SUBJECT: Purchase of Cardiac Monitor /Defibrillators (Zoll E Series)
RECOMMENDATION:
City Council approve budget amendment.(BA10 -003) to transfer $51,578 from the
Unappropriated General Fund Paramedic Reserves to account 2340 -9300, increasing
expenditure appropriations in 2340 -9300 by $51,578.
The City Council authorize the purchase of six Zoll E Series Cardiac
Monitor /Defibrillators for $153,578 from Zoll Medical Corporation.
DISCUSSION:
The Newport Beach Fire Department has always provided our community with the
highest level of emergency medical services. In FY 2002 -2003, the Fire Department
purchased six Zoll 12 Lead Cardiac Monitors /Defibrillators. This equipment represented
the cutting edge of pre - hospital care at the time. It provided extraordinary field
diagnostic capability, allowing patients to bypass Hoag Hospital's Emergency Room and
go directly to the Heart Catheter Lab, saving critical life- saving time. The six units
equipped our three front line Paramedic Ambulances, one front line Paramedic
Assessment Engine and two Reserve Paramedic Ambulances.
The diagnostic capabilities of the present day cardiac monitors have evolved to a much
higher level of technology as compared to those featured in the early 2000s. Our current
fleet of Paramedic units has grown to a total of seven with the addition of another
Reserve Paramedic Ambulance.
In the last year, the Department has conducted two sets of field trials involving three of
the major manufacturers of cardiac monitor /defibrillators in the industry. In a comparison
test of features and ease of use, the majority of our paramedics selected the Zoll E
Series Cardiac Monitor /Defibrillator. The cost analysis showed the Zoll E Series device
to be the most cost effective, with a savings of greater than $43,000 over the second
favored device. Also, Zoll Medical Corporation has offered a promotion that will provide
one free cardiac monitor /defibrillator for every three purchased. So with our
recommendation of purchasing six cardiac monitor /defibrillators, we will actually be
receiving a total of eight units.
The purchase of the Zoll E Series monitor /defibrillators affords additional cost savings
since some of the accessories from the older model currently utilized by our paramedics
can be used on the newer model. This newer model is also compatible with the chest
compression device (Auto Pulse®) that we purchased in FY 08 /09 from the same
manufacturer.
Environmental Review:
The purchase of the cardiac monitors has been determined not to be a project for the
purposes of the California Environmental Quality Act.
Funding Availability:
The purchase cost is $153,578, including tax for six units. $102,000 of the funds are
coming from regular funds encumbered last fiscal year for this purchase. The remaining
$51,578 are requested from Unappropriated Paramedic Reserve Funds.
