TITLE: Review of the Neighborhood Revitalization Committee's Priority
Recommendations for the Six Neighborhood Revitalization Areas
ABSTRACT:
On June 16, 2011, the Neighborhood Revitalization Committee met and made
recommendations as to the prioritization of the six revitalization areas.
Affirm the Neighborhood Revitalization Committee's priority recommendations for the
following revitalization areas:
Priority 1 — Beginning in Fiscal Year 2011/12:
1. Via Lido Marina Village/ City Hall site
2. Balboa Village
3. West Newport Beach- Balboa Boulevard, West Coast Highway
4. Corona del Mar entry at Mac Arthur Boulevard
5. Santa Ana Heights- Bristol Street
Priority 2 — Beginning in Fiscal Year 2012/13
1. Mariner's Mile
FUNDING REQUIREMENTS:
The funding for the various work programs will be a combination of Business
Improvement District funds (specifically the Corona del Mar BID), General Fund
allocations in Community Development Department Budget for economic development,

and designation by the City Manager of fund balance at the close of FY10 -11. It is
anticipated that total funding needs will not exceed $500,000 for the priority 1 projects.
DISCUSSION:
Exhibit A provides a summary description of the work efforts currently envisioned for the
six revitalization areas. Ad Hoc Committee recommends that five of the six areas being
initiated in Fiscal Year 11/12, and that the final area, Mariner's Mile, commence in Fiscal
Year 12/13. The Ad Hoc Committee is also moving forward in selecting the Citizen
Advisory Panels for each area. Upon approval of the priorities, staff will develop the
schedule, budget, and determine additional consultant services specific to each project
area. The CAP's will convene at the earliest date possible.
ENVIRONMENTAL REVIEW:
This action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant
to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a
project as defined in Section 15378) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical
change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
