Rehabilitation of the City's Dolphin and Tamura Shallow Water Wells — Award of
Contract No. 5981 (CAP15-0022, Project No. 15W11)
Staff has now received construction bids for the rehabilitation of two of the City's water wells — the Dolphin
and Tamura Shallow water wells, and is requesting City Council's approval to award the construction
contract to General Pump Company, Inc. of San Dimas, CA.
RECOMMENDATION:
a) Approve the project plans and specifications;
b) Award Contract No. 5981 to General Pump Company, Inc. for the Total Bid Price of $276,280.00 and
authorize the Mayor and City Clerk to execute the contract; and
c) Establish a contingency of $55,200.00 (approximately 20% of Total Bid) to cover the cost of
unforeseen work not included in the original contract.

DISCUSSION:
At 10:00 a.m. on June 10, 2015, the City Clerk opened and read the following bids for this project:

The low bid amount is lower than the Consultants Engineer's Estimate of $600,000. The low bidder,
General Pump Company, Inc. possesses a California State Contractors License Classification "C-57" Water
Well Drilling, as required by the project specifications. A check of the contractor's references indicates
satisfactory completion of similar projects for the City and other municipalities.
The Consultants Engineer's Estimate was based on industry averages. The two bids we received were
both significantly lower than average price that has been received for mobilization and rebuilding of a pump
and motor. The Contractor is very familiar with this project since they were the low bidder on the previous
shallow well rehabilitation project in 2008. We believe the familiarity and experience working on the City of
Newport Beach well sites allowed General Pump Company to put in a very competitive low bid.
Dolphin and Tamura shallow water wells were both drilled in 1996. The Dolphin shallow well is located at
9649 Dolphin Avenue and the Tamura shallow well is located at 17399 Magnolia Street in the City of
Fountain Valley (Attachment A). The wells are owned and operated by the City of Newport Beach.
There has been a noticeable reduction in performance for both wells. The reduction is primarily believed to
be attributed to sediment build-up and clogging of the louvers in the well casing. Over time, water wells
typically experience such performance reductions due to frequent pumping and natural build-up of minerals
and sediments. Well rehabilitation methods such as wire brushing and air bursting the well casing are
usually performed in order to restore production output to its original design. In addition, pumps and motors
need to be reconditioned periodically to maximize efficiency. If these water wells are not regularly
monitored and rehabilitated, they may experience catastrophic failure resulting in the loss of the wells.
The work necessary for the completion of this contract consists of providing traffic control, removal and
reinstallation of pump and motor, mechanical well development, video survey, test pumping, and
reconditioning of existing pump and motor. Pursuant to the Contract Specifications, the Contractor will have
70 consecutive working days to complete the work.
Additionally, well rehabilitation projects often involve repairs that cannot be determined until the pump and
motor are removed, disassembled and inspected. For this reason, in addition to the actual contract bid
amount, staff recommends approving a contingency allowance of $55,200.00 (approximately 20% of the
Bid) to cover the cost of unforeseen conditions.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental Quality Act
("CEQA") pursuant to Class 2 Section 15302(c) (Reconstruction of existing facility involving negligible or no
expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
