RECOMMENDATION:
That the City Council approve the recommendation of the PB &R Commission for naming of the
Evelyn Hart Event Center located at the OASIS Senior Center.
DISCUSSION:
The PB &R Commission met on September 7, 2010 and at the request of City Council considered a
recommendation from the community for naming of the Evelyn Hart OASIS Senior Center. The
Commission heard public testimony and discussed City Council Policy B -9 — Naming of City Parks &
Facilities guidelines for such a request. The PB &R Commission moved unanimously to recommend
that the Event Center be named the Evelyn Hart Event Center and that the OASIS Senior Center
facility name remain.
FISCAL IMPACT:
Additional costs will be associated with changing the OASIS Event Center letters located on the
outside of the building. These costs are currently under review and will be issued as a change order
and billed to the OASIS project budget.

ISSUE
City Council has requested the Parks, Beaches & Recreation Commission review a request from the
community for the naming of "OASIS' (Older Adult Social and Information Services) as "Evelyn Hart
OASIS Senior Center."
RECOMMENDATION
Review and forward a recommendation to City Council if there is a suggested change to the name of
"OASIS Senior Center" or room dedication as directed by Council at their meeting of August 10, 2010.
Options include:
1. Facility name to remain "OASIS Senior Center"
2. Dedicate a Room at the OASIS after Evelyn Hart (Event Center, Room 4 or Room 5 are
available)
3. Rename the facility to "Evelyn Hart OASIS Senior Center
BACKGROUND
The City Council received a request from the community to consider naming the OASIS Senior Center
as "Evelyn Hart OASIS Senior Center" for the body of her work and leadership in the Newport Beach
community. City Council Policy B -9 — Naming of City Parks & Facilities (Attachment A) stipulates
suggestions for naming of facilities shall be reviewed by the Parks, Beaches & Recreation
Commission with a recommendation to City Council for final approval if a suggested re- naming is to
take place or the dedication of a room.
HISTORY OF THE FORMATION OF OASIS (OLDER ADULT SOCIAL & INFORMATION SERVICES)
The OASIS Senior Center, now in operation for 33 years, is a result of the creative vision and
commitment of local citizens, city leaders and community activists who paved the way for its inception
and growth. The idea of having a center for senior citizens was first brought forward by City Council
Member Lucille Kuehn. A Community Development Citizens Advisory Committee was formed as a
result to look into the needs of the community. The committee headed by Patty Temple and Tim
Cowell also had a prominent member, Grant Howald, who later became the first President of the
newly incorporated Friends of OASIS in 1977. It was quickly discovered that there was a large
percentage of seniors in Newport Beach and that there were no social or recreational services for this
group. Kuehn and then City Manager Bob Wynn appointed a citizen sub - committee headed by Connie
Mumford to see what could be accomplished to meet this growing need.
The process took countless hours of dedication by this group to finally gain favor with the City Council,
PB &R Commission, and Planning Commission to obtain a facility and develop the scope of services.

They also decided that the Center should be named OASIS which stood for what they believed the
facility and offerings symbolized, Older Adult Social and Information Services. This same group of
dedicated volunteers formed the Friends of OASIS, Inc. headed up by Grant Howald, Connie
Mumford, Barney Larks, Edith Friedl, Alice Remer, and Jim Sawyer. Today the OASIS is known
statewide as one of the finest and most comprehensive centers serving a wide range of older adults
from the very frail to the very active. (Attachment B - Excerpts from the OASIS 25" Anniversary

DISCUSSION
Council Policy B -9 sets forth guidelines for designating appropriate names to be selected for parks
and public recreational facilities. New or existing park or public facilities names can be chosen from
but not limited to streets or schools bordering the park, topography, theme or common name already
in place for the area. Facility rooms or site amenities may be dedicated to honor persons if done as
part of a capital /fundraising campaign.
Council Policy B -9 was revised in 2003 (see Attachment C) which removed guidelines that allowed
any recreation facilities or City buildings to be named after individuals. It was at that time that the
provision to allow rooms within a facility or site amenities was added to be named after individuals if
done as part of a capital /fundraising campaign.
The justification behind this revision to the policy was concern that the naming of facilities after
individuals allows for a precedent that the City could never fulfill as there are many prominent citizens
in this community deserving of recognition, both living and deceased. Of further concern was that the
City would not have enough naming opportunities to satisfy the request that could be received once
this precedent is set by naming facilities after individuals. In addition, there was concern that this
would place greater value on one person's contribution to the community over another.
Staying within Council Policy would provide an opportunity to name a room at the OASIS after Evelyn
Hart. Rooms available for naming include the Event Center and Rooms 4 & 5. It remains the Council's
prerogative to waive Council Policy when they see fit which would then allow for the facility in entirety
to be named "Evelyn Hart OASIS Senior Center."
Comments from the public (see Attachment D) have been received and are attached for the
Commission's consideration. Those in favor of naming the facility after Evelyn Hart cite her work on
the City Council, Parks Beaches & Recreation Commission, Chair of the OASIS Building Fund
Committee raising $4.4 million towards construction, five years served as a Friends of OASIS Board
Member, fighting JWA Airport growth, and fostering community involvement and engagement. Those
opposed to naming the facility after an individual cite that the OASIS is the effort of hundreds of
people's contributions, fundraising and hard work and that its current name has great meaning and
history known throughout the community and in particular those who frequent the facility.

NAMING OF CITY PARKS & FACILITIES
The City of Newport Beach has a comprehensive program to provide park and open
space to serve the leisure and recreation needs of residents. It is desirable that
appropriate names be selected for future parks and public recreational facilities. The
following guidelines shall serve as policy on this matter.
A. Suggestions for naming new or existing parks or public facilities shall he
reviewed by the Parks, Beaches and Recreation Commission with a
recommendation being transmitted to the City Council for approval.
B. New or existing park or public facilities names can be chosen front' but not
limited to, the following categories:
1. Streets or schools bordering park
2. Topography
3. Theme
4. Common names already in place for the area
C. Facility rooms or site amenities may be dedicated in honor of persons if done as
part of a capital /fundraising campaign and with the approval of the City
Council.
The provisions of this policy shall not apply to commitments made prior to May 13,
2003.

silver anniversary, let's look back at how
OASIS came to be

mind when she stepped up to her seat
on City Council in 1974. "What can I do
that will create the greatest good for
the greatest number ?" the council-
woman asked, then launched demo-
graphic research that revealed this:

third year extension ignited a storm of controversy between
seniors, school administrators and city officials,
While Council initially rejected the school's lease renewal
request, a controversial turnabout resulted in approval of a
cooperative use plan in April 1977, Seniors were to use one
room of the north wing, while Carden School used the remain-
der of the building. The joint -use proposal confounded seniors
who felt they'd been promised exclusive use of the facility.
vVhy the reversal? "It was difficult for city government to
understand seniors' needs," surmises Evelyn Hart, then a Parks,
Beaches and Recreation Commissioner.

in force at meetings of the City
Council, Planning Commission
and Parks, Beaches and
Recreation Commission. They
wore yellow ribbons. They

wrote to local media. They rallied support from the League of
Women Voters and the Orange County Senior Citizens Council.
They distributed a newsletter. To define their role in the center's
future, they met with Parks, Beaches and Recreation
Department representatives.
They called themselves the Friends of OASIS. On July 8, 1977,
just under a year from the date when Carden School's lease
could not be renewed, they met at the Corona del Mar site
built by Grant Howald for local youth to elect a slate of officers
that would represent seniors:

V V h'Ile the joint use concept received less than lukewarm
endorsement, plans for a phased -in center that would cater to
the needs of those over age 50 moved forward. To assess
seniors' desires, city officials mailed a four -page survey to all
who had expressed interest in it.
On August 27, 1977, some 230 gathered for entertainment
and refreshments at a preview Grand Opening of a
three -room facility. The following Monday, OASIS opened its
doors to 14 budding painters and four golf enthusiasts.
�8ut students were only part of the story, Working In the
background to make the center a reality were a corps of
energetic volunteers. They included Inez Howald, who "pushed
the pen and kept the books" —in addition to starting each
class and dropping out when a requisite 15 students enrolled.
And Walt Howald, son of Inez and Grant, who rounded up
computers, typewriters and sewing machines from Coastline
Community College.
(Fminent campaigner Alice Renter, a former librarian, taught
creative writing. Hubby Frank provided legal advice. Jack Toon
started the still popular Ukulele Strummers. Happy hat collector
Garnet Barrick conducted

events, Adelle Manell and Ross
Miller edited a newsletter. Center

strangers here, and we will
sing no sad songs.
Cheer did, in fact, prevail in an environment that attracted
300 seniors for a festive Thanksgiving celebration in 1977.
Oy year -end, the Center counted some 800
participants, who enjoyed pinochle, gardening, dancing, arts
and crafts, sewing, needlepoint and an array of other social
and recreational activities. Center coordinator Mark Tedford, a
former recreation coordinator for the city's Parks, Beaches and
Recreation Department, put additional social services in place,
including legal aid, housing assistance and medical clinics.
Community support came from the local Soroptimists Club,
which donated funds for equipment. And students at Andersen
Elementary School reached out to seniors, adopting
OASIS members as honorary grandparents.
�Ay summer 1978, the center was operating as proposed in
the master plan, with seniors using all three wings of the site.
Planning for a new Multipurpose Building had begun. With
over 1000 active members, OASIS was well on its way to
becoming one of Orange County's largest centers dedicated
to serving the needs of mature adults in their golden years.

Center is a cooperative effort of the City of Newport Beach
and the Friends of OASIS. Established as a non -profit
California corporation 25 years ago to promote and
advance seniors' integrity and vitality, the Friends of OASIS is
now some 6000 members strong.

J'riends of OASIS
Through volunteer leadership and fundraising, members
provide critical support for the center. Without them, such
activities as the annual rummage sale, monthly pancake
breakfasts, Meals on Wheels and the lunch program would
not be possible. Friends members also teach classes, con-
tribute to OASIS' monthly newsletter, assist with front office
reception, and manage the travel office and gift shop.

maintained the vision of the Citizens
Advisory Committee that laid the
groundwork for the center. Some help
because they want to give something
back after benefiting from OASIS
activities. Others are comfortable In the
friendly, social environment and wont
to share their talents. Many find an
outlet for creative energies that fuel a sense of
accomplishment and belonging.
Throughout OASIS' existence, Friends volunteers have been
an important part of its success. Many have been active at
the center for over 20 years. Along with newer recruits, they
are the engine that makes OASIS go, Their ongoing efforts will
continue to help it grow as a venue for seniors' enrichment
and well- being.

c ince 1978, when seniors began tilling the soil of 50 plots
behind the just- opened center, the Garden Club has been
well rooted at OASIS. Some 70 gardeners !n their golden
years now nurture the 57 16- by 16 -foot parcels that comprise

1992 to enlarge OASIS' parking lot. From its soil, a patchwork
of showy edibles and flora blooms throughout the year
Such popular fixin's as tomatoes, lettuce, peas, corn, beets,
cabbage and cucumbers are the yield of many plots.
More exotic harvests include purple beans, Japanese
eggplant and cross -bred irises with such whimsical monikers
as Gypsy Romance and Festive Mood.

flowers and
vegetables are
fragrant herbs.
Less sweet -
scented are
composting
systems nursed
by the center's "men of mulch," with help from the
garden's green waste and a colony of "red wriggler" worms.
Cultivation of natural fertilizers aids compliance with a state
mandate to recycle 25 °k of city waste while serving as a
model for environmental concepts,
In addition to planting, weeding and harvesting, Garden
Club members meet monthly to share knowledge and get
to know one another. Occasionally, there is debate about
thumbs that may have dulled. With three dozen wannabe
gardeners willing to wait two years for a plot, anyone not
exhibiting pride of ownership in their patch of earth is in
jeopardy of being weeded out.
`The Wind's in the Sails
With ith just a mile between its front door
and Newport Harbor, one might expect
OASIS to have a corps of enthusiastic
mariners. One might not guess that what
started in 1983 with a dozen members is
now in contention for recognition by the
Guiness Book of Records as the world's most
on- the -go sailing club.

The club's earliest vessel was a Lopworth -25 offered by a
friend of John Feeley for group sailing, When its Owner moved
the original club boat away in 1986, Stan Hauxhurst
purchased a Catalina -27, christened it OASIS and donated
the sloop to the Friends of OASIS

tan's boat" served the club well until 1999, when
increased membership and new challenges inspired the
purchase of OASIS II. The 30 -foot Newport MU is now
supported, maintained and enjoyed by over 60 dues - paying
members who have made it the most frequently used
recreational vessel in Newport Harbor.
In 2001 alone, experienced and novice sailors ranging
from their mid -50s to their late 80s departed on OASIS II for
237 day and overnight trips. On some voyages, crews
compete for the Challenge Trophy, awarded for sailing the
21 nautical miles from local jetties to the oil platform in
Seal Beach in the least time.

OASIS president Grant Howald, acquired
computers for administrative purposes in
OASIS' early days, the center has been in
the digital age. But it wasn't until Courtney
Moe began doing tree consulting for
seniors interested in the electronic universe
that fertile seeds for Computer Friends were
Planted in the mid '90s.
Just a handful attended the first meeting of the Computer
Club in 1996, Serving it was a lob with six Packard Bell
computers attached to a printer. As the group grew,
it became known as Computer Friends.
Soon, Special Interest Groups formed to focus on such
special interests as genealogy,

December), some 75 mature computer users convene to
swap ideas, exchange knowledge and share experiences.
In their midst are novices who don't own a PC, as well as
masters of electronic technology. While some are still
sheepish about RAM, all are eager to tear off a byte they
can chew, to get up to speed in cyberspace.

to a Good Time

Some say
it was to

others claim
the destination was Reno, but it doesn't really matter where
the bus was headed. One Jack Toon brought his ukulele
along and the riders sang and Jack played. On the return
trip, the group Jack later christened his "kids" decided to
form a class.

himself to
play piano by
listening to
records on an
old Edison phonograph and practicing on an instrument for
which he paid $1 a week for 48 weeks. At age 20, he took up
the ukulele and was able to escape K.P. duty during World
War I by playing for marching exercises,
Many years later, he brought his musical expertise and
fun - loving spirit to OASIS and became the backbone of the
center's Ukulele Strummers. Until he was 90- something, Jack
and assistant Marianne Ripley led the group through fun - filled
practice sessions, sing- alongs and performances at
convalescent homes and assisted living facilities.
When the baton passed to Tony Cappa, the group hardly
missed a beat, Now some 90- strong, the Ukulele Strummers
are as energetic as ever at Monday and Wednesday social
and learning gatherings, as well as lively programs for
audiences throughout Orange County, Tony's motto?

OASIS Band is in the latter category , After 25 years as a
mainstay at center tea dances, the Band switched gears
this spring, and continues to entertain at monthly
dinner dances.

sign up for membership and we found ourselves in the Carden School
office. We spoke with the director while a little boy, caught In some act
Of mischief, sat on a bench awaiting a ride home.
it seems that the school's lease had not been renewed by the City, but
through an Orange County developer, whose child was a student at
Carden, the schocf had found a new location.
our membership was accomplished of an adjacent building —
temporary command post of the new organization. I was working at
Rockwell International at the time and making the transition to freelance
consulting in the aerospace industry. My flexible schedule allowed us to
enjoy many wonderful programs ar OASIS, organized under the Intrepid
leadership of Judy O'Shoughnessy with Lisa Poe's assistance. How many
C� times Lisa cheerfully helped me with medical equipment'
The talents and sincerity of OASIS teachers provided an atmosphere of
caring that made us want to do our best for them. Can anyone forget
Bill Selvin who extolled us to exercise, exercise, exercise? He even booked
the class for 15 minutes of fame on television! Many also will recall
Trudy Topic, who taught with verve, spontaneity and patience,
Te directors whose pictures song in the center's lobby were nothing less
than dedicated. They include Ed Williams, who diligently served as
"list keeper" of potential buyers of the senior housing an 5th Avenue, and
joked that he couldn't wait to be "out of the real estate business."
What a superb job he did for us!
,�44nd who could forget... but enough of reminiscences. I'll let others take
us into memories of the'90s and beyond, We all have precious memories
of what OASIS has meant to us. Which reminds me of my time as o
volunteer in the OASIS gift shop. Let me tell you about that — perhaps on
the occasion of the center's 50th anniversary.

The future is filled with opportunities for seniors.
As baby boomers begin to retire, there will be many changes
in needs and services dedicated to the aging population.
The challenge will be how to most effectively help those who
make up a rapidly increasing senior segment live full and
meaningful lives,
To continue to serve today's seniors while becoming a
resource for those who will reach their golden years in the
future, we must identify trends that will impact tomorrow's
older generation. We must maintain our current level of
quality services as we develop new programs to meet the
needs of a growing and diverse aging population.

To thrive in the future, we must maintain awareness of
changing attitudes and interests. The sheer proportion,
increased life expectancy and decreased disability rates of
future seniors makes it critical for us to position ourselves to
better meet the evolving intellectual, leisure, health and
creative desires of older adults.

state -of- the -art facility that supports many innovative
programs for seniors. Our vision is to provide a facility that
incorporates space for health and wellness programs,
educational classrooms, modern technology, meaningful
volunteer activities and inter - generational activities.
To make this vision tangible, we anticipate building a new
facility that will take senior services into the next 25 years.

SUBJECT: Proposed Revision to City Council Policy B -9 -- Naming of City Parks
ISSUE:
Should the City Council consider a revision to the current City Council Policy B -9 Naming of City
Parks (formerly 1 -9) to remove the guideline that allows City parks and facilities to be named
after renowned citizens of the community?
RECOMMENDATION:
Through this report staff is transmitting a recommendation on behalf of the Parks, Beaches and
Recreation Commission that the Council consider a revision of the B -9 policy. In addition, based
on the Commissions recommendation, staff is also recommending several revisions to the
policy.
• DISCUSSION:
Background:
At the Parks, Beaches & Recreation Commission meeting on January 7, 2003 an Ad Hoc
Committee was established to review Council Policy B -9, and specifically the guideline in the
policy that allows a City Park to be named after a prominent member of the community. This
discussion was in response to the numerous letters that had been received by the Commission
requesting that one of the parks the City plans to develop in the future be named in honor of
Rosalind Williams.
Several Commissioners expressed concern that the current policy allows for a precedent that
the City could never really fulfill as there are many prominent citizens in this community
deserving of recognition, both living and deceased. The Commission believed that the City
would never have enough naming opportunities to satisfy the requests that could be received
once precedent is set and a park is named in honor of an individual. In addition, The
Commission was concerned that this would place a greater value on one person's contribution
to the community over another.
At the meeting of March 4, 2003, the Park Naming Ad Hoc Committee made their
recommendation to the Parks, Beaches & Recreation Commission regarding proposed revisions
to Council Policy B -9. The following is an excerpt from the discussion regarding this issue:
Commissioner Skoro stated that he and Commissioner Beek had met as the
appointed Park Naming Ad Noc Committee last month as a result of the influx of
tellers this past year after the death of Rosalind Williams requesting that the
Commission name a park in her honor. He stated that they both felt strongly that a
public park should not be named after any one person and recommended that the
Commission move to recommend to the City Council revisions to Council 1 -9, by
striking out NB.4., and deleting the words aro ks or from paragraph D.

Dennis Baker, resident of Newport Beach concurred with the Ad Hoc Committee's
recommendation and urged the commission to support the recommendation.

Motion by Commissioner Garrett to accept the Park Naming Ad Hoc
Committee's revisions of Council Policy B-9 and forward to the City Council for
their review and approval. Motion carried by acclamation.
STAFF RECOMMENDATION
Staff concurs with the recommendations of the Parks, Beaches & Recreation Commission. In
addition, for the same reasons cited by the Commission, staff recommends that the revisions be
carried one step further to include deleting any guidelines from the current policy that allow any
recreational facilities or City buildings to be named after individuals,
Staff further recommends that the policy be amended to allow for rooms within a facility or site
amenities to be named after individuals in recognition of a significant contribution to the
community or a specific project. This is a commonly accepted practice of donor recognition and
would make the decisions less subjective.
Finally, staff recommends that the title of Council Policy B -9 be revised to read Naming of City
Parks & Facilities. Attached is the staff recommendation for revisions to the Council Policy B -9,
incorporating the suggested revisions of the Parks, Beaches & Recreation Commission. •

NAMING OF CITY PARKS & FACILITIES
The City of Newport Beach has a comprehensive program to provide park and open space to
serve the leisure and recreation needs of residents. It is desirable that appropriate names be
'selected for future parks and public recreational facilities. The following guidelines shall serve as
policy on this matter.
A. Suggestions for naming newor existing parks or public facilities shall be reviewed by the
Parks, Beaches and Recreation Commission with a recommendation being transmitted
to the City Council for approval.
B. New or existing park or public facilities names can be chosen from, but not limited to, the
following categories:

enforcement side. He believe that this creates the assumption that they will
receive a quicker response than household without an alaxm. He asked what
standard the City has since it cr ted the reliance and has subscribers. He
stated that, since the City has gone No this business, it needs to keep it up to
speed like it does all its other equipm t, an it can match the quality that the
residents expect. He asked if the change put the City in par with other cities
that touch Newport Beach's borders. Chi McDonell stated that this service
puts the City ahead of the game because s e cities do not directly monitor
alarm systems; however, other cities are thinkin about going into this business.
In response to Mayor Pro Tem Ridgeway's question, hief McDonell stated that
they are requesting about $130,000 to upgrade the s tam. He confirmed that
the $1.9 million revenue stream over five years also inclu es the lines-
Chief McDonell confirmed for Council Member Webb that a the money made
from this service supplements the general fund. Council Main r Webb asked if
money can just be set aside this year and then use revenue the fo owing year to
pay for this. City Manager Bludau stated that he does not recoz end doing
that and believed that the City cannot wait another year. Chief MeD ell noted
that the revenue numbers are in the budget every year.
Mayor Bromberg directed staff to bring the matter back for formal action on he
May 13, 2003, Council agenda.
6. PROPOSED REVISION TO CITY COUNCIL POLICY B -9 — NAMING OF
CITY PARKS.
Recreation Services Director Knight stated that the Parks, Beaches &
Recreation Commission (PB &R) received letters and requests asking that the
City name an upcoming park or future park alter someone in the community.
She indicated that PB &R expanded that discussion to whether the City should
name any park after anyone. She reported that the concern was that there are
a lot of individuals in the community who have done great things and continue
to contribute to the community in many ways, and there are very few parks and
naming opportunities to honor these individuals. She noted that PB &R's

recommendation is that the City eliminate the ability to name a park after an
individual. Further, staff feels that this should be expanded to all City facilities.
She stated that people have the opportunity to have memorial henches, trees,
and rooms named within a facility in honor of individuals.
Mayor Bromberg stated that this is an emotional issue. He agreed that the City
does not have enough parks or facilities to name after deserving people. He
believed that it would be alright to name rooms or ball fields after someone, but
who is to say that someone is more deserving than someone else to name a park
after them. He stated that he agrees with PB &R'a and staffs recommendation.
Council Member Adams concurred, noting that there were initially two parks
being discussed and he did not feel it was appropriate. However, when he
thinks about Bob Henry Park, he realizes that there are extraordinary
circumstances where naming a park after someone is warranted- He pointed
out that this policy does not take these situations into consideration. He stated
that there are things that happen in the City's history and the country's history
in which it is truly appropriate. He expressed his support, but feels there
should be a provision that deals with extraordinary situations. Mayor Bromberg
agreed that there are extraordinary circumstances but these should be dealt
with as they come along and, since this would be a Council policy, Council is not
bound to follow it to the letter. City Manager Bludau stated that the Mayor's
comments are exactly what staff was thinking. He indicated that, if there is an
out - clause in the policy, people can came to Council asking them to exercise the
nut - clause. He reported that, since this is a policy and not an ordinance, Council
is not completely bound by it and, if Council feels there is a situation in which
they want to deviate from Council policy, it is their prerogative. He added that
it would have to be extraordinary to happen.
Council Member Heffernan stated that he would like to revisit the naming of the
new branch library at Mariners Park since this sets a procedure for public
facilities. Ms. Knight reported that the naming of the branch library did not go
through this process or PB &R because the original policy only talks about parks,
not public facilities. She noted that public facilities are being added as a staff
recommendation. Mr. Bludau stated that naming the library after the Creans
did not violate any policy, but he does not believe that Council or staff gave its
approval and the question was never raised to Council or staff. He believed
that, once the fundraising activity started, the naming became a part of it.
Council Member Heffernan stated that, the next time there will be. a
privatelpublic partnership, the City will have this policy. Ms. Knight confirmed
that the policy would incorporate facilities and agreed that generally, in a
capital campaign, naming rights are outlined in advance. Council Member
Heffernan added that, because something has been done, he does not want the
City to be backed into a corner, so the more this can be done in advance, the
better it is.
Council Member Adams stated that he is not score he agrees with naming rooms
or fields after someone because this may be just as problematic and people can
also get carried away with this. He believed that, as a general policy, the City
should stay away from naming anything after anybody unless there one
extraordinary circumstances.

Nancy Skinner stated that she is adamantly against naming things after people.
She indicated that there was a Council Member who suggested having one place
in the City to honor everyone. She stated that there are a lot of people who are
deserving of this, but this is not something the City should do. She added that
she is not sure why the City is stuck with naming the library after the Creans
since Council has not had a say in it.
Janie Arnold, representing her son Rick John, stated that her son appreciates
that Council and PB &R reviewed this matter. She noted that there are a lot of
good people who could have parks named after them.
Claudia Owen agreed with PB &R and staff. She stated that you cannot do this
for everyone even when someone does a lot for the City and they pass away.
She indicated that not being able to name anything after someone would be the
better way to handle this.
Mayor Bromberg noted that the City was incorporated in 1906 and most people
would not recognize any of the names of those who founded the City. He stated
that Los Angeles is now naming streets after people but has expressed concern
about doing this. He emphasized that Newport Beach is an exceptional City
with a lot of exceptional people. Mayor Pro Tem Ridgeway stated that his
children asked him who John Wayne was. Council Member Proctor stated that
he just got back from Atlanta, Georgia and reported that almost every off -ramp,
mile of freeway, and building on the college campus was named after someone.
He expressed the opinion that this is a bad idea. He suggested that this item
come back at a regular meeting for action.
Mr. Bludau stated that staff understands what direction Council is going, but
asked for clarification about naming rooms.
PUBLIC COMMENTS - None.
ADJOURNMENT - at 5:55 p.m. to Closed Session to discuss an issue with the
City's real property negotiator.

ISSUE:
Should the City Council consider a revision to the current City Council Policy B -9 Naming of City Parks
(formerly 1 -9) to remove the guideline that allows City parks and facilities to be named after renowned
citizens of the community?
RECOMMENDATION:
Approve amended City Council Policy B-9 Naming of City Parks (formerly 1 -9) as recommended by the
Parks, Beaches & Recreation Commission and staff.
DISCUSSION:
Background:
At the Parks, Beaches & Recreation Commission meeting of March 4, 2003 the Commission discussed a
revision to Council Policy B -9, and specifically the guideline in the policy that allows a City park to be
named after a prominent member of the community. The Commission expressed concern that the
current policy allows for a precedent that the City could never really fulfill as there are many prominent
citizens in this community deserving of recognition, both living and deceased. The Commission believed
that the City would never have enough naming opportunities to satisfy the requests that could be
received once precedent is set and a park is named in honor of an individual. In addition, the
Commission was concerned that this would place a greater value on one person's contribution to the
community over another.
Staff Recommendation
At the April 22, 2003 Council Study Session, staff presented recommendations for the amendment of
Council Policy B -9 to include that of the Commission as well as the following additions:
1. Delete any guidelines from the current policy that allow any recreational facilities or City buildings to
be named after individuals.
2. Allow for rooms within a facility or site amenities to be named after individuals if done as part of a
capital /fundraising campaign, with the advanced permission of the City Council.
3. The title of Council Policy B -9 be revised to read Naming of City Parks & Facilities.
The Council concurred with the recommended amendments and asked that the policy be clear that any
requests for naming of rooms or amenities within facilities and parks need to go before the Parks,
Beaches & Recreation Commission for approval and then to the Council for final approval. In addition,
the Council wanted to retain the ability to name a park or facility after an individual in extraordinary
circumstances such as was done at Bob Henry Park.

The City of Newport Beach has a comprehensive program to provide park and open space to serve the
leisure and recreation needs of residents. It is desirable that appropriate names be selected for future
parks and public recreational facilities. The following guidelines shall serve as policy on this matter.
A. Suggestions for naming new or existino Darks or public facilities shall be reviewed by the Parks,
Beaches and Recreation Commission with a recommendation being transmitted to the City
Council for approval.

Recreation and Senior Services Director Knight stated that this item was
raised at the Parks. Beaches and Recreation Commission (PB &R)
meeting after several requests were received to name a park site after an
individual in the community who made notable contributions to the City.
However, PB &R is recommending to Council that the policy be changed to
remove the ability to name a park after an individual since there are
many deserving individuals in the community but not many naming
opportunities to honor them. She stated that staff concurs with PB &R's
recommendation and also recommends that the policy be amended to not
allow the naming of any parks or City facilities in honor of an individual.
She noted that this item was before Council at the April 22, 2003 Study
Session. She stated that Council concurred with the recommendations
and asked that the policy be clear that any recommendation or request
first go to PB &R and then to Council for final approval.
Motion by Mayor Pro Tern Rideewav to approve amended City
Council Policy B -9 Naming of Cay Parks (formerly 1 -9) as recommended

mayor Bromberg referenced Section B of the policy and asked that this 6,
clarified. He noted that the there are facilities that are owned by the Citl
but are run by other operations. He believed that the policy should app11
to ball fields, parks, libraries, or places that are operated by the City, m
opposed to an outside enterprise that is not operating the facility or
behalf of the City even though it is a public facility. Council Member
Adams asked why the City would not want any say over a building that is
owned by the City but operated by others. Using the Balboa Theater as
an example, Mayor Bromberg indicated that the only connection the City
has with the theater is that it owns the building. He asked the City
Attorney if he was comfortable that the existing language takes care of
this so it is not confusing in ten years. City Attorney Burnham noted that
the policy might change by that time.
Council Member Heffernan asked about existing commitments. Mayor
Pro Tom Ridgeway believed that the policy is from this day forward. City
Manager Bludau stated that some commitments have been made
regarding Mariners Library and were entered into in good faith. He
believed that Council would not want to take away what might have been
promised to people who offered money towards the project. Mayor
Bromberg added that he believes it is the intent of the policy to apply
from this day forward, and any previous commitments should stand.
Mr. Burnham stated that a statement can be added that states that the
provisions of this policy shall not apply to commitments made prior to
May 13, 2003.

I was told by Nancy Gardner that our request to name the "New "Oasis building
to "The Evelyn Hart Oasis Senior Center" will be directed to the PB &R
commision which you chair .
I'm attaching a list of great reasons that this should happen. There has
been others that think that it sould be something "less than the
building ... our committee thinks that her BODY of work deserves the
building!. Also attached are a few emails that were sent to the council
from our Oasis Gala Committee. I would also like to talk to you as well as
attend the Sept 7 [ ? ?]PB &R meeting with a group of supporters.
You also maybe aware that Barbara just wrote a piece on this and I have
attached this as well. The "Newport Independent" paper is planning to run a
story about this as well.

Barbara Venezia: Food for Thought
Evelyn's right. There's an archaic tradition in Newport of honoring people
only after they're dead. But being alive is not the only obstacle to the
naming process.
The official city policy regarding naming of parks and facilities is vague,
at best: "Facility rooms or site amenities may be dedicated in honor of
persons if done as part of a capital /fundraising campaign and with the
approval of the City Council" (Policy B -9 5/13/03). The policy guidelines
don't include buildings per se, but City Manager Dave Kiff told me it's
doable to name the building after Evelyn if the City Council supports it.
While Evelyn's committee members like Pam Curry, Lynn Selich, Tim Stoaks,
Marilyn Brewer and Sharyn Buffa all agree this is a great way to honor
Evelyn, some aren't as sure.
Bob Shelton, a former Newport city manager and committee member, told me he
admires Evelyn and agrees she should be recognized but feels naming a
classroom or community room for her would be better suited under the current
city ordinance. He said there were good reasons the ordinance was written
the way it was. Really? What might those be? He couldn't say, but he did say
there were many who were instrumental, like himself, in getting Oasis where
it is today.

It is very exciting that the OASIS Senior Center facility is about to open and I would like to address an issue with you. I
adore Evelyn Hart and have worked with her on many occasions over many years. She will be recognized on a plaque,
along with her other fundraising committee members at the Center and in a number of other ways. BUT, the OASIS
already has a name that represents the energy and effort of thousands of people over 28 years. Many, many names
stand out from those many years including Grant and Inez Howald, Norma Gilchrist, Ed Romeo to name just a few and no
individual person can be named to represent them and the thousands of others who have put their hearts and souls into
the wonderful experiences we have at OASIS. I urge you not to try to identify the center with one individual. We are
the OASIS Senior Center of Newport Beach known throughout the County and even neighboring counties with a
wonderful reputation for what is being done here and has been done here for years. I have shared my opinion with
Evelyn, so I am not doing something behind her back and would never do anything to hurt her feelings. But the message
I am receiving from multitudes is that they don't want their OASIS named anything else but what it is todayl Thanks for

Hi Nancy -- As much as I respect Evelyn Hart and all she did with the fund - raising, etc. for Oasis, and for the city in general, I don't
think it is a good idea to name the entire Oasis Senior Center after her. A lot of other folks have done lots for the Center as
well..... including my long time neighbors, Grant and Inez Howald, who were instrumental from Day 1 in the establishment of the
Center. Both Grant and Inez have passed away and the city named the Youth Community Center and Park after Grant long ago,
which was a nice honor at that time. Perhaps a better idea would be to name one of the rooms or courtyards in her honor .... then
other deserving folks could have rooms named in their honor as well. In my opinion, to single out just one person is short- sighted.
Other folks from the past, to name Norma Gilchrist as just one, have been very involved. Look at the work Scott Paulson is doing
now .... he was pretty involved with the fund raising as well. FYI, my familys charitable foundation made significant donations to the
Friends of Oasis some years ago and they had a plaque posted in Room 3 in the now tom down facility dedicating that room to our
organization. I hope you will consider my thoughts on this matter.

the Oasis Senior Center after Evelyn Hart Debra did not mind my mentioning to you that she has great
respect for my opinions and my commitment to the city ... not that she necessarily agrees with me in this
matter (I am not sure what she would recommend in this situation). As mentioned to Nancy, I have a
great respect for Evelyn and all she has done for Oasis and the city of Newport Beach, but I think it is
short- sighted to name the entire facility after her. Many other folks have had great influence on the
establishment and giving of significant time for the betterment of Oasis..... noting some folks of major
influence being Grant and Inez Howald, who were instrumental in establishing the Senior Center to
start with Norma Girlchrist, Scott Paulson, and many other long time Oasis Board Members and
volunteers.
As mentioned to Nancy, I suggested naming a room or a courtyard in her honor, not the entire facility.
This would leave other rooms and facilities to honor other folks who have been and will be
instrumental in the success of our Senior Center.
I was the Executive Director of a non -profit charitable foundation for my family that gave significant
funds to the Friends of Oasis a number of years ago. Our organization was recognized for the
contributions by having a plaque placed by the door to Room 3 in the now torn down facility. Well,
that recognition has now most likely gone by the wayside. Since I am probably the only one who
knows what our contribution was to the Friends of the Oasis, it is kind of sad to know that the history
of our involvement will not even be recognized in this new facility.... especially since there is now talk
about naming the entire facility after Evelyn.
As mentioned, I have great respect for Evelyn, but one person is not responsible for its success or the
building of the new facility.
Please place these two letters in the packet for the next commission meeting at which this issue will be
discussed.

Dear Members
In my mind, O.A.S.I.S., which stands for "Older Adult Social & Information Services' is notjust a
convenient or cutsey acronym. Nor is it just a place, a building, or another great city service. It
is the spirit of a community, contributing and working together to provide quality of life to
literally thousands of senior residents, most of whom are physically and intellectually active,
some of whom may be hindered by physical or age - related disabilities, but all of whom treasure
and enjoy their participation in OASIS programs and services.
The spirit of OASIS can not and should not be atrributed to the efforts of one person, or even a
few persons. With all due respect to the PB &R Commission, the City Council, to our dedicated
and professional staff, and to all the current and past Friends' leaders, the OASIS spirit is not
only the result of all their efforts, but mainly it is the result of hundreds, if not thousands, of
volunteers and participants, who provide "financial and volunteer support to the OASIS Senior
Center. Its goal is to assist in giving seniors the opportunity to live healthy, active and
productive lives." (Friends' Mission Statement) Seniors have been implementing that mission
statement for years. As a Friends of OASIS past - president and currently as a member of the
board, I experience that spirit every day.
And, in light of all of the above, I can not support adding to, deleting from, or changing the
name of OASIS. OASIS belongs to all of us and should stay that way.
I have discussed my opinion with Evelyn Hart re: naming the OASIS after a person. Evelyn and
I are great friends and have worked together for years and continue to work together now to
promote OASIS programs and services. There is no question that Evelyn is both a City and an
OASIS treasure. She should be rightfully honored for all of her great efforts on the part of
residents of the City of Newport Beach. The City is now building a new city hall. Evelyn served
as PB &R Commission member, City Council member, and mayor, along with her many other
terms on committees, boards and social services. Wouldn't it be more appropriate to honor
her with a proper dedication in City Hall?
In conclusion, I intend to make every effort to convince the Friends' Board to prepare a special
Recognition Placque to honor Evelyn for her work at OASIS.

There is talk about naming the new Oasis Center for Evelyn Hart. A question arose whether this would be in
keeping with Council Policy B -9 "Facility rooms or site amenities may be dedicated in honor of persons as part
of a capital/fundraising campaign with the approval of the City Council."
Some members of the Oasis committee didn't know the reason behind that policy. I may be able to help. I
served on the Parks, Beaches and Recreation Commission when we recommended this policy to the City
Council. The reason was that our City was a victim of its own success. We didn't have enough facilities to
name them after the many worthy residents for whom we received naming requests. So the idea was to limit
namings to people whom the Council thought had a special relationship to the facility, particularly with
fundraising.
I think you can see why naming Oasis after Evelyn Hart fits exactly within that policy. She not only led the
fundraising effort to build the new Oasis, but she spearheaded the aquisition of the property for the original
Oasis.
Oh my! That was 33 years ago. I was there at the first dedication of Oasis. That is where I met Evelyn for
the first time. She has a long history of support and fundraising for the Oasis Senior Center and I can think of
no better name for the center than the Evelyn Hart Oasis Senior Center. I hope the community urges the
Council to give it serious consideration.

It has come to my attention that there is a discussion about naming of the new Oasis Center. In 1989, my
husband and I accepted the responsibility of raising private funds to build the Newport Beach Public Library.
This was the first endeavor of raising private money to build a public building, a new concept.
Our first gift, was a $500,000 matching gift from the Harry ad Grace Steele Foundation. After we matched that
amount they gave us another $250,000 gift making a total of $750,000 of the $2 million that we finally raised.
They wanted no part of their name on the library and obviously that was the only legitimate name to have. We
gave them individual book bags with their initials on them instead!
Our next largest gift, after much persuasion, was from the Friends of the Library. The meeting room is named
for the Friends. The Library Board of Trustees decided that the children's room would be named the Sohn and
Elizabeth Stahr Children's Room.
I "sold" areas of the library to other individuals and if you look there are little signs with 2 names on them
throughout the library still with the one on the Story Time Room having 4 names, children being the most
popular segment that everyone wants to support.
I would suggest that Oasis take a similar lead. To the donors and workers who have successfully raised the
funds, name sections of the building after them. Give people some choice, have a price tag on the sections and
sometimes you will even raise more money doing so! This makes the need for a diagram of the building, and
obviously the "price tag" is not really the actual cost. Be realistic.
It is wonderful that the building is about to be opened. It not only serves many people in Newport Beach, but
welcomes many others from throughout the county as does our public library.

A matter coming before you is whether to change the name of the OASIS senior center
to honor one of it's benefactors, my good friend Evelyn Hart. As a member of Evelyn's
fund raising committee for the new building, I can attest to the energy and leadership
she brought to her successful mission. How can that suitably be recognized?
If I am correct, city policy in Newport Beach is silent on naming public buildings, per
se, but offers guidance regarding naming parks and facilities, in these words:
"Facility rooms or site amenities may be dedicated in honor of persons if done as
part of a capital/fundraising campaign and with the approval of the City Council ".
(Policy B- 9 5/13103).
Whatever is current policy, wouldn't it be appropriate to name a component of the new
building or grounds to recognize Evelyn's extraordinary efforts to help fund the project?
In my view, to personalize the title of the entire building with any single name would
ignore and do injustice to scores of others, recent and long past, who also have
contributed importantly to the institution. Moreover, the name OASIS by itself is a
venerable regional icon. Let's not change it, but hail Evelyn's contribution in other
ways.

This is a very exciting time for all of us affiliated with the OASIS Senior Center. OASIS

to mind.
To name the new facility for a single individual is just inappropriate. OASIS is the sum of
contributions of too many people over 33 years to single out one for name recognition. A
plaque is planned already for the facility recognizing and thanking Evelyn and the entire
fundraising group. I have spoken to Evelyn about this so I am not talking 'behind her back'
and now urge you to keep the name of the OASIS Senior Center just as it is. It is
the consensus of the many people who are speaking to me about this topic.

I am a 15 year resident of Corona Del Mar, and an ex member of the Board of Directors of OASIS (2003 - 2005).
I think OASIS is a great venue for our seniors and will only be better in the new building.
I am opposed to naming the Center after an individual. He or she may have done a lot to get the new building
off the ground but it is still the OASIS Senior Center and always will be. Many people have worked hard to
make it one of the finest programs in the area. You can't really want to feed the ego of some local citizen by
renaming the building after all the years OASIS has served the community. Or are you also going to name City

feel that naming a room after Evelyn Hart is a wonderful idea, and while you are at it, please consider naming a
room after Former Mayor Phil Sansone. He was a great man who worked tirelessly for OASIS, Corona del Mar,
and the City.

I tried to find emails of the PB &R Commissioners on line, but could not. I am sending you my letter and hope that
you will see to it that every Commissioner receives my comments.
As 38+ year residents of Corona del Mar, we are adamantly against the renaming of Oasis to the Evelyn Hart
Center.
First, it has been called the Oasis Sr. Center since its inception and is known not only locally, but to the cities
surrounding Newport Beach.
Secondly, Oasis was started by many individuals. Former Council Person Lucille Kuehn had an enormous part in
getting the grants as well as the whole Council at that time.
Many local residents, especially Grant and Inez Howald and all their friends who were so instrumental in getting
the CYC up and going, did a fantastic job of putting the Oasis Sr Center together. I believe Grant was the first
president, but I'm not sure.
Third, this would open up a can of worms, if the City would now name buildings after Council members and /or
residents. There aren't enough buildings to be renamed, you would have to start renaming Streets.
We like the idea of naming a room or Main Room after Evelyn, but don't forget Lucille Kuehn, Paul Hummel, Paul
Ryckoff, Grant and Inez Howald, and all the many people whose names I don't remember who were instrumental
in getting OASIS off and running.

I am aware of a great deal of public pressure to name the new Oasis facility after Evelyn Hart. I do not believe it is
the right thing to do. First, it would require a change in City policy. Second, there many individuals who have
made significant contributions to the success of Oasis For instance, there have been several bequests in the
hundreds of thousands of dollars. Third, the name Oasis is a powerful "brand name" with great recognition in the
community. I believe it to be important to retain the name.
In no way do I wish to diminish Evelyn's enormous contributions to Oasis including her presidency of the Friends
and especially her efforts at fund raising to build the facility. She is admired and respected by all who know her. I
have served with her on the board of Friends and on the fund raising committee. I consider her a close personal
friend
When asked about naming several weeks ago by Mayor Curry,l suggested the Event Center be named for Evelyn.
still consider that as the best idea.

I am a 15 year resident of Corona Del Mar, and an ex member of the Board of Directors of OASIS (2003 - 2005).
I think OASIS is a great venue for our seniors and will only be better in the new building. I am opposed to
naming the Center after an individual. He or she may have done a lot to get the new building off the ground
but it is still the OASIS Senior Center and always will be. Many people have worked hard to make it one of the
finest programs in the area. You can't really want to feed the ego of some local citizen by renaming the
building after all the years OASIS has served the community. Or are you also going to name City Hall after

I'm in love with Evelyn Hart.
I've been in love with Evelyn for more than 50 years.
I love her for who she is and for her many contributions to the quality of life
in Newport Beach.
The issue before you is not how much we love and admire Evelyn Hart.
The issue before you is how should our city government recognize members
of the community who have contributed to its betterment. In this case, a new
senior center.
The answer lies in the policy carefully crafted 7 years ago by a previous PB &R Commission and
adopted by the City Council. It is the policy today.
Read carefully in your staff report�,wh and how the policy was developed.

The policy concludes for good reasons that a city building should not be named for
individual. It does not say that an entire building can be named for someone who helped with a
capital fundraising campaign. It does say that a room of a building
can be named for such an individual. This applies directly to your issue tonight and provides the
guidance you need.
You may hear other versions of the intent of the policy, or proposals that the policy be waived, if just
for Evelyn. But you cannot debate the fact that among the thousands
of users and supporters of the OASIS over 33 years there have been man;y persons
who individually and collectively brought exceptional energy and leadership to its founding and its
evolution to the institution we cherish today.
Evelyn is one of those, but not the only one.
I suggest you bring this matter to a conclusion that respects city policy, acknowledges differing
viewpoints, and recognizes Evelyn's extraordinary
contribution to this latest chapter in the OASIS life story.
Recommend to the City Council that it act to celebrate Evelyn Hart's successful
leadership.of the campaign to fund the new center by naming either a room or the event center for
her.
