SUBJECT: 2008 -2009 CITYWIDE SLURRY SEAL PROGRAM- AWARD OF
CONTRACT NO. 4086
Recommendations:
1. Approve the project plans and specifications.
2. Award Contract No. 4086 to Pavement Coatings Company for the Total Bid Price
of $463,100 and authorize the Mayor and the City Clerk to execute the contract.
3. Establish an amount of $46,000 to cover the cost of unforeseen work.
Discussion:
At 10:00 a.m. on March 26, 2009 the City Clerk opened and read the following bids for
this project:
The low total bid amount is 28 percent below the Engineer's Estimate of $640,000. The
disparity between the engineer's estimate and the actual bid prices reflect a more
favorable construction market. The low bidder, Pavement Coatings Company, possesses
a Califomia State Contractors License Classification "A" as required by the project

The low total bid amount is 28 percent below the Engineer's Estimate of $640,000. The
disparity between the engineer's estimate and the actual bid prices reflect a more
favorable construction market. The low bidder, Pavement Coatings Company, possesses
a Califomia State Contractors License Classification "A" as required by the project

specifications. A check of the Contractors references indicates they have satisfactorily
completed similar projects for other municipalities.
The work necessary for the completion of this contract consists of distributing
construction notices to affected businesses and residents, clearing existing pavement
surfaces of debris, soils, and other loose materials, removing existing traffic striping,
pavement markings, and raised pavement markers, placing emulsion aggregate slurry
seal, installing new traffic striping, pavement markings, and raised pavement markers,
and other incidental items of work necessary to complete the work in place.
Pursuant to the Contract Specifications, the Contractor will have 80 consecutive working
days to complete the work.
Environmental Review:
The project was determined to be exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 of the CEQA Implementing Guidelines at the time the
project was authorized by the City Council. This exemption covers the repair,
maintenance and minor alteration of existing public facilities with negligible expansion.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications. Prior to starting work, two City prepared notices will
be distributed by the contractor to both residents and businesses. The first notice will
be distributed ten days before work in the area and the second notice 48 hours prior to
starting work in the area.
Geotechnical and Material Testing Services:
In addition to the contract costs, approximately $26,000 in geotechnical and material
testing services is projected for this project and performed under the on -call
professional services agreement with Labelle Marvin.
Funding Availability:
There are sufficient funds available in the following account for the project:
