Fourth of July Holiday Information

This notice provides important information about vehicle, bicycle and pedestrian access for July
4, 2011. Though most residents and business owners are well versed in the City's increased
public safety efforts for the Fourth of July, we've included some reminders about what is allowed
and not allowed in Newport Beach. Finally, you will find some information to share with visiting
friends and family about the beaches, piers, parking and events planned for the holiday
weekend.
Street Closures & Access for 2011:
Detour map enclosed, please visit www.newportbeachca.gov/buIY4 for additional maps.
The following streets will be closed on Monday, July 4 from 10:30 a.m. to approximately 8 p.m.*
• Balboa Blvd. from 40th Street to W. Coast Highway - Closed to eastbound vehicular traffic.
No access to all numbered streets between Balboa Blvd. and Seashore Dr. in the closure
area.
• No vehicle, bicycle or pedestrian entry permitted to the Balboa Peninsula at Balboa Blvd. &
Coast Hwy. Bikes and pedestrians will be allowed within the closure area, but no bicyclists or
pedestrians can enter the closure area via the intersection at Balboa & Coast Hwy.
• Vehicles, pedestrians and bicyclists must access the Balboa Peninsula via Newport Blvd. or
Prospect St.
• Vehicles, bicyclists and pedestrians will still be able to exit the Balboa Peninsula by traveling
westbound on Balboa Blvd.
• Seashore Dr. between 38th St. and 5151 St. - Closed to all vehicular traffic (limited ability to
leave the area for some residents). Bikes and pedestrians are allowed in the closure area.
*Please note: The Newport Beach Police Department intends to reopen Balboa Blvd. that
evening as early as conditions permit. Closure times are approximate and the closing and
reopening of Balboa Blvd. may change depending on conditions.
No Bicyclist & Pedestrian Access at Balboa & W. Coast Hwy.
As noted above, bicyclists and pedestrians will not be permitted to enter the street closure area
at Balboa Blvd. & W. Coast Hwy. This is intended to reduce the large crowds of people that
historically gather in this area. Also, access to the shopping center at Balboa Blvd. & Coast
Hwy. will only be permitted from Coast Hwy. No entry / exit to the shopping center for vehicles,
bicyclists or pedestrians will be allowed from Balboa Blvd. or River Ave. for the duration of the
closure.
Safety Enhancement Zone
There will again be a Safety Enhancement Zone in the area bounded by the Pacific Ocean on
the south, 32nd St. and Newport Blvd. on the east, W. Coast Hwy. on the north and 54th St. on
the west. The Safety Zone designation is effective from 12:01 a.m. on July 4 to 3 a.m. on July 5.

Fines for Loud or Unruly Parties (Municipal Code Section 10.58.030)
Property owners and /or party hosts are responsible for the conduct of their guests. Loud and
unruly parties requiring a police response could result in a citation or arrest for those present,
and fines for property owners, tenants, renters and guests. If you plan to host a holiday party in
West Newport, please follow these guidelines:
• Limit the number of guests invited and don't allow strangers to attend uninvited. As the
host, you are ultimately responsible for the conduct of everyone that attends your party.
• Be sure that no alcoholic beverages leave your property. Possession of open containers
of alcoholic beverages or consumption of those beverages in public is illegal.
• Ensure that no minors consume alcoholic beverages while at your party.
• Limit noise and raucous behavior. Keep music volumes low and all speakers indoors.
• Do not allow any guest to throw water balloons or spray water at pedestrians or vehicles.
• Ask guests to limit their travel in and out of West Newport due to the traffic restrictions.
• Be courteous to your neighbors and take your party indoors after dark. Close doors and
windows to prevent loud voices and music from disturbing others.
• Keep outdoor lights on — it helps deter criminal activity.
The recently adopted Loud and Unruly Gathering Ordinance establishes fines for responsible
persons that participate in, or part of, a loud or unruly gathering that consists of eight or more
persons on any private residential property for a social occasion or other activity upon which
loud or unruly conduct occurs and results in a public nuisance or a threat to the public health,
safety, general welfare, or quite enjoyment of residential and nearby properties. Loud and unruly
conduct includes excessive noise, excessive traffic, obstruction of public streets or crowds who
have spilled over into public streets, obstruction of rights of way by people or vehicles
participating in these large gatherings, public intoxication, the consumption by and provision of
alcohol to minors, fights, disturbances of the peace, vandalism, urinating or defecating in public,
and litter.
Violations are tracked through the issuance of Disturbance Advisement Cards (DACs) and the
fines increase with each successive offense. Fines in the Safety Enhancement Zone are tripled
on the Fourth of July, and short-term lodging permits (for vacation rentals) can be temporarily
revoked for up to 60 days. The Police Department is informing the owners / renters of houses
known for routinely hosting large, unruly parties about their responsibilities as party hosts and
new and existing regulations. Please contact Investigator Dave Sanborn, Newport Beach Police

Informational Meetinq – June 23
The City will host an informational meeting on Thursday, June 23 at 9 a.m. in the City Council
Chambers, 3300 Newport Blvd. for property owners or managers and citizens interested in
learning more about the Loud & Unruly Gatherings Ordinance or the DAC process.
What is Prohibited?
• Alcoholic Beverages Prohibited in Public Areas - Possessing or drinking alcoholic
beverages on streets, sidewalks, beaches, piers or other public areas is prohibited.
Violators are subject to citation or arrest.
• Fireworks - It is illegal to possess or use fireworks in Newport Beach. This includes "safe
and sane" fireworks such as fountains and sparklers that can be purchased in nearby
cities. Residents and visitors are encouraged to attend a public, professional fireworks
show.
• Rooftop Gatherings - People gathering on rooftops is a safety hazard that may violate
building code ordinances. City Building Dept. inspectors will be working with the Police
Department to address those violations.
• Throwing Water Balloons, Spraying Water at Pedestrians, Bicyclists or Vehicles -
Throwing water balloons or spraying water at pedestrians, bicyclists or vehicles is illegal.
Violators are subject to citation or arrest.
Parking
The City parking lot on Finley Ave. (at City Hall) will be closed from July 1 at 5 p.m. until July 5 at
7 a.m. and the public parking lot at Superior Ave. and Coast Hwy. will be closed from July 3 at
7 p.m. until July 5 at 7 a.m. On- street and other public parking will be extremely limited in the
West Newport area. All residents and visitors are cautioned to park in legal, public spaces or
their own, private spaces or garages. Vehicles parked illegally will be issued parking citations
and may be towed.
Beach & Pier Information
All ocean and bay front beaches are open to the public from the hours of 6 a.m. until 10 p.m.
This includes the areas from the Santa Ana River Jetty to Crystal Cove State Park. Crystal
Cove beaches close at sunset. Please swim near a lifeguard tower as ocean currents and surf
can be strong, shifting and dangerous. Portable barbecues are not allowed on any City
beaches. For those that wish to barbecue, fire rings and public barbecues are available near the
Balboa Pier and at Corona del Mar State Beach from 6 a.m. to 10 p.m. on a first -come, first -
served basis. The Newport and Balboa Piers are open from 5 a.m. until midnight. Restaurants
are located on both piers and their hours may vary. Public restroom facilities are available at the
base of both piers.
Independence Day Events and Activities
American Legion's Old GlorV Boat Parade — The annual "Old Glory Boat Parade" sponsored by
the American Legion Yacht Club and the American Legion Post 291 will be held in Newport
Harbor on July 4, beginning at 1 p.m. See the harbor at its patriotic best as boats decorated in

July 4 is for Families, West Newport Bike Parade & Community Festival - Community members
have worked alongside City staff to plan a fun, holiday event for West Newport. Bring your kids
and dogs (on leashes please) and your decorated bikes, scooters, wagons & strollers and join
the Newport Peninsula Bike Parade on Monday, July 4. Line up begins at 8:30 a.m. at 38th
Street Park, proceeds along Balboa Blvd. and ends with a community festival at Channel Place
Park. Please see the enclosed flyer for event details and traffic control information.
Fireworks Extravaganza - The City is again co- sponsoring a July 4 Fireworks Extravaganza with
the Newport Dunes Waterfront Resort, 1131 Back Bay Drive. The fireworks show will begin at 9
p.m. but the Dunes has a full day of activities planned. There is a $50 per car parking fee and a

HMLA -367 "Scarface" Fourth of July Fly Over - A squadron of Marine helicopters are scheduled
to perform a flyover along the coast of five Orange County cities on Monday, July 4. Their
coastal flight will begin in Huntington Beach and continue south to Newport Beach, Laguna
Beach, Dana Point and San Clemente. Their estimated flight time (for the entire route) is from
6:55 p.m. until 7:25 p.m. Since Newport Beach is early in their flight, they are expected to arrive
over our coast at 6:59 p.m. If you are by the beach Monday evening, please cheer on these
Marine Corps pilots!
