HomeMy WebLinkAboutSS3 - Citywide Speed Survey UpdateCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT STUDY SESSION Agenda Item No.SS3 November 9, 2010 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Antony Brine, City Traffic Engineer 949 - 644 -3329 or tbrine @newportbeachca.gov SUBJECT: CITYWIDE SPEED SURVEY UPDATE ISSUE The California Vehicle Code requires speed limits to be justified by an Engineering and Traffic Survey (E & TS) if the speed limits are going to be enforced by radar. The Vehicle Code also requires that every 5; 7 or 10 years, local agencies should reevaluate speed limits on segments of their roadways. RECOMMENDATION Direct staff to prepare an Ordinance amending Chapter 12.24 (Special Speed Zones) of the Municipal Code to update speed limits on various roads within the city. The updated speed limits shall be established per the State policy and procedures for setting speed limits. DISCUSSION This issue was discussed at the City Council Study Session on September 28, 2010. At that meeting, members of the City Council had specific questions and comments related to the proposed speed limit changes. The questions and concerns raised included the following: • How many different times was speed data collected for each street ? • What time of day were the speed measurements taken ? • Where are the actual locations that speed data was collected ? Did staff review all streets based on the criteria of "conditions not readily apparent to the driver" ? • Was the accident history of a given street considered in setting the speed limit ? As part of this speed survey update, new traffic data was collected for every street in the city. For many of the roadway segments, data was collected multiple times to provide Citywide Speed Survey Update September 28, 2010 Page 2 for a more accurate assessment of the prevailing speeds. Speed measurements are taken during the middle of the week, at off -peak daytime hours, and at the middle of the defined roadway segment. This is the industry standard criterion that has been used because it considers the most typical, free - flowing traffic conditions. Staff is providing the City Council with a chart which details the survey locations, the measured speeds, and the recommendations for new posted speeds. This chart only includes those street segments where speed limits are proposed to be increased. When a City establishes speed limits, an Engineering and Traffic Survey (E & TS) must be prepared that takes into consideration prevailing speeds, accident records, and other "conditions not readily apparent to the driver ". As discussed at the earlier Study Session, these conditions can include sight distance restrictions, high pedestrian and bicycle usage, etc. State law allows for a reduction of 5 MPH in the required speed limit if any of the above listed conditions exist, or if accident records can justify the reduction. Public Works staff has reviewed all roadway segments to determine if there are speed related accidents that would justify the 5 mph reduction. Those specific locations are shown on the attached table which documents the 5 mph reductions. In order to assist in the review of the proposed speed limit changes, a larger exhibit has been provided to the members of the City Council. In addition to showing the roadway segments with the proposed speed limit changes, the exhibit also shows the segments where the 'conditions not readily apparent to the driver" have been applied. A total of 97 roadway segments were surveyed. The results of the study indicate that the speed limits for 37 roadway segments should be raised 5 miles per hour. For 59 roadway segments, the posted speed limits will remain the same. For the segment of Coast Highway between Poppy Avenue and Cameo Shores Drive, it is recommended that the speed limit be raised by 10 miles per hour. The recommended speed limit changes already account for those roadway segments where staff has reduced the required speed limits by 5 MPH based on accident records or other conditions. It is important to note that for 16 roadway segments, the posted speed limit will remain unchanged because the roadway conditions and /or accident records justified the 5 MPH reduction. It is appropriate, and more efficient, for the City to update the Speed Survey and the controlling Ordinance for the entire city at one time. This will establish legally posted speed limits on all city roadways that will not need to be reviewed again for another 7 to 10 years, depending on the roadway segment. The updated speed limits will allow the Police Department to legally use radar for enforcement. Staff is recommending that a new Ordinance be prepared to amend Chapter 12.24 of the Municipal Code and update the speed limits citywide. It is proposed that staff place the new Ordinance on a future City Council agenda within the next two months. Citywide Speed Survey Update September 28, 2010 Page 3 ENVIRONMENTAL REVIEW Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060 (c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060 (c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. PUBLIC NOTICE: The agenda item has been noticed according to the Brown Act. FUNDING AVAILABILITY: Additional funding for this project will not be needed. The cost to install the signs is minimal. Setting Speed Limits (Speed Limits 10 1) ❑ Prima facie speeds, Local residential, schools, senior center @ 25mph. ❑ City staff takes radar speed measurements per State criteria to determine 85th Percentile Speed on City arterial roadways ❑ Round up or down to determine required speed limit Examples : measured 43 mph = required speed limit of 45 mph measured 42 mph = required speed limit of 40 mph ❑ Additional 5 mph reduction can be used for the following: ✓ History of a high number of speed related accidents ✓ High pedestrian /bicyclist activity on a regular basis (routes to school, beaches,& parks) ✓ Other conditions not readily apparent to motorist (limited sight distance at driveways, etc.) ❑ Caltrans sets speeds on Coast Hwy (Jamboree to N.
