SUBJECT: Accept Fireman's Fund Grant
RECOMMENDATION:
1. City Council accept the Fireman's Fund Heritage Reward Grant in the .amount of
$15,788.00 to purchase 127 highway safety vests and communication equipment for
fire apparatus.
2. Approve a sole source contract with Galls Uniform Center Inc. with an amount not to
exceed $6,165.00 for the highway safety vests.
3. City Council approve a Budget Amendment BA — increasing revenue estimates
by $15,788.00 in 2320 -4914 and appropriating those funds into Fire Department
account 2320-82007.
DISCUSSION:
In 2004, the Fireman's Fund Insurance Company launched the Fireman's Fund
Heritage program. Under this program, the Fireman's Fund awards grant money to fire
departments and burn prevention programs across the country to help fund programs
and equipment. To date, the Newport Beach Fire Department has received $72,148 in
grant funds from the Fireman's Fund to support our operations. Currently, we have
been selected to receive $15,788.00 to purchase 127 highway safety vests and
communication equipment for fire apparatus.
On August 10, 2005, President Bush signed the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA -LU), which authorizes the
Federal surface transportation programs for highways, highway safety, and transit.
Pursuant to this law, the Federal Highway Administration (FHA) proposed a new federal
regulation on April 24, 2006, that requires all workers within the right -of -way of a
Federal -aid highway to wear an ANSI 107 (2004) Class 2 or 3 high - visibility vest. On
November 24, 2006 the FHA published the final rule, which became effective on
November 24, 2008. All first responders working within the right -of -way of a federal -aid
highway are covered by the new legislation.

The Fire Deptartment is being mandated to comply with the above legislation. Its intent
is to make everyone more visible while working on or near any federally funded
highway. Our current reflective material on our turnouts and light weight turnouts do
not comply. The vests proposed for purchase with the grant funds are significantly
more visible in low light situations. The demonstrations are quite dramatic. By donning
these vests when needed, we should increase the safety of our personnel when working
on or near roadways.
With the additional funds, we plan to outfit existing frontline engines and trucks with the
capability to charge and recondition Motorola IMPRES batteries. This would require
the purchase of ten Motorola 6 -bay IMPRES smart chargers and ten appropriately sized
DC to AC inverters to provide the necessary current to operate the Motorola chargers.
The cost is estimated at $7700 and will be put out to bid.
Lastly, we plan to purchase two digital capable portable VHF radios to improve
interoperability for both Battalion Chief (BC) vehicles. These radios can be used in
emergencies to communicate with other departments or agencies. The cost is
estimated to be $2000.
Receiving the Fireman's Fund Grant, helps the Fire Department to purchase essential
operational equipment in order remain compliant with Federal regulations.
There is no cost share or City expense associated with this grant.
