SUBJECT: UNSCHEDULED VACANCY ON THE PARKS, BEACHES AND
RECREATION COMMISSION
RECOMMENDATION:
Appoint one of the two nominees (Thomas Anderson and Ron Cole) to fill the vacancy
on the Parks, Beaches and Recreation Commission, which was created as a result of
the resignation of Cristine Trapp. The successful applicant will be appointed to fill the
balance of the unexpired term, which expires on June 30, 2010.
DISCUSSION:
On February 10, 2009 the Council confirmed the above -named nominations
As per Council Policy A -2, the following is the procedure for voting on appointments to
City Commissions, Boards and Committees:
A. The Council will vote on all appointments and seats on each Board /Commission
simultaneously. The voting will be by paper ballot and the City Clerk will tabulate
and announce the results, including the vote tally.
B. Each member of the Council will cast the number of votes as indicated on the
paper ballot for each seat from the list of the nominees. In order to be appointed,
the nominees must receive at least four votes.
C. For boards /commissions with two vacancies, if two of the nominees receive four
or more votes, they will be automatically appointed.
D. If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.

E. In the event that no one receives four votes, nominees receiving zero or one vote
will be dropped and the Council will cast two votes from the list of the remaining
nominees and the determination will be made as previously stated.

I strongly believe that citizen participation is essential to a healthy and vibrant community. I
have served on several committees and volunteered many hours during my 21 years as a
resident of Newport Beach. I have always felt it is truly a blessing to live here. My scope of
involvement has ranged from helping plan the future, by serving on the City's General Plan
Update Committee, safeguarding its present on the Citizen's Aviation Committee and recently
celebrating its past, on the Centennial Committee.

Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications
you have which are particularly appropriate to the position for which you are applying.
As a ten year resident of the City of Newport Beach and a father of three growing boys, I have come to appreciate the importance or
participating in the overall process of city governance. This appreciation began as a desire to be a good role model for my sons by being
involved in various school and church activities. Because of my profession, it has evolved into the true appreciation for civic duty and
process.
I have worked extensively with various municipalities as a real estate developer. This experience has given me additional insight into
how city processes work, the process of outlining goals in it's General Plan, and how those goals are (or are not) achieved. 1 have also
gained an appreciation for the hard work that our elected and appointed officials put in to give back to the community.
In preparing to summarize my qualifications for the above mentioned committees and boards, I reflected on why I may be more qualified
than the next person. In short, i believe wholeheartedly in giving back to the community in which I live. My family is a regular participant
in daily life in Newport Beach, from.weekly visits to the library for story time to appreciating the natural beauty of our Newport beaches. I
feel that I have a good grasp of my community's needs and feel that I have the background, both professionally and personally, to assist
our elected officials in making decisions that are for the benefit of current and future residents.

RECOMMENDATION:
Confirm the nominations of Thomas Anderson (District 3) and Ron Cole (District 5) by
the Ad Hoc Appointments Committee to fill the unscheduled vacancy as a result of the
resignation by Cristine Trapp. The successful applicant will be appointed to fill the
balance of the unexpired term, which expires on June 30, 2010.
DISCUSSION:
At the Regular Meeting of January 13, 2009, the City Council declared the position
vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy
A -2. Mayor Pro Tem Curry, Council Member Webb, and Counc# Member Gardner were
appointed as the Ad Hoc Appointments Committee.. The-`deadline to apply was
Thursday, January 29, 2009. At the conclusion of the application period the
applications were forwarded to the committee for their review and scheduling of
interviews. Interviews were conducted on Tuesday, February 3, 2009.

RECOMMENDATION:
1. Declare a vacancy on the Parks, Beaches and Recreation Commission due to
the resignation of Cris Trapp effective January 6, 2009.
2. Confirm the Mayor's appointment of and
to serve on the Ad -Hoc Appointments Committee.
3. Direct the City Clerk to post and publish a Special Vacancy. Notice requesting
that applications be submitted by 4:00 p.m. on Thursday, January 29, 2009, and
schedule the submission of the nominations to the Council on February 10, 2009
with the final appointment to be made on February 24, 2009.
DISCUSSION:
On December 23, 2008, the City Council received a letter of resignation from Cris Trapp
from the Parks, Beaches and Recreation Commission effective on January 6, 2009.
Ms. Trapp was appointed to a four -year term on the Parks, Beaches and Recreation
Commission effective July 1, 2006. Her term expires on June 30, 2010, therefore an
appointment will need to be made to fill her unexpired term.
Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting .
and publication of the unscheduled vacancy. As per the notice, applications will be
accepted by the City Clerk's office until 4:00 p.m. on Thursday, January 29, 2009. At
the close of the application period, I will forward the current applications on file, as well
as any new applications, to the newly- appointed ad -hoc appointments committee for

them to review and conduct any necessary interviews. The two nominations made by
the committee will be forwarded to the full Council for confirmation on Tuesday,
February 10, 2009, with the final appointment scheduled for Tuesday, February 24,

PB &R Resignation
As I indicated in my email to you and Marie last month, 1 will be moving to Huntington. Beach in February, and I must
therefore resign from my position on the Parks, Beaches and Recreation Commission. It has been a pleasure to serve on
the Commission, and I appreciate the opportunity to be a part of some important issues and decisions for the City of
Newport Beach during the past 2 -112 years.
I am able to attend the January and February meetings of the Commission if that will be helpful for quorum purposes.
