SUBJECT: Corona del Mar Permanent Banner Sign Frame
ISSUE
The installation of a permanent banner sign frame to improve the overall aesthetics of
the public median located at Coast Highway and Marguerite.
RECOMMENDATION
Receive and file.
DISCUSSION
Temporary banner installation on City property is limited to. specific approved locations
in roadway medians, City parks, and on other City -owned facilities. Currently, there are
three (3) approved locations on public property (with a fourth under construction in
Balboa Village as part of an approved monument sign). Community event organizers
covet the available banner sign space at these locations, as they provide an
inexpensive way to advertise an event to a significant number of people. The most
popularly requested public banner location is the roadway median at the Marguerite and
East Coast Highway intersection in Corona del Mar. Banner permits within the public
right -of -way are subject to Council Policy L -16 and the approval of the Public Works
Department.
Banner Installation at Coast Highway and Marguerite
The appearance of temporary banner signs permitted on public property, particularly in
the center median located at the intersection of Coast Highway and Marguerite, is
unappealing because there is no standard banner sign size requirement and the larger
banners tend to sag over time. Council Policy limits the size of banners to a maximum
of 4'x8', but does not prescribe a minimum size. Both the Corona del Mar BID and
Chamber have voiced concern that the large 4'x8' banner size overwhelms the

landscape in this location. Providing an appropriately sized permanent banner frame
would provide continuity and improve aesthetics.
In July, the Corona del Mar BID and Chamber of Commerce submitted a proposal to the
City Council with an offer to pay for the design and installation of a permanent banner
sign frame that would both standardize the size requirements for banners in this location
and keep the banners taught to prevent sagging. The proposed banner frame would be
located in the center median facing northbound traffic along East Coast Highway at the
Marguerite intersection in Corona del Mar. The proposed framework consists of 54" tall
powder- coated metal posts with decorative finials. When in use, two horizontal
crossbars would keep the banner taught and in place. When not in use, the horizontal
crossbars would be removed and the two remaining posts would blend into the
landscape. (See Attachment A for concept renderings and cost estimate.)
Location Map
Although the Corona del Mar BID has offered to fund the installation of a banner frame,
staff recommends that the City fund the installation given the relatively low cost of the
improvement, which is estimated to be approximately $2,012, including tax (Attachment
A). Additionally, this would allow the City more control over banner scheduling. As with
other physical improvements within the City right -of -way, repair and maintenance would
be performed on an as needed basis by General Services and the costs are expected to
be minimal.

Possible Changes to Council Policy L -16
The July proposal from the Corona del Mar BID and Chamber of Commerce also
requested scheduling priority for four (4) recurring Corona del Mar events to be
calendared on an annual basis and hung for a period of one month each; two (2) of
those events conflict with Council Policy L -16. The Policy allows advertising of events
by non - profit corporations or organizations conducting free, community -wide events
sponsored or co- sponsored by the City of Newport Beach with the approval by the
Public Works Department. Other forms of advertising are not allowed.
Some historically recurring annual events have been allowed banner space in the public
right -of -way in the past, though they do not meet Council Policy L -16 criteria. The
Corona del Mar Coastline Car Classic has been allowed a banner although they charge
an entrance fee. The Spirit Run, Magic Shoe Run, Pacific Coast Triathlon, Race for the
Cure, and Harbor Heritage Run have been allowed banners without the events being
sponsored or co- sponsored by the City.
Staff believes that various community requests for exception to the existing criteria and
the recent Corona del Mar BID and Chamber proposal indicate that the current policy is
not serving the community as well as it could and an amendment to the policy should be
studied. Staff proposes returning to an upcoming Council meeting with a complete
analysis and discussion of possible amendments to Council Policy L -16 that would
provide standards for temporary banners displayed in the public right -of -way including
the type of event, display times, locations, and reservation of temporary banner space.
Environmental Review
The proposed banner enclosure is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3)
(the activity is not a "project' as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.
Public Notice
This agenda item shall be noticed according to the Brown Act (72 hours in advance of
the public meeting at which the City Council considers the item).
Funding Availability
The City Manager has identified sufficient funds in budget #0310 -8080 to fund the
proposed permanent banner sign frame.
