COMMITTEE TO REVIEW APPLICATIONS AND MAKE
RECOMMENDATIONS TO THE FULL COUNCIL FOR THE BOARD
AND COMMISSION VACANCIES SCHEDULED TO OCCUR ON
JUNE 30, 2009
RECOMMENDATION:
Confirm the Mayor's appointment of Council Member Nancy Gardner, Council Member
Don Webb, and Council Member Michael Henn to serve on the Ad Hoc Appointments
Committee to review applications and make recommendations to the full Council for the
Board and Commission vacancies scheduled to occur on June 30, 2009.
DISCUSSION:
Background:
On June 30, 2009, the following vacancies will occur on City Boards and Commissions:
Board of Library Trustees (one seat) — Seat held by Stephanie Murguia (eligible for
reappointment)
City Arts Commission (three seats) — Seats held by Robyn Grant (eligible for
reappointment), Gerald Allison (not seeking reappointment), and Kirwan Rockefeller
(eligible for reappointment)
Civil Service Board (one seat) — Seat held by Bert Carson [Council nominee] (not
eligible for reappointment)
Harbor Commission (two seats) — Seats held by Ralph Rodheim (Seat #5) (eligible for
reappointment) and Seymour Beek (Seat #7) (eligible for reappointment)
Parks, Beaches & Recreation Commission (two seats) — Seats held by Marie
Marston (eligible for reappointment) and Phillip Lugar (eligible for reappointment)

Planning Commission (two seats) — Seats held by Bradley Hillgren (eligible for
reappointment) and Michael Toerge (eligible for reappointment)
Consistent with Council Policy A -2, the above stated vacancies will be advertised and
applications accepted until 4:00 p.m. on Wednesday, May 13, 2009.
Following the interview process, the nominations will be scheduled for confirmation by
the full City Council on Tuesday, June 9, 2009, and the final appointments will be made
on Tuesday, June 23, 2009. All new terms will be effective on July 1, 2009 with an
expiration date of June 30, 2013.
City Council Policy A -2 establishes the procedures for making appointments to the
various boards and commissions.
As per the Council policy, the Committee's duties are as follows:
A. Review all applications for position to City Boards and Commissions. The Ad
Hoc Appointments Committee will review applicant answers to all questions
contained in the application;
B. Conduct any necessary interviews with individual applicants; and
C. At least two weeks prior to the date of appointment, recommend to the full City
Council at a regular public meeting, two or more candidates for each Board or
Commission vacancy. Members of the Council may wish to interview the
recommended candidates further prior to final selection by the Council. By
requiring two or more candidates for each vacancy, it is the intent of the City
Council that at least two separate individuals should be considered for each
vacancy, i.e., if there are two vacancies, at least four separate individuals will be
considered.
Once the final appointments are made by the City Council, the Ad Hoc Appointments
Committee will be dissolved.

The City of Newport Beach is currently accepting applications to fill the
following vacancies (4 -year terms):
Board of Library Trustees (One Seat)
City Arts Commission (Three Seats)
Civil Service Board (One Seat)
Harbor Commission (Two Seats)
Parks, Beaches & Recreation Commission (Two Seats)
Planning Commission (Two Seats)
The seats will become vacant when the existing terms expire on June 30,
2009.
The deadline for filing applications is 4:00 p.m. on Wednerday. Mav
2009. Application blanks and additional information about the
Boards and Commissions can be obtained from the City Clerk's Office,
3300 Newport Boulevard, or will be mailed or faxed to you by calling
