HomeMy WebLinkAbout9 - (Amended) Urban Areas Security Initiative (UASI) Grant FundAMENDED CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 9 December 6. 2010 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Fire Department Mike Morgan, Fire Chief, 644 -3101 mmorgan(o)nbfd.net SUBJECT: Acceptance of the 2009 Urban Areas Security Initiative (UASI) Grant Fund Training Allocation RECOMMENDATION: 1. Accept the 2009 UASI Grant Fund Training Allocation in the amount of $50,025.64 to be utilized for reimbursement of training costs associated with approved Department of Homeland Security (DHS) courses for emergency response personnel. Santa Ana UASI has divided up the training allocation between the Fire and Police Departments. $22,520.77 has been designated for Fire Department and $27,504.87 for Police Department personnel. 2. City Council approve a Budget Amendment BA increasing revenue estimates by $22,520.77 in 2355 -486C and by $27,504.87 in 1820 -486C, and increasing expenditure appropriations by $22,520.77 in 7014- C8002018 and by $27,504.87 in 7014- C8002019. DISCUSSION: The Urban Area Security Initiative (UASI) grant was established in 2003, by the Department of Homeland Security (DHS) to provide funding for training and equipment for emergency personnel. The urban areas are chosen by DHS based on a formula that takes into account factors such as critical infrastructure, population density, and credible threat information. Among other densely populated areas, the Cities of Santa Ana and Anaheim were jointly awarded approximately $12.7 million dollars in the fiscal year 2009. Both UASI cities and the County of Orange have teamed up to forge one of the most cohesive, focused, and regional partnerships anywhere in the nation. The City of Newport Beach falls within the Santa Ana UASI area, administered by the City of Santa Ana. The Santa Ana UASI has set aside a total of $50,025.64 for the City of Newport Beach for reimbursement of costs associated with training Fire and Police personnel. The funds for the UASI grant will reimburse the City for any training costs incurred such as tuition, overtime, back fill, and travel expenses for approved courses. AMENDED Acceptance of the 2009 Urban Areas Security Initiative (UASI) Grant Fund Training Allocation December 6, 2010 Page 2 The City Manager is the approved "Authorized Agent" for the UASI Grant and signed the 2009 UASI Transfer Agreement on April 10, 2010. Additionally, the Accounting Division of Administrative Services has reviewed and approved the budget amendment. In accordance with Council Policy F -25 which requires review of the grant expenditures and guidelines. The Fire Department requests Council to accept this grant funding. Environmental Review: The City Council's approval of this Agenda Item does not require environmental review. Public Notice: The agenda item has been noticed according to the Brown Act. Funding Availability: No matching funds are required to accept this grant. Beginning with the FY09 UASI Grant, there is no longer a grant requirement to invest in training as has been the case in all the previous UASI Grants. However. the Anaheim /Santa Ana UASI (ASAUASD recognizes the importance of this investment and will continue to provide funding for regional training In order to achieve a more focused approach in obtaining regional capabilities through training. FY09 will be a transition year in which the goal will be to centralize training geographically and provide a core curriculum to first responders in the urban area. This will be accomplished by arranging for training to take place locally and limiting the classes for which UASI Funds are utilized. A Training Subcommittee shall be established through the Urban Area Working Group to formalize the program. Historically. training allocations were provided to each city that proportionately reflected the number of first responders in the city These direct allocations will be eliminated. however the value of training provided to each city will remain constant The logistics involved in the delivery of training will be consolidated at the ASAUASI thereby minimizing the work involved in the reimbursement process_ During this transition period. all discretionary training, which has been approximately 20% of each city's allocation. will be determined on a case by case basis. The information below is being provided as an estimated value of the training that will be delivered to the first responders in your city. This information is provided for your respective internal budgetary needs only and does not reflect a direct allocation as was described above.
