TITLE: Acceptance of Donation to the City of Newport Beach for the Purchase of Police
Service Dogs and Related Training
ABSTRACT:
The Benevolent and Protective Order of the Elks (BPOE), Newport Harbor Elks Lodge #1767 (hereafter
identified as "Elks "), has offered to donate $37,236 to purchase two Police Service Dogs (K9s) and fund the
related K9 and handler training.
RECOMMENDATION:
a) Accept the restricted donation in the amount of $37,236 from the Newport Harbor Elks Lodge #1767
for the purchase of two Police Service Dogs and related training;
b) Approve Budget Amendment No. 15BA -051 to increase FY 2014 -15 revenue estimates in 1820 -5901
by $37,236 and to increase FY 2014 -15 expenditure appropriations in 1830 -8211 by $18,618 to purchase
one Police Service Dog and related training; and
c) Authorize the City Manager to increase FY 2015 -16 expenditure appropriations in 1830 -8211 by
$18,618 to purchase a second K9 in late summer /early fall 2015.
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $37,236 in additional revenue from the Elks' donation
and $18,618 in increased expenditure appropriations. The revenue will be posted to the Private Donations
and Contributions account in the Police Department, 1820 -5901, and the purchases will be expensed to the
Canine Supplies account in the Police Department, 1830 -8211.
DISCUSSION:
The Police Service Dogs are a valuable asset to the Police Department both operationally and as a public
relations tool. They assist Newport Beach police officers and allied law enforcement agencies in the
detection and apprehension of suspects and in locating evidence and illegal narcotics. They are also used
in every Citizens' Police Academy and Teen Academy, and they make public appearances at local and
regional events and programs sponsored by the Police Department.

In 2015, both of the Police Department's Police Service Dogs, Elko and Jardo, will be retired from active
service, so new service dogs are needed. K9 Elko retired in April 2015, having dutifully served the City of
Newport Beach for five years. Elko suffered from cumulative spinal damage resulting from service injuries
throughout his career. K9 Jardo has had a long and successful career and will retire in fall 2015 after
serving the City for over eight years.
The Newport Harbor Elks Lodge #1767 has generously offered to donate funding for the replacement of
both retiring Police Service Dogs. The Elks' donation will also cover the cost of Basic Handler and
Narcotics Detection training for the two new K9s and their handlers.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
