my class in college, executive officer of an
armored cavalry troop in the military and president of a publishing company with 40 employees, I have been building on my experiences,'
one after another. Today that combination of life experiences provides a very uniquely qualified resume for the position of Harbor

My interest in serving on the Harbor Commission is grounded in my love and respect for the sea and all things nautical.
Newport Harbor as our City's most precious natural resource and am sincerely interested in the commercial, recreational
environmental uses and policies affecting our Harbor's sustanability as an economic and civic resource.
As an active boater and member of the Balboa Yacht Club, I maintain a close personal awareness and interest in matters
concerning the commercial and recreational use of our Harbor. Last year I assisted the Harbor Commission and the City of
Newport Beach by writing and editing a new publication, "The Complete Cruising Guide to Newport Harbor ". This Cruising Guide
grew out of a concern shared by many that our Harbor facilities and shore -side access are not as welcoming and visitor- friendly
as they should be- The Cruising Guide is one step towards helping Newport Beach be more welcoming to visiting boaters and
more supportive of the Harbor - related businesses who serve them.
I have no economic or business interest in the Harbor, directly or indirectly. But I have an appreciation for the importance of the
Harbor in the life of our community and would be pleased to contribute what I can to the work of the Harbor Commission. I

Douglas West, Sr. Vice President (Ret.), Toyota Motor North America, retired from
Toyota in 2006 after 30 years in the automotive industry. For two years prior to his
retirement West served, as an executive -on -loan, as President and CEO of Aichi USA
2005, the non - profit organization established to finance, build and operate the U.S.
Pavilion at Aichi World Exposition 2005 (Nagoya, Japan) under the authority of the State
Department.
West joined Toyota Motor Sales, USA in 1982 as an attorney specializing in product
litigation. In 1989 he was promoted to Vice President and General Counsel responsible
for all product - related legal matters. In 1993 he was promoted to Group Vice President
in charge of Toyota's U.S. vehicle logistics operations and in 1996 he was promoted to
Senior Vice President and Chief Administrative Officer. In this position he was
responsible for all administrative operations, including law, information systems, real
estate and facilities, human resources and purchasing. He was a member of the
company's seven member Executive Committee and served as the corporate secretary.
In 2001 West was appointed Senior Vice President for Government and Industry
Relations, in charge of Toyota's government, industry and public affairs office in
Washington, D.C.
Before joining Toyota, West's legal career included six years as a litigation attorney in
the Office of the General Counsel, Ford Motor Company and two years as a law clerk to
the Hon. Ralph Freeman, U.S. District Court for the Eastern District of Michigan
Since 1998 West has served as a trustee of Claremont Graduate University where he now
also chairs the Finance Committee. He is a management counselor with the Service
Corps of Retired Executives. From 1993 to 2002 he served as a director and president of
the Los Angeles Urban League Automotive Training Center, a joint venture of Toyota
and the Urban League.
West earned his undergraduate degree from Michigan State University (1967) and J.D.,
cum laude, from the Detroit College of Law (now Michigan State University College of
Law) (1974). From 1968 to 1971 he worked with the commercial fishermen of Jamaica,
B.W.I., as a U.S. Peace Corps Volunteer.
He is a member of Big Canyon Country Club and the Balboa Yacht Club, Newport
Beach, California. West resides in Newport Beach and Martha's Vineyard,

As a 12 year resident of the City of Newport Beach and father of three growing boys, I have come to appreciate the importance of
participating in the overall process of city governance. This appreciation began as a desire to be a good role model for my sons by being
involved in various school and church activities. Because of my profession in real estate development, I have come truly appreciate civic
duty and the process with which a city has to operate to serve it's residents.
I have worked extensively with various municipalities as a real estate developer. This experience has given me additional insight into
how city processes work, the process of outlining goals in it's General Plan, and how those goals are (or are not) achieved. I have also
gained an appreciation for the hard work that our elected and appointed officials put into giving back to the community.
In preparing to summarize my qualifications, I reflected upon why I may be more qualified than another applicant. In short, I believe
wholeheartedly in giving back to the community in which I live. My family is a regular participant in life in Newport Beach. From daily
Visits to the park for baseball or soccer with my sons to enjoying the natural beauty of our beaches, teaching my sons to surf, I deeply

Time and desire to serve are the top two reasons for my application to the Parks, Beaches and Recreation Commission. I have for many
years worked with cities regarding the scheduling of park space. As a retired ocean lifeguard and the executive of a non profit company
that works with county and city governments planning use of their beaches and many years as a swimming coach working in recreation
my experience and caring for these assets will serve the city well. Over the years l have worked with various companies and utilities to
pave roads, cut diseased trees maintaining parkways and streets in Lake Arrowhead, CA.
Each year I write a business plan and create an annual budget for two businesses. I write marketing plans and create web sites to
promote business and stimulate interest and sales. My 25 years in the school yearbook business required my working with and forming
solid relationships with schools officials on a daily basis.
As a business leader, recreation leader, nonprofit executive, retired ocean lifeguard and retired executive who worked with school

I have lived in Orange County since 1959, except for a few years in between. In the last 50 years, I have seen the transformation of the
countyfrom a rural /farming community to metropolitan area and the City of Newport Beach from a beach/ bedroom community to a
thriving urban /suburban community. In the last four decades I have been involved in the planning, design and administration of some
of the largest cities and planned communities in the county, such as the cities of Irvine, Mission Viejo, Aliso Viejo, and communities of
Coto de Caza, Talega, Foothill Ranch and many others. I developed the original concept for Lake Mission Viejo which later became the
bases for my Master thesis in urban design and engineering in 1972.
1 hope my present position on the California Water Quality Control Board will be helpful in advising the City on issues related to one of
our most precious resources,namely our Coastal Waters
I believe my involvement in many non - profit agencies such as the Red Cross, community organization such as the World Affairs Council,
my political activities as a member of the Republican Party's Central Committee and affiliation with numerous Professional organizations
