Mitigated Negative Declaration
City Council Meeting

Issue
Tonight, we are recommending that the City Council:
Adopt the MND prepared for the Rhine Channel Cleanup Project
(Project); and
Conceptually approve the project, which includes:
Removing contaminated sediments from the main channel, under
a portion of the docks in the Rhine, and from two nearby areas at
the Marina Park, American Legion and 15th Street sites; and
Depositing those sediments in an engineered fill site at the Port of
Long Beach (POLB) Middle Harbor Redevelopment Project

Rhine Channel Contaminated Sediment Cleanup
Project Description
Remove contaminated sediments unsuitable for ocean
disposal or beach nourishment
Beneficially reuse 150,000 cy of sediment at the POLB
Redevelop shipping terminal by filling open water to create a longer
wharf and additional upland space
Possibly coordinate project with upcoming Army Corps
Lower Bay dredging project - economies of scale
POLB is the preferred disposal alternative because:
Permanently removes contaminants from the environment
Does not require upland sediment re- handling (no traffic impact)
Most cost - effective method
Uses proven technology to remove and sequester contaminants
Project Description (cont.)
Construction will last ~ 4 -5 months
Potentially start January 2011 (pending POLB
acceptance of sediments and schedule)
Dredging will occur M -F (7 AM to 6:30 PM),
Saturdays (8 AM to 6 PM)
Material will be transported to POLB via barges
Likely dredging will start at the north end of
channel and work down
Limited channel access during construction
Boats temporarily relocated
Potential Impacts and BMPs
General BMPs
No dredging from land based equipment
Floating debris removed and disposed of at a landfill
Water Quality BMPs
• Silt curtains will be used during dredging
• Water Quality Monitoring Plan will be implemented
• Improved construction techniques
• Spill Prevention, Control and Countermeasures Plan will be
implemented
Dredged material will not re -enter surface waters outside of
project area
Disposal barges will be carefully loaded and monitored
Potential Impacts and BMPs
Air Quality BMP's
Equipment will meet South Coast Air Quality Management
District requirements
Noise BMP's
Work will stay within construction times allowed by City Code
Navigation BMP's
Communication protocol will be established to minimize
disruption
Emergency vessels will have access to channels at all times
Environmental Review

Summary
No potentially significant impacts were identified per CEQA
guidelines
Impacts to air quality are "less than significant with mitigation
incorporated"
MND recommends 11 mitigation measures to reduce air quality
impacts to a point where clearly no significant effects would
occur, including purchase of mitigation credits
Mitigation measures are identified in the Mitigation Monitoring and
Reporting Plan
