CITY COUNCIL STAFF REPORT
Agenda Item No. 21
September 14, 2010
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: Fire Department
Steve Parker, Fire Chief, 644 -3101, sparker @NBFD.net
SUBJECT: Acceptance of PSIC Grant
RECOMMENDATION:
Authorize the City Council to accept grant funds in the amount of $16,303.77 from the
Public Safety Interoperable Communications Grant Program funds to offset the cost of
previously purchased Motorola XTL 5000 portable radios.
DISCUSSION:
The Public Safety Interoperable Communications (PSIC) grant is a federally- funded
program administered by the California Office of Homeland Security. This Program is
intended to enhance First - Responder interoperability communications between local,
state, and federal agencies. The grant allowed the Fire Department to purchase new
Motorola Astro Digital XTS5000 700/800 MHz portable radios for 20 percent of the
current cost.
Although 30 radios were desired by the Fire Department when the program was
announced, an initial allocation of 25 portable radios was all that was available through
the PSIC Grant Program in order to give other jurisdictions in the county the opportunity
to purchase a proportionate number of radios. Since many agencies did not purchase
their full allocation of portable radios, additional grant funds were made available for the
Fire Department to purchase the 5 additional radios that were originally desired.
Under the terms of this grant, the entire purchase price was to be paid by the city, and
then the grant would refund 80 percent of the cost of each radio. The city has already
purchased the additional portable radios and needs City Council approval to accept
reimbursement of PSIC funds in the amount of $16,303.77. This is an extension of
grant funds the city received in fall 2009.
Funding Availability:
The City has already purchased the five portable radios using FY 2009 -10 funds. No
additional funding is required.
The funds for the PSIC grant are currently being held by the City of Santa Ana through
the Santa Ana Urban Security Initiative/ Public Safety Interoperable Communications
grant coordinator.
