Construction will last ~ 4 -5 months Potentially start January 2011 (pending POLB acceptance of sediments and schedule) Dredging will occur M -F (7 AM to 6:30 PM), Saturdays (8 AM to 6 PM) Material will be transported to POLB via barges Likely dredging will start at the north end of channel and work down Limited channel access during construction Boats temporarily relocated Potential Impacts and BMPs General BMPs No dredging from land based equipment Floating debris removed and disposed of at a landfill Water Quality BMPs • Silt curtains will be used during dredging • Water Quality Monitoring Plan will be implemented • Improved construction techniques • Spill Prevention, Control and Countermeasures Plan will be implemented Dredged material will not re -enter surface waters outside of project area Disposal barges will be carefully loaded and monitored Potential Impacts and BMPs Air Quality BMP's Equipment will meet South Coast Air Quality Management District requirements Noise BMP's Work will stay within construction times allowed by City Code Navigation BMP's Communication protocol will be established to minimize disruption Emergency vessels will have access to channels at all times Environmental Review Copies of the M N D are available on the City's Website ( http:// www .newportbeachca.gov /index.aspx ?pang --1- 347) and available at the Harbor Resources office 3o Day public review from June 11 - July 13, 2010 Comment letters received from: Department of Transportation Department of Toxic Substances Control South Coast Air Quality Management District County of Orange California Regional Water Quality Control Board - Santa Ana Environmental Review (cont.)
