SUBJECT: CENTRAL LIBRARY AIR CONDITIONING REHABILITATION —
COMPLETION AND ACCEPTANCE OF CONTRACT NO. 4138
RECOMMENDATIONS:
1. Accept the completed work and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code,
3. Release the Faithful Performance Bond 1 year after Council acceptance.
DISCUSSION:
On March 10, 2009 the City Council authorized the award of the Central Library Air
Conditioning Rehabilitation project to BK Air Conditioning and Heating. The contract
provided for the removal of the existing air - conditioning chiller system and the
installation of a new chiller system. The contract has now been completed to the
satisfaction of the Public Works Department. A summary of the contract cost is as
follows:
Original bid amount: $135,391.00
Actual amount of bid items constructed: $135,391.00
Total amount of change order: $4,716.10
Final contract cost: $140,107.10

The final overall construction cost including two Change Orders was 3.5 percent over
the original bid amount.
In addition, under a separate purchase order, Harris Steel Fence modified the
mechanical yard screening to allow access to the new chiller control panel. The cost of
this modification was $4,597.00 and is reflected in the Total Project Cost below.
A summary of the project schedule is as follows:
Project award for construction: March 10, 2009
Estimated completion date at award: July 13, 2009
Actual substantial construction completion date: June 19, 2009
All work was substantially completed by June 19, fourteen days ahead of the scheduled
completion date of July 13, 2009.
Environmental Review:
The project was exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15301 of the CEQA Implementation Guidelines when the project was
authorized by the City Council. This exemption covers the repair, maintenance and minor
alteration of existing public facilities with negligible expansion.
Funding Availability:
In addition to the primary construction contract, this project involved other project
expenses. Total project expenses are summarized as follows:
