HomeMy WebLinkAbout06 - Traffic Signal Cabinet ReplacementCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 6 December 6, 2010 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Brad Sommers, Senior Civil Engineer 949 - 644 -3326 or bsommers @newportbeachca.gov SUBJECT: BUDGET APPROPRIATION REQUEST FOR REPLACEMENT OF STORM DAMAGED TRAFFIC SIGNAL CABINET ISSUE During the rain and wind storms of January 2010, the Newport Coast Drive /Pelican Hills Road North traffic signal cabinet was damaged by a fallen tree. The City was reimbursed for damages by the storm, but the traffic signal cabinet has not been replaced. Approve Budget amendment No. 11 BA- recognizing new revenue from the State Emergency Management Agency and appropriating $24,000.00 to 5200 -82003 to replace the damaged traffic signal cabinet. DISCUSSION During the January 2010 storms, a fallen tree damaged the traffic signal cabinet and electronics within the cabinet. In order to maintain operation of the intersection, Staff temporarily repaired the traffic signal and replaced the damaged electronics with spare equipment. The temporary fix was planned to be in place until a replacement cabinet /equipment could be installed. While reviewing damage for the California Emergency Management Agency storm reimbursement, the cost of the replacement cabinet was included in the claim. As the City has since received reimbursement for the storm damage, Staff requests a budget appropriation of $24,000.00 to replace the damaged equipment. ENVIRONMENTAL REVIEW Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will Budget Appropriation Request for Replacement of Storm Damaged Traffic Signal Cabinet December 6, 2010 Page 2 not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. PUBLIC NOTICE The agenda item was noticed according to the Ralph M. Brown Act (72 hours in advance of the public meeting at which the City Council considers the item. FUNDING AVAILABILITY Upon approval of the budget appropriation, sufficient funds will exist in the 5200 -82003 to purchase and install the replacement traffic signal control equipment at the Newport Coast Drive /Pelican Hill Road North intersection.
