TITLE: Resolution 2011 - Changing the Membership and
Responsibilities of the Aviation Committee
ABSTRACT:
As a part of the City Council's 2011 Goal- Setting, it discussed adding a Council member
to the Aviation Committee. At the same time, staff believes that other membership
categories and responsibilities should be clarified and updated.
RECOMMENDATION:
Adopt Resolution 2011 -_ relating to the Membership and Responsibilities of the
Aviation Committee.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
As the City approaches discussions to maintain the neighborhood - friendly protections at
John Wayne Airport, the City Council directed that the Aviation Committee have a third
City Council member. At the same time, staff believes it appropriate to clarify and
update the membership categories and responsibilities of the Committee, which have
not been updated since at least 2003. The City Council's extensive Airport Policy
(Policy A -17) sets forth the City's goals, interests, and strategies regarding airports
(including JWA) and should be the key priority of the Aviation Committee.

This matter was brought before the Aviation Committee on Monday, March 28, 2011,
where comments were taken and some adjustments made to the language proposed
before you today. Today's proposed action also adds some language to the
Committee's description that improves its compliance with Council Policy A -9 relating to
City Council Committees.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION 2011-
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
RELATING TO THE MEMBERSHIP AND RESPONSIBILITIES
OF THE AVIATION COMMITTEE
WHEREAS, the City Council of the City of Newport Beach has multiple Boards,
Committees, and Commissions that assist the Council in serving the needs of the
Newport Beach Community; and
WHEREAS, these Boards, Committees, and Commissions are invaluable in
encouraging public participation and engagement; and
WHEREAS, the City Council of the City of Newport Beach convened in a special
meeting on Saturday, February 5, 2011, to discuss what goals it intended to address in
Calendar Year 2011, and later adopted these goals by Resolution on February 22,
2011; and
WHEREAS, the City Council's five goals for 2011 are:
1. Extension of the protections contained within the John Wayne Airport
settlement agreement and related County ordinances;
2. The revitalization of key neighborhoods, through economic development,
land use planning, nuisance abatement, or infrastructure improvements;
3. Improvement in the management of the tidelands (ocean and bay) within the
City's jurisdiction;
4. Reform of public employee pension programs with the intent to reduce costs
on the taxpaying public;
5. Restructuring of the city government to improve efficiency, effectiveness,
and customer service.
WHEREAS, in furtherance of the 2011 Goals, the Council desires to better align its
committee and commission structure with the goals in order to make the most of
committee and commission members' time and energy; now, therefore be it
RESOLVED by the City Council of the City of Newport Beach that it hereby adjusts
the membership and responsibilities of the Council /Citizens Aviation Committee as
described in the attachment to this Resolution.

67, adopted on July 25,1994. Membership composition and duties changed by
Resolution No. 98 -15, adopted on February 9,1998. Appointment of officers added by

TYPE: This Committee is a Council/ Citizens Committee and a standing committee
subject to the Brown Act. Certain committee members do not have to be residents of
the city of Newport Beach if they bring specific expertise to the Committee that may be
unavailable within the city (such as General Aviation expertise).
MEMBERSHIP:
• Three (3) members of the Newport Beach City Council appointed by the Mayor;
• City Manager or his /her designee;
• City Attorney or his /her designee;
• Seven (7) members, one from each City Council district, nominated by the
District Council Member and confirmed by the City Council;
• Seven (7) alternates, one from each City Council district, nominated by the
District Council Member and confirmed by the City Council;
• Current President of the Airport Working Group (AWG) or his /her designee;
• Current President of Air Fair or his /her designee;
• Current President of Stop Polluting Our Newport (SPON) or his /her designee;
• One resident of the Newport Coast, if the District #7 or District #6 Committee
member is not a resident of the Newport Coast (including Newport Ridge and
Crystal Cove); and
• A member of the General Aviation Community.
The committee shall have a Chairperson and a Vice Chairperson appointed by the
Mayor. The Mayor has the discretion to appoint either a Council Member or a citizen to
either of these two positions.
The City shall invite a representative of John Wayne Airport (JWA) and a representative
of the City of Costa Mesa to regularly participate in the Committee meetings.

RESPONSIBILITIES:
Advise the City Council on the implementation of the Newport Beach City Council's
Airport Policy (Council Policy A -17), including but not limited to:
A. Monitoring development, operations, and other activities at John Wayne Airport,
including but not limited to the JWA Settlement Agreement and reporting to the
City Council;
B. Monitor current and future policies regarding regional air carrier service and
alternative transportation service;
C. Monitor State and Federal Legislation as it affects JWA;
D. Report on other entities' support of the City's JWA strategy, including corridor
cities; and
E. Assist in the dissemination of information to Newport Beach residents regarding the
future status of John Wayne Airport and the Settlement Agreement;
TERMINATION:
The Aviation Committee shall continue until sunsetted by the City Council.
