SUBJECT: NEWPORT COAST COMMUNITY CENTER AUDIO - VISUAL
EQUIPMENT - COMPLETION AND ACCEPTANCE OF CONTRACT NO.
4139
ISSUE
Staff is requesting approval to accept the Newport Coast Community Center Audio -
Visual Equipment, Contract No. 4139, as complete.
1. Accept the completed work and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code.
3. Release the Faithful Performance Bond one year after Council acceptance.

On June 22, 2010, City Council awarded the Newport Coast Community Center Audio -
Visual Equipment contract to GMF Sound, Inc. The contract included all labor, material,
tools, and equipment, as required for the installation of electrical and audio - visual
improvements for the Gymnasium/Theater, Large Divisible Community Room, and
Small Divisible Community Room at the Newport Coast Community Center.

The contract has now been completed to the satisfaction of the Public Works
Department. A summary of the contract cost is as follows:
Original bid amount: $119,793.00
Actual cost of bid items constructed: $119,793.00
Change Orders $10,856.16
Final contract cost: $130,649.16
The two change orders were approved for an additional wall rack to in the Small
Meeting Room, additional drawers in the Gym/Theater, a security cage to protect the
newly installed projector from potential damage, and network configuration with the City
intranet. These additional work items totaled $10,856.16 and represented a 9.1% cost
change to the project.
The construction was substantially complete on September 20, 2010. A summary of the
project schedule is as follows:
Estimated Completion Date per 2010 Baseline Schedule: October 25, 2010
Project Awarded for Construction: June 22, 2010
Contract Completion Date per the NTP & Approved Extensions: September 23, 2010
Actual Substantial Construction Completion Date: September 20, 2010
ENVIRONMENTAL REVIEW
This project was determined to be exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301(c) of the CEQA Implementing Guidelines. This
exemption covers the maintenance and repair of existing facilities involving negligible or no
expansion of existing facilities.
PUBLIC NOTICE
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications.
