De Santis, Economic Development Administrator 949 - 644 -3207, Idesantis @newportbeachca.gov SUBJECT: Appointment to the Special Events Advisory Committee ISSUE The resignation of Kim Severini from Visit Newport Beach, Inc. created a vacancy on the Special Events Advisory Committee that should be filled. RECOMMENDATION Appoint Vicki Higgins to the Visit Newport Beach, Inc. seat on the Special Events Advisory Committee. DISCUSSION The Special Events Advisory Committee (SEAC) position that was held by Ms. Severini is designated for a representative of the Visit Newport Beach, Inc. (VNB). The VNB was notified of the vacancy and was asked to submit an applicant for consideration. Their designated applicant is Vicki Higgins. Ms. Higgins is the new Senior Vice President for Marketing at Visit Newport Beach, Inc. Prior to coming to Visit Newport Beach she worked for LA Inc., the Los Angeles CVB. Both her Bachelors and Masters Degrees are in marketing. Ms. Higgins lives in Irvine and city residency is not a requirement for a number of the SEAC positions. Her completed application form is attached for review. Environmental Review Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
