Approval to Waive the Special Event Permit Fee and the Reimbursement
Fees Associated With City Employees Working the Taste of Newport
Event on September 18 -20, 2009
ISSUE:
Does the City Council agree to waive the Special Events Permit
costs associated with the Newport Beach Chamber of Commerce'
on September 18 -20, 2009?
RECOMMENDATION:
Waive the fees as requested.
DISCUSSION:
Background:

Commerce's Taste of Newport event
The Taste of Newport is the year's largest fundraising event sponsored by the Newport
Beach Chamber of Commerce. The event has been staged for more than 20 years, and it is
widely recognized as a signature event for Newport Beach, showcasing local restaurants
and providing top level entertainment. Over 30 local restaurants and over 1,000 local
volunteers will work the event.
As required by our Special Events Policy, this event needs to receive a Special Events
Permit from the City. The fee for this event's permit would normally be $1,568. The Special
Events Permit fee is used to reimburse for the time expended by City staff on planning for
the event, including meetings with Chamber staff. Since the event has a long history, the
planning is well established for City staffs involvement in the event. Even so, there will be
substantial staff time expended. Until last year the City has required reimbursement from
the Chamber for Police, General Services and other staff overtime required by staff for the

set -up, parking, trash collection and event security. This amount normally totals
approximately$18,000- $20,000 for the 3-day event.
Last year the City Council approved the waiver of the Special Events permit fee and also
the City's costs for employee personnel charges. The request is being made by the
Chamber again this year. The City Manager has instructed both the Police Chief and the
General Services Director to ensure the manpower required for the event is thoroughly
reviewed and approved.
Environmental Review: The City Council's approval of this Agenda Item does not require
environmental review.
Public Notice: This agenda item has been noticed according to the Brown Act (72 hours in
advance of the meeting at which the Council considers the item).

Annual Taste of Newport. From humble beginnings more than 20 years ago to its
current status as one of the most widely recognized culinary festivals in Southern
California, the Taste of Newport has truly become a signature event for Newport
Beach. Showcasing many of the great local dining opportunities, the Taste of
Newport represents the energy and cooperation of over 30 restaurants, a
multitude of sponsors and vendors, local media, almost 1,000 volunteers, and of
course, tens of thousands of hungry participants in search of great tasting treats
from our restaurateurs. Paired with world -class live entertainment against the
backdrop of swaying palm trees and ocean breezes, the Taste is truly one of a
kind.
The Taste of Newport is, at its heart, a unique partnership enjoyed with our
valued Chamber members, the city of Newport Beach, local businesses,
residents and tourists ushn, come together rn.prormote and celebrate the unique
lifestyle that is Newport Beach. As one of our strategic partners with this event,
you are part of a dynamic business organization that continuously drives to
create a strong local economy and build community, promotes Newport Beach as
the finest city in Southern California for dining opportunities and generates
income that we share with local charities as well.
As we celebrate our 21St anniversary of the Taste of Newport we would again ask
you to consider assisting our annual effort by providing a waiver for City Services
paid by the Chamber for police, fire and City permits totaling nearly $18,000. As
a result of this annual effort the city benefits by the more than quarter of a million
dollar marketing effort on behalf of dining in the City and realizing increased
sales tax through increased restaurant patronage throughout the year, we
request your financial participation through the waiver of these fees.
