TITLE: RESOLUTION SUPPORTING AN APPLICATION BY CITY OF
IRVINE FOR OCTA MEASURE M2 TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM FOR JAMBOREE ROAD
ABSTRACT:
The City of Irvine desires City support for their application, as lead agency, for the
Orange County Transportation Authority (OCTA) Measure M2 Regional Traffic Signal
Synchronization Program for the Jamboree Road Corridor Project from Portola Parkway
to MacArthur Boulevard.
RECOMMENDATION:
Adopt Resolution No. 2011- supporting the City of Irvine's application for the
OCTA Measure M2 Traffic Signal Synchronization Program for the Jamboree Road
Corridor Project from Portola Parkway to MacArthur Boulevard.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
The proposed project would synchronize all of the traffic signals on Jamboree Road
from Portola Parkway in the north to MacArthur Boulevard in the south. The only City -
owned and maintained traffic signal that will be included in this project is located at the
intersection of Jamboree Road at MacArthur Boulevard. City residents will benefit from
the implementation of this project with improved traffic flow on Jamboree Road in the
Airport area north of MacArthur Boulevard.

In support of the project, the City will provide $ 2,076 of in -kind services. These in -kind
services will include monitoring of new signal timing, and communications support.
Because City staff will be providing these services in support of the project, there will be
no requirement for City funds. The OCTA requires a City Council Resolution supporting
the application and implementation of the project.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQK) pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2011-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH SUPPORTING AN APPLICATION BY THE CITY OF IRVINE
FOR THE ORANGE COUNTY TRANSPORTATION AUTHORITY'S
(OCTA) MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION
PROGRAM FUNDING FOR THE JAMBOREE ROAD CORRIDOR
PROJECT
WHEREAS, the Regional Traffic Signal Synchronization Program targets over
2000 signalized intersections across Orange County to maintain traffic signal
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the Orange County Transportation Authority has developed the
Regional Traffic Signal Synchronization Master Plan to identify traffic signal
synchronization street routes and traffic signals within and across jurisdictional
boundaries, and defines the means of implementing the Regional Traffic Signal
Synchronization Program; and
WHEREAS, the City Council previously approved Resolution No. 2010 -130
adopting a Local Signal Synchronization Plan for the City of Newport Beach which
includes all traffic signals along Jamboree Road in the City; and
WHEREAS, the Jamboree Road Corridor Project will continue the existing traffic
signal coordination on Jamboree Road in the City of Newport Beach across
jurisdictional boundaries;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DOES RESOLVE AS FOLLOWS:
Section 1. The City Council supports the application by the City of Irvine for
OCTA Measure M2 Traffic Signal Synchronization Program funding for the Jamboree
Road Corridor Project.
Section 2. The City of Newport Beach agrees to provide $ 2,076 of in -kind
services including signal timing monitoring and communication.
Section 3. Staff recommends the City Council find this action is not subject to
the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the
activity will not result in a direct or reasonably foreseeable indirect physical change in
the environment) and 15060(c)(3) (the activity is not a project as defined in
Section15378) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no potential for resulting in physical change to the
environment, directly or indirectly.
Section 4. This resolution shall become effective immediately upon its passage
and adoption.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly
adopted at a Regular Meeting of the City Council of the City of Newport Beach on this
26`h day of April, 2011.
