Directional & Wayfinding Sign Program

Background
In 1997, the City of Newport Beach and the Newport Beach Conference and Visitors
Bureau commissioned a study to determine the current transient occupancy tax
revenue generated within the City and identify areas of potential growth (e.g. a
conference and convention center).
The PKF report did not recommend pursuing a convention center as the most cost
effective manner of achieving the desired objective of increasing TOT revenues, but
did recommend the City take steps towards becoming a more visitor - friendly
community.
Excerpt from PKF report, specifically addressing signage:
"Newport Beach has 'Tourist Info'signs along its access corridors. However,
signs directing tourists to specific attractions and neighborhoods, such as
Corona del Mar, could be enhanced to increase awareness of tourist activities
and to create a friendly and inviting atmosphere. "
Background
Due to the diffusion and lack of a critical mass that exists within Newport Beach, the
PKF report identified seven major activity nodes for the City to enhance and link.
Those hubs of activity included new areas to develop and areas to be enhanced.

"Travel between the major nodes must be facilitated in order to assist tourists
with their desire to fully absorb the tourism product developed by the City of
Newport Beach."
Both the EDC and the CVB's primary recommendation in moving forward with the
suggestions included in the PKF study was to pursue a citywide wayfinding program.
Wayfinding: What Is It?
"Wayfinding" is defined as "a system of elements that helps people find their way
safely and comfortably through complex physical environments."
Purpose:
— assist residents, visitors and employees alike to navigate to and from destinations;
— enhance the City image as an accessible, attractive and active destination through
distinctive, helpful graphics;
— simplify traffic patterns by guiding drivers into, through, and out of the City along
the most convenient routes;
— help drivers locate and identify parking convenient to their final destination; and
"clean up" the City's existing signage by redesign and /or removal wherever
possible and practical.

"Phase 2" implementation of Wayfinding Program
• June - Nov '08: Directional sign package refinement, including identification of all
directional sign locations

BID package prepared, pulled due to budget reductions
Submission for FY 10 -11 CIP Budget Request ($300,000) for
fabrication /installation of directional signage citywide
Presentation of Wayfinding Program history & status to EDC
Recommendation that City Council fully fund the wayfinding
program in the FY2010 -2011 budget and install the signs
citywide within 3 months, or as soon as possible.
City Council authorized the Marine Avenue BID to pay for the
installation of 3 Balboa Island wayfinding signs prior to
comprehensive installation by the City.
