SUBJECT: ADOPT A RESOLUTION TO SUBMIT AN APPLICATION TO ORANGE
COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER
THE MEASURE M2 COMPREHENSIVE TRANSPORTATION FUNDING
PROGRAM
ISSUE
In order to submit a project application for funding under the Measure M2
Comprehensive Transportation Funding Program (CTFP), the Orange County
Transportation Authority (OCTA) requires agencies to adopt a Resolution.
RECOMMENDATION
Adopt Resolution No. 2011- approving the submittal of the Newport Boulevard
Widening Project to OCTA for funding under the Measure M2 CTFP.
DISCUSSION
OCTA is currently administering a call for projects under the Measure M2 CTFP. In
order to participate, agencies are required to submit project applications by January 28,
2011. The CTFP is a competitive funding program. All project applications received by
OCTA will be evaluated and scored. Measure M2 funds will only be allocated to
successful project applications. If successful, the City is required to provide up to 50%
of local matching funds.
Staff recommends submitting an application to investigate the potential widening of
Newport Boulevard between Via Lido and 30th Street. This project will involve adding
one southbound through lane between Finley Avenue and 32nd Street which will
terminate as a right -turn lane at 32nd Street. The project will also involve an additional
northbound through lane from 30th Street to 32nd Street. The traffic signal at 32nd Street
will be reconstructed. Landscape medians will also be included as part of this project.
Staff will conduct public outreach programs with adjacent property owners throughout
the design process. A location map has been attached.

ENVIRONMENTAL REVIEW
Upon successful award of the grant funds to the City by OCTA , staff will conduct
appropriate environmental review of the project per the California Environmental Quality
Act ( "CEQA ").

RESOLUTION NO. 2011 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH APPROVING THE SUBMITTAL OF
THE NEWPORT BOULEVARD WIDENING PROJECT TO
THE ORANGE COUNTY TRANSPORTATION AUTHORITY
FOR FUNDING UNDER THE COMPREHESIVE
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the City of Newport Beach desires to implement the
Newport Boulevard Widening Project; and
WHEREAS, the City of Newport Beach has been declared by the
Orange County Transportation Authority to meet the eligibility requirements to receive
Measure M "Turnback" funds; and
WHEREAS, the City Council of the City of Newport Beach has adopted a
General Plan Circulation Element that is consistent with the County of Orange Master
Plan of Arterial Highways; and
WHEREAS, the City of Newport Beach will provide matching funds for
the project as required by the Orange County Comprehensive Transportation Funding
Program Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to
allocate funds for transportation improvement projects within the incorporated cities
and the County; and
WHEREAS, the City of Newport Beach will not use Measure M funds to
supplant Developer Fees or other commitments; and
WHEREAS, the City of Newport Beach will use Arterial Highway
Rehabilitation Funding as a supplement to the existing pavement management
program; and
NOW, THEREFORE, be it resolved by the City Council of the City of
Newport Beach does order as follows:
The City Council of the City of Newport Beach hereby requests the
Orange County Transportation Authority allocate funds in the amounts specified in the
City's application to said City from the Comprehensive Transportation Funding
Program. Said funds shall be matched by funds from said City as required and shall
be used as supplemental funding to aid the City in the improvement of Newport
Boulevard.
