SUBJECT: Appointments to the Special Events Advisory Committee
ISSUE:
On May 12, 2009 the City Council adopted Resolution 2009 -22 creating the Special
Events Advisory Committee (SEAC). The Resolution directs the Mayor to make the
appointments to the SEAC subject to confirmation by the City Council. The Mayor also
selects the Chairperson for the Committee.
RECOMMENDATION:
Confirm the Mayor's appointment of the following individuals to the Special
Events Advisory Committee: Kim Severini, Jim Donnell, Janis Dinwiddie,
Marshall Topping, Kirwan Rockefeller, Laura Davis, and Judy Brower.
2. Confirm the Mayor's appointment of Laura Davis as Chairperson.
DISCUSSION:
The City Council appointed an Ad Hoc Screening Committee of Council Members Henn,
Curry and Rosansky to make recommendations to the Mayor on appointments to the
SEAC. Listed below are the SEAC positions and the nominees recommended by the
Ad Hoc Committee. Resolution 2009 -22 and background information on the
recommended nominees are attached.

RESOLUTION NO. 2009 -22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING A SPECIAL EVENTS ADVISORY COMMITTEE AND
OUTLINING ITS STRUCTURE AND DUTIES.
WHEREAS, the City Council receives many proposals for City financial or in -kind
support of special events from non -profit organizations; and
WHEREAS, the City Council does not have an established criteria for
considering these requests; and
WHEREAS, the City Council is not always confident that the benefit to the
community is commensurate with the level of support being requested; and
WHEREAS, the establishment of a committee of marketing professional could
provide assistance in evaluating the benefits to the community, both tangible and
intangible, of the special event; and
WHEREAS, there is also a desire for advice on improving event coordination
throughout the City and there is a need for a master calendar of major City
events for both coordination and marketing;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Newport Beach establishes a Special Event Advisory Committee, as follows:
Section 1: Membership /Structure
A. The Committee shall be comprised of seven (7) persons appointed by the
Mayor from applications received and from recommendations provided by
the Economic Development Committee, Conference and Visitors Bureau,
Chambers of Commerce, Restaurant Association, Film Festival, charitable
groups, and other groups with an interest in special events in Newport
Beach. The members should be professionals with experience in event
organization and promotion, marketing including advertising, public
relations, web marketing and brand development, as well as an
understanding of the Newport Beach visitor base and the City's
infrastructure and resources to support special events. Members need not
be residents of Newport Beach.
B. One committee member will be a representative of the Economic
Development Committee.
C. One committee member will be a representative of the Newport Beach
Conference and Visitors Bureau.
D. The Committee will be provided organization and staff support by the City
and the Conference and Visitors' Bureau .
E. The Committee will meet as needed, and all meetings will be noticed and
open to the public.
F. Committee members may not participate in the evaluation of a request
made by an organization of which they are a member or by which they are
employed or have been employed or compensated in any manner in the
past two years.
G. The Mayor shall name the Chairperson of the Committee from the list of
approved members. The Chairman shall then organize the Committee as
necessary to accomplish the assigned functions and duties. Committee
appointees may be replaced after three (3) consecutive unexcused
absences from Committee meetings. All members shall serve at the
pleasure of the City Council.
Section 2: Purpose & Responsibilities
A. To recommend to the City Council criteria to be used in evaluating future
requests for City support of an event. Criteria may include civic pride,
building of the Newport Beach brand, financial return on investment
through participant spending, community benefit, etc.
B. To use the established criteria to evaluate the benefits, tangible and
intangible, of special events and provide the City Council with professional
advice on special events reviewed by the Committee. Special events
qualifying for Committee evaluation will include those requesting City
support of more than $20,000 in some combination of cash, in -kind
services or fee waivers. City staff will determine which proposals will be
forwarded to the Committee for review.
C. To create a Citywide "Master Calendar of Special Events" and to provide
advice on event coordination throughout the City so that event organizers,
City businesses, residents and visitors can derive maximum benefit and
minimum impact from such events in terms of economics, mobility, timing
and effectiveness,
D. The Committee will be purely advisory in nature, and will not make
determinations as to the approval of any special event. That responsibility
rests exclusively with the City Council.

Gary Sherwin, CEO of the Newport Beach Conference & Visitors Bureau has asked me to head up a new board currently being considered
by the City Council, Newport Beach Special Events Board. Along with 11 other key community leaders, the board will establish event
criteria for any organization /company requesting funding from the city, review the pitches and requests, and provide recommendations
and direction back to the city. In addition, this board will keep a master calendar of all city events so that Newport Beach maximizes
participation as to prevent overlap as in years past.
Since the Newport Beach Conference & Visitors Bureau is already heavily involved in city -wide events, it is a natural fit to include the VP
of Marketing.

I am a lifetime resident of Newport Beach and would like to contribute to my community and city. I am married to Luciana and we have
two daughters, Sophia 4 and Carol 7 mos. This particular committee concerns my occupation in the events industry and I feel that 1 may
be uniquely qualified to address the issues that will be before it. My company, Topping Events Inc., has been in a leader in professional
sports and automotive themed events in southern California since 1984. We have put over 3 million attendees through our doors in that
time and have conducted events at many major event venues including Los Angeles County Fairgrounds / Fairplex, Orange County
Fairgrounds, Long Beach Veteran's Stadium, Solano County Fairgrounds, Peterson Automotive Museum, California Speedway, and many

Newport Beach is my home and I love it. Over the past ten years I've been actively involved in the Arts Commission promoting the
quality of life in our beloved city (i.e., Arts & Culture General Plan Element, Shakespeare Bythe Sea, Concerts in the Park, Juded Art Shows,
McFadden Square Centennial Legacy Committee). I look forward to expanding my service to the City in the new Special Events Advisory
Committee as together we continue to promote the economic and quality of life issues that are vital to us all.
In addition to my marketing /promotions skills on behalf of the the NB Arts Commission, I demonstrate these skills everyday in my
position at UCI. For example, in February 20091 developed, marketed /promoted and hosted a special symposium on the Orange County
Great Park at UCI. With attendance of 200 +,1 successfully bridged public, private and academic institutions.
In large part due to my Arts Commission experience, and my membership on the Board of Directors of the NB Film Festival, I am well
versed in city policies and procedures, and the interrelationships between the City, Conference & Visitors Board, Economic Development
Commission, and a host of non - profits within our community. I conducted a multi -year marketing study for the NB Film Festival (2004,
2006, 2008) with UCI professor Dr. Samuel Gilmore and have extensive background in marketing analysis, and how publicity, promotional
and special event considerations are an integral part of the marketing mix.
I have an in -depth understanding of NB civic pride, building the NB brand, financial return on city investments and community benefits.

1 wish to be considered to serve on the Special Events Committee because I feel with my 18 years of experience In marketing including
event planning, promotions, public relations, advertising, tourism, web and branding development, I can offer the city of Newport Beach
insight and support into potential future events.
My overall marketing experience includes working for three successful shopping center developers in Southern California. I have had the
pleasure of creating and facilitating the marketing components involved in opening a shopping center including the grand opening
event which was attended by over 2,000 guests.
My current position requires me to oversee the facilitation of the marketing program at Fashion Island which includes advertising
creative, tourism efforts, web development, brand direction, public relation and communication efforts, community relations and special
events. Additionally, I was fortunate to work with the city on the City of Newport Beach Centennial event in 2006.
