II. CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. (4:00 P.M.)
2. LOUD AND UNRULY GATHERING ORDINANCE. (4:10 P.M.)
The Police Department will make a presentation to the Council about a proposed
ordinance that would increase monetary fines for loud and unruly gatherings /parties
modeled after an ordinance in Tucson, Arizona.
3. DIRECTION ON ISSUES — SMOKING IN PARKS, CORONA DEL MAR PARKING
PROGRAM, PLASTIC BAGS, BUSINESS LICENSES, WATER TAXI. (4:40 P.M.)
From time to time, city staff and Council members get suggestions to work on new
projects, sometimes outside of a formal Council approval process. This is the first
time for a new, regularly- occurring staff report that will surface these requests in
public and ask the Council if indeed staff should pursue further work on the issues.
4. ANIMAL SHELTER SERVICES DISCUSSION. (5:00 P.M.)
The City's current contract with its private- sector animal shelter is up. Staff went
through a Request for Proposals (RFP) process for a new vendor. Staff will brief
the Council on the process and the proposed vendor(s), with the intent to ask for
formal action to approve a contract on April 26, 2011.
III. PUBLIC COMMENTS
Public comments are invited on Closed Session Agenda items, as reflected in Item ll - Closed Session of
the Regular Meeting agenda, and on non - agenda items generally considered to be within the subject matter
jurisdiction of the Council. Speakers must limit comments to three (3) minutes. Before speaking, please
state your name for the record.
IV. ADJOURNMENT
The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not
required in order to address the Council. Speakers must limit comments to five (5) minutes on agenda items. The Council
has the discretion to extend or shorten the time limit on agenda or non - agenda items. As a courtesy, please turn cell phones
off or set them in the silent mode.
Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made
available for public inspection in the Office of the City Clerk located at 3300 Newport Boulevard during normal business
hours. In addition, such writings and documents will be posted on the City's website at www.newuortbeachea.gov
This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted
at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City
Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council
may limit public comments to a reasonable amount of time, generally either three (3) or five (5) minutes per person.
