NOTICE OF PUBLIC HEARING AND REVIEW
FOR THE CITY OF NEWPORT BEACH
DRAFT ONE -YEAR ACTION PLAN (2011 -2012) AND THE
2010 -2015 REGIONAL ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE
NOTICE IS HEREBY GIVEN that the City of Newport Beach has prepared its draft 2011-
2012 Action Plan and has released the 2010 -2015 Regional Analysis of Impediments to
Fair Housing Choice for public review. The publication of this notice is the beginning of
the 30 -day public review period required under Federal Regulation 21 CFR 91.105 (b) (2).
The public review and written comment period begins March 26, 2011 and runs through
April 26, 2011.
NOTICE IS HEREBY FURTHER GIVEN that the 2011 -2012 Action Plan and 2010 -2015
Regional Analysis of Impediments to Fair Housing Choice will be presented to the City
Council for approval on following date:

LOCATION: City Council Chambers

At this meeting, the City Council will receive public comment on the 2011 -2012 Action
Plan and 2010 -2015 Regional Analysis of Impediments to Fair Housing Choice that is to
be submitted to the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND
The 2011 -2012 Action Plan is a grant application to the Department of Housing and
Urban Development (HUD) for the second of five fiscal years covered by the current
Consolidated Plan. The plan establishes a framework of housing and community
development priorities for Newport Beach, aides in identifying and sets the foundation
for projects and programs to help local low- and moderate - income communities solve
their problems, meet their needs, and achieve their goals. The Action Plan then
appropriates the funding to specific programs and projects for a given year. The Action
Plan will appropriate Community Development Block Grant (CDBG) funding to specific
programs and projects for the 2011 -2012 fiscal year.
The 2010 -2015 Analysis of Impediments to Fair Housing Choice is a regional document
that is required to be updated every five (5) years to detail area -wide compliance with
the Fair Housing Act and associated acts of Congress. Fair housing is a condition in
which individuals of similar income levels in the same housing market have like ranges
of choice available to them regardless of race, color, ancestry, national origin, religion,
sex, disability, marital status, familial status, or any other arbitrary factor. The Analysis
of Impediments provides an overview of laws, regulations, conditions or other possible
obstacles that may affect an individual or household's access to housing.

The public is invited to submit written comments on the draft documents. All comments
relative to the draft documents mentioned above should be submitted to the Newport
Beach Community Development Department — Planning Division no later than 4:00 p.m.
on April 26, 2011.
